ITEM 4. 17

CITY MANAGER' S REPORT
SEPTEMBER 14, 2026 CITY COUNCIL REGULAR MEETING
ITEM: CREATE CAPITAL IMPROVEMENT PROJECT PS 27- 06

CITY- WIDE TRAFFIC SYSTEMS AND SAFETY

UPGRADES AND APPROVE BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution to Create CIP PS 27- 06 City -Wide Traffic Systems and Safety Upgrades and Approve
Budget Amendment
SUMMARY:

Staff is proposing the creation of CIP PS 27- 06 City- wide Traffic Systems and Safety Upgrades to provide ongoing, programmatic funding for traffic signal and traffic safety infrastructure, including replacement of inoperative traffic signal controllers, installation and lifecycle replacement of video and radar detection systems, communication upgrades to connect signals to the City network, and safety improvements such as guard rails, signs, striping, bicycle facilities, and other traffic safety measures.

Staff also requests that City Council approve a budget amendment of $260, 00 from the General Fund Street Reserves ( 1010) to the Streets CIP Fund ( 3310) to establish initial funding for CIP PS 27- 06, with future appropriations to be considered through the annual budget process.

BACKGROUND:

As the traffic signal and safety upgrades initiated under CIP PS 23- 01 are substantially completed, the, City' sfocus is shifting from initial deployment to ongoing maintenance, refinement, and replacement of those improvements as needed to sustain performance. The traffic signal controllers, detection systems, communications infrastructure, and associated striping, signing, guardrails, bicycle facilities, lighting, and education efforts require periodic rehabilitation and targeted enhancements to preserve reliable operation and safety for motorists, pedestrians, and bicyclists. CIP PS 27- 06 is proposed as a city- wide maintenance and improvement program to sustain the performance of the installed traffic systems, replace and repair equipment as needed, and implement new or expanded traffic signal and safety improvements at locations where emerging needs or gaps are identified.

The City now operates approximately 40 traffic signals, standardized on McCain Flex traffic signal controllers and the Iteris Next Vector video and radar detection system to support modern traffic operations and safety features. Over the past year, staff has had to replace at least two controllers and three Iteris central control units due to wear, component failures, and age, demonstrating that these assets require ongoing capital investment for lifecycle replacement rather than one- time installation CITY MANAGER' SREPORT PAGE 2

SYSTEMS AND SAFETY UPGRADES AND APPROVE BUDGET AMENDMENT alone. In addition, traffic management technology continues to evolve rapidly, including AI -based adaptive signal systems and advanced software platforms such as NoTraffic, and maintaining an ongoing, city- wide traffic systems and safety CIP will position the City to evaluate, pilot, and implement new technologies when they become cost- effective and operationally beneficial.

Staff requests that City Council approve the creation of CIP PS 27- 06 City -Wide Traffic Systems and Safety Upgrades to keep pace with traffic operations and maintain and improve the City' straffic infrastructure.

REASON FOR RECOMMENDATION:

Creation of CIP PS 27- 06 City -Wide Traffic Systems and Safety Upgrades is needed to continue and expand city- wide upgrades that maintain and improve the reliability, safety, and function of traffic control devices and traffic safety infrastructure as the City' s population and traffic volumes increase.

FISCAL IMPACT:

Staff request City Council approve a budget amendment transferring $ 260, 00 from the Street Reserve Fund ( 1010) to the Streets CIP Fund ( 3310) as follows:
