Crossroads Storm Drain Pump Station Outfall Pipe
Repairs and Approve Budget Amendment
SUMMARY:
The Crossroads Storm Drain Pump Station pipelines and outfall structure were constructed in 1993 to convey stormwater runoff from the Crossroads commercial and industrial park to the San Joaquin River.
Pursuant to the City' s lease agreement with the State Lands Commission ( SLC) for the Crossroads Storm Drain Pump Station outfall, the City is required to periodically assess the condition of the outfall pipelines and headwall structure. V&A Consulting Engineers ( V&A) completed the required condition assessment and identified repairs needed for the 48 -inch - diameter storm drain pipeline at the outfall structure.
On June 8, 2026, the City Council approved the establishment of CIP SD 26-6, Crossroads Storm Drain Pump Station Outfall Pipe Repairs; approved an agreement with V&Afor engineering design services in the amount of $ 39, 792; and approved an associated budget amendment.
The proposed repair work involves a pipeline crossing of the State Plan of Flood Control levee system. The existing facility is subject to Central Valley Flood Protection Board CVFPB) Encroachment Permit No. 15845 GM and is located within Reclamation District No. 17 along the San Joaquin River and Tributaries Flood Control Project levee.
Staff recommends approval of Task Order No. 1 with MBK Engineers in an amount not to exceed $ 10, 000 to provide permitting coordination and project support services necessary to maintain compliance with applicable CVFPB encroachment permit requirements during design and implementation of the repair project. Staff also recommends approval of a $ 10, 000 budget amendment to fund the Task Order.

APPROVE TASK ORDER NO. 1 UNDER A MASTER AGREEMENT WITH MBK
ENGINEERS TO PROVIDE PERMITTING AND PROJECT SUPPORT FOR CIP SD 26-6 CROSSROADS STORM DRAIN PUMP STATION OUTFALL PIPE REPAIRS
AND APPROVE BUDGET AMENDMENT
BACKGROUND:
On June 23, 2022, the City of Lathrop entered into a General Lease Agreement with the SLC for the existing Crossroads Storm Drain Pump Station outfall and the Consolidated Treatment Facility discharge to the San Joaquin River.
Under the lease agreement, the City is required to conduct a comprehensive condition assessment of the 12 -inch- and 48 -inch -diameter pipelines and the headwall structure within six months of the lease commencement date and at least once every five years thereafter.
On March 10, 2025, the City Council approved an agreement with V&Ato perform a condition assessment of the Crossroads Storm . Drain Pump Station outfall and pipelines in accordance with the SLC lease requirements.
V&A subsequently completed the assessment and prepared a report identifying recommended repairs to the 48 -inch -diameter storm drain pipeline located at the outfall structure. At staff' request, V&A submitted a proposal to provide engineering design services, including preparation of plans, specifications, and bid documents for the recommended repair work. On June 8, 2026, the City Council approved the creation of CIP SD 26-6 and an agreement with V&A in the amount of $ 39, 792 for those engineering design services.
The 48 -inch storm drain pipeline crosses a CVFPB- administered State Plan of Flood Control levee within Reclamation District No. 17. The existing encroachment is authorized under CVFPB Encroachment Permit No. 15845 GM. Because the proposed repair work may affect the existing permitted encroachment, the City requires specialized permitting coordination and project support to ensure that project design and construction activities remain consistent with CVFPB requirements.
MBK Engineers has been selected to provide permitting and project support services for the project. Under Task Order No. 1, MBK Engineers will assist the City with coordination related to CVFPB permit requirements, review of the proposed repair approach for consistency with encroachment requirements, and other project support necessary to facilitate compliance during project delivery.
REASON FOR RECOMMENDATION:
The Crossroads Storm Drain Pump Station outfall is an essential component of the City' sstorm drainage system and conveys stormwater runoff from the Crossroads commercial and industrial park to the San Joaquin River. The condition assessment performed by V&A identified repairs needed to the 48 -inch -diameter storm drain pipeline at the outfall structure.

APPROVE TASK ORDER NO. 1 UNDER A MASTER AGREEMENT WITH MBK
ENGINEERS TO PROVIDE PERMITTING AND PROJECT SUPPORT FOR CIP SD 26-6 CROSSROADS STORM DRAIN PUMP STATION OUTFALL PIPE REPAIRS
AND APPROVE BUDGET AMENDMENT
The proposed repair work will occur at an existing encroachment crossing a State Plan of Flood Control levee administered by the CVFPB. MBK Engineers' specialized permitting and project support services are necessary to assist the City with coordination and compliance associated with CVFPB Encroachment Permit No. 15845 GM and applicable requirements for work affecting the levee system.
Approval of Task Order No. 1 will allow MBK Engineers to provide the required permitting coordination and project support services during the design and implementation of CIP SD 26-6. Approval of the associated budget amendment will provide the funding necessary to complete the Task Order.
Therefore, staff recommends that the City Council approve Task Order No. 1 under a Master Agreement with MBK Engineers in an amount not to exceed $ 10, 000 and approve the associated budget amendment.
FISCAL IMPACT:
The cost of Task Order No. 1 with MBK Engineers for permitting and project support services is not to exceed $ 10, 000.
Sufficient funds are not currently available in the Crossroads Storm Drain Fund for this additional project cost. Therefore, staff requests approval of a budget amendment transferring $ 10, 000 from the General Fund ( Fund 1010) to CIP SD 26-6, Crossroads Storm Drain Pump Station Outfall Pipe Repairs, as shown below:

MBK anticipates the budget to complete the aboveitems will. not exceed $ 10, 000, to meet the objectives of notification : and modification of the CVFPB encroachment identified under permit No: 15845 GM. This estimate assumes the CVFPB will accept the Option of the client to modify the discharge pipes to comply with SLC requirements: under either a maintenance. notification or minoralteration agreement.
If there is a need for. 408 reviews, or a need to replace any componentof these diversions that results in work performed in the channel, additional permitting will be necessary. Any trigger of a 408 review would require scoping changes; these additional costs could add up to an additional $ 60, 000-, and 18 -24 -month delay in project timing. We do not anticipate this, but want to protect the Client from this possibility. The services offered. by MBK are provided at the discretion of the Client/ Owner, on an actual time -and -expense basis, in accordance with our current fee. schedule (Attachment 1):
