AUTHORIZE ACCEPTANCE OF THE CANNABIS TAX FUND GRANT PROGRAM

CTFGP) GRANT FUND AWARD FROM THE CALIFORNIA HIGHWAY PATROL CHP)
The City of Lathrop has immediate access and proximity to Interstate 5, Interstate 205, Highway 120, and Highway 99 which brings with it increased vehicle traffic from residents and visitors passing through on the freeways. An analysis of our traffic accidents from the last full calendar year has identified the most common primary collision factors in the City of Lathrop as; speeding, driving under the influence ( DUI), and unsafe lane changes. From January 1, 2025, through December 31, 2025, there were 340 total reported traffic crashes within the City. Of those crashes, 109 were attributed to speeding, 22 to DUI, and 13 to unsafe lane changes. Of the 340 total crashes, 118 resulted in injury and one ( 1) resulted in a fatality. Additionally, there
were 105 reported hit- and- run crashes in 2025.

The Lathrop Police Department will utilize the funding from the grant to conduct DUI/UID Checkpoints focused on drivers impaired by cannabis and other drugs. The checkpoints will be strategically deployed based on collision data and reported traffic concerns with a goal to reduce DUI/UID incidents by increasing high -visibility enforcement and deterrence. Funding will also be used to support DUI/UID Saturation Patrols during high -risk periods and deploy additional officers without reducing patrol staffing levels. Additional funds will be used to purchase and equip critical Traffic enforcement equipment, including a BMW motorcycle to replace one that has reached the end of its useful life, a fully equipped F150 for DUI/UID enforcement, and a marked trailer with the capacity to transport equipment needed for enforcement operations
Acceptance of the CTFGP grant will allow for the purchase of traffic equipment and vehicles and reimburse overtime hours directly related to additional impaired driving enforcement and public education on the dangers of impaired driving. The CTFGP grant is designed to incorporate social media campaigns and community education to enhance the overall deterrent effect and help reduce the number of persons killed or injured in crashes involving alcohol, cannabis, and other drugs.

REASON FOR RECOMMENDATION:

The CTFGP grant will provide funding to LPD to support education, prevention, and enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis and cannabis products. Additionally, the added visible enforcement will serve as a deterrent and prevent other related traffic issues including speeding, distracted or reckless driving, and other unsafe driving behaviors.

FISCAL IMPACT:

Acceptance of the CTFGP Grant award from the California Highway Patrol will provide 199, 680 in funding to support our community' slaw enforcement services. It will assist in offsetting the Police Department' sexpenditures on education regarding, and enforcement of laws related to, DUI/UID. The CTFGP grant program does not have a cost share for funding. If acceptance is authorized, funds will be allocated to the CITY MANAGER' S REPORT PAGE 3

Lathrop Police Department
The Grantor determined awards and adjustments based on the Project' smerit, operational scale, compliance with the Request for Application ( RFA), and program regulations. Certain activities or budget items proposed in Schedule A may have been deemed ineligible for funding. The final, binding list of authorized activities and expenses is set forth in Schedule B - Detailed Budget Estimate.

Project Description
Lathrop Police Department proposes a comprehensive traffic safety and Driving Under the Influence of Drugs DUID) enforcement project focused on improving roadway safety through enhanced enforcement capabilities, specialized equipment, and targeted enforcement operations.

Grant funding is requested to support the replacement and acquisition of critical traffic enforcement assets, including two upfitted Ford trucks capable of towing trailers and other essential equipment for DUI operations.

The trucks would also be utilized for enforcement during inclement weather. We are also requesting two BMW motorcycles as replacements for two that have been in- service and are at the end of their useful lifespan, along with a multi -purpose trailer to be used for transporting motorcycles, traffic control equipment, and supplies for DUI and CDL checkpoints.

Funding is also requested for personnel overtime for targeted DUID enforcement operations. These enforcement efforts will address ongoing traffic safety concerns within the City of Lathrop by increasing officer presence during high -risk periods and locations, improving detection and deterrence of impaired driving, and enhancing overall roadway safety.

This project supports enforcement, training, and prevention objectives by improving operational readiness, increasing high -visibility traffic enforcement, and reinforcing safe driving behaviors throughout the community.

Problem Statement
The City of Lathrop experiences elevated traffic volumes due to its proximity to major regional transportation corridors, including Interstate 5, Interstate 205, and State Route 99. These corridors contribute to increased collision risk and impaired driving activity within the community. Traffic crash data from calendar year 2025 identified driving under the influence ( DUI) as an ongoing Primary Crash Factor. During this period, Lathrop recorded 340 total traffic crashes, including 26 DUI -related collisions, 118 injury crashes, and one fatality, demonstrating a continued need for focused impaired -driving enforcement.

To address traffic safety concerns, the Lathrop Police Department maintains a dedicated Traffic Unit consisting of one Lieutenant, one Sergeant, and three Officers. While this unit provides a foundation for targeted enforcement, the Department faces critical equipment and operational limitations that restrict its ability to conduct sustained and effective DUID enforcement. The City currently operates five police motorcycles, two of which are the oldest in the fleet and nearing the end of their service life, creating an imminent need for replacement to ensure continuity of high - visibility traffic enforcement.

Additionally, the Department lacks fully upfitted vehicles dedicated to the Traffic Unit capable of supporting saturation patrols and impaired -driving enforcement during inclement weather conditions. Existing vehicle limitations reduce enforcement capacity during periods when impaired driving risks remain present, but traditional motorcycle enforcement is not feasible. The absence of a dedicated trailer further limits the Department' sability to transport motorcycles and deploy necessary equipment for DUI, DUID, and CDL checkpoint operations.

Staffing constraints also necessitate the use of overtime to conduct targeted DUID enforcement during high - risk periods, including nights, weekends, and holidays. Without additional resources, the Department' sability to proactively address drug -impaired driving and enhance roadway safety is limited.

Grant funding is necessary to address these identified gaps by strengthening enforcement capacity, ensuring operational readiness in all weather conditions, and supporting targeted DUID enforcement efforts aimed at reducing impaired -driving collisions, injuries, and fatalities within the City of Lathrop.

ATTACHMENT B
Performance Measures/ Scope of Work ( Proposed Solution) 12 DUID Saturation Patrols ( Q1 = 3, Q2 = 3, Q3 = 3, Q4 = 3) Aim to increase DUID enforcement contacts by 20% and reduce DUI/UID- related injury crashes by 5- 10% within the grant period. Saturation patrols will be conducted during high -risk periods, including nights, weekends, and holidays. Overtime funding is necessary to deploy additional officers without reducing patrol staffing levels. These operations will focus specifically on cannabis -impaired and drug -impaired driving detection and enforcement.

Budget Line Item: Sworn Overtime
2 DUI/UID Checkpoints ( Q1/2 = 1, Q3/4 = 1)
Aim to reduce DUI/UID incidents by 10-5% by increasing high -visibility enforcement and deterrence.

Checkpoints will be strategically deployed based on collision data and community traffic concerns. Operations will focus on identifying drivers impaired by cannabis and other drugs.

Budget Line Item: Sworn Overtime
2 Fully Upfitted Enforcement Trucks
Q1 = Order, Q2 —Q3 = Upfit/ Receive, Q3 —Q4 = Deploy for Saturation Patrols and Checkpoints) These vehicles will ensure uninterrupted DUID saturation patrol capability during inclement weather when motorcycle enforcement is not feasible. The trucks will be fully equipped for traffic enforcement and capable of towing enforcement equipment and supporting checkpoint operations. Deployment of these vehicles will maintain year- round impaired -driving enforcement capacity and improve operational safety.

Budget Line Item: Two Upfitted Ford Enforcement Trucks
2 Replacement Traffic Motorcycles
Q1 = Order, O2 —Q3 = Receive/ Deploy, O3 —Q4 = Enforcement Operations) The City currently possesses five motorcycles, with the two oldest nearing end - of -service life. Replacement will ensure continued high -visibility traffic enforcement by the dedicated Traffic Unit ( 1 Lieutenant, 1 Sergeant, 3 Officers). Motor officers will support a minimum of 12 DUID- focused operations annually and increase proactive enforcement activity by 15%.

Budget Line Item: Two Police Motorcycles
1 Enforcement Equipment Trailer
Q1 = Order, Q2 = Receive, Q2 —Q4 = Deploy for Checkpoints and Multi - Officer Operations) The trailer will transport motorcycles and DUI/UID checkpoint supplies, reducing setup time and increasing operational efficiency by 25%. This equipment will support at least four checkpoints annually and multiple saturation patrol deployments requiring logistical transport.

Budget Line Item: Enforcement Trailer

Project Performance Evaluation
The Lathrop Police Department will evaluate project effectiveness through the collection and analysis of both quantitative and qualitative data to measure enforcement impact, operational readiness improvements, and community safety outcomes.

Quantitative Evaluation Measures
The Department will track and compare baseline data ( calendar year 2025) to grant -period performance data using the following indicators:

Number of DUID saturation patrols conducted
Number of DUI/UID checkpoints conducted
DUI/UID arrests and citations issued
Total impaired -driving enforcement contacts
DUI/UID- related injury and fatal collisions
Overall DUI/UID- related crash reduction percentage
Enforcement activity during inclement weather periods
Deployment frequency of newly acquired vehicles and equipment Monthly and quarterly reviews will be conducted to ensure project objectives are being met. Enforcement activity and crash data will be analyzed to determine trends and measure progress toward the targeted 10% reduction in DUI/UID- related crashes over a one- year period.

The goal is to reduce the number of DUI/UID related crashes 10% ( 25 total crashes down from 28 in 2025) Qualitative Evaluation Measures
In addition to statistical data, the Department will assess:

Officer feedback regarding operational effectiveness of new equipment Improvements in deployment efficiency and checkpoint setup times Observed changes in driver behavior during high -visibility enforcement Community feedback received during enforcement operations and outreach events These qualitative measures will help evaluate improvements in operational readiness, officer safety, and deterrence effects within the community.

Communication Plan — Internal Stakeholders
Project progress and outcomes will be communicated internally through:

Monthly Traffic Unit performance summaries
Quarterly command staff briefings
Data -driven reviews of enforcement operations and crash trends Annual performance reports summarizing grant impact
This internal reporting ensures accountability, performance monitoring, and strategic deployment adjustments as needed.

Communication Plan — External Stakeholders
Project results will be shared with the community and stakeholders through:

Press releases announcing enforcement operations and results Social media updates highlighting DUI/UID enforcement efforts Presentations to community groups
Public reporting of enforcement statistics and traffic safety outcomes

Public communication will emphasize deterrence, roadway safety improvements, commitment to addressing cannabis - impaired driving.
and the Department' s
Program Sustainabilitv
The Lathrop Police Department will sustain impaired -driving enforcement by incorporating grant -funded equipment and enforcement strategies into long- term operations. The requested vehicles and equipment (two fully upfitted enforcement trucks, two replacement motorcycles, and one enforcement trailer) are one- time capital investments with an anticipated 5 - 10 -year service life. Upon acquisition, these assets will be maintained through the City' sfleet replacement and general fund maintenance programs.

The Department maintains a dedicated Traffic Unit consisting of one Lieutenant, one Sergeant, and three Officers. DUID enforcement strategies implemented during the grant period, including saturation patrols and checkpoints, will be integrated into the Traffic Unit' s annual work plan. If grant funding is reduced, impaired - driving enforcement will continue through regular -duty assignments, with overtime limited to high -risk periods as staffing allows.

Within two years following the grant period, most DUID enforcement activity will transition to standard operations supported primarily by City funding. The Department will continue seeking state and federal traffic safety grants and regional partnerships to supplement resources as needed.

Through fleet planning, operational integration, and diversified funding, the Department will continue addressing cannabis- and drug -impaired driving while reducing reliance on future grant funding.

Administrative Support
The Lathrop Police Department has established administrative systems and grant management experience necessary to successfully implement and oversee the proposed project within the Project Performance Period. The Department has prior experience managing state traffic safety grants, including Office of Traffic Safety ( OTS) grants, and is familiar with compliance requirements, performance reporting, fiscal tracking, and reimbursement procedures.

Project oversight will be provided by the Traffic Unit Lieutenant, who will be responsible for operational implementation, activity coordination, and performance monitoring. A designated Sergeant will assist with scheduling enforcement operations, ensuring completion of required documentation, and verifying performance measures. The Department' sadministrative staff, in coordination with the City' s Finance Division, will manage budget oversight, purchasing, invoicing, and reimbursement submissions to ensure compliance with grant requirements and timelines.

The Department maintains adequate personnel and physical resources to support the project, including a dedicated Traffic Unit ( one Lieutenant, one Sergeant, and three Officers), office space, report -writing systems, data collection software, and secure storage for enforcement equipment. Vehicle outfitting will be completed by contracted third -party police vehicle upfitter, consistent with current City procurement practices. Ongoing vehicle maintenance and asset management will be supported through the City' s established fleet infrastructure.

These established administrative processes, experienced personnel, contracted vendor partnerships, and existing infrastructure ensure the Department' sability to successfully implement, monitor, and complete the project in accordance with all grant guidelines and performance expectations.
