East Lathrop Storm Drain Master. Plan
document consisting of an updatedland use map and:. a policy document of goals, policies, and actions to guidefuture development activities and City actions on a citywide basis. No specific development projects were proposed as part of the General Plan Update itself. The Program EIR. analyzed the potentially significant environmental impacts associated with adoption and implementation of the General,. Plan across the full range. of CEQA topics, and the City adopted findings, a statement of overriding considerations, and a mitigation monitoring and reporting program in connection with its certification.

Because the General Plan Update established the land use framework and buildout assumptions for.. the City - including the eastern ( Historic Lathrop) portion of the City that is the focus of the SWMP the public facilities and infrastructure needed to serve planned growth, includingstorm' drainage conveyance,. detention, and pumping facilities, were within the scope of the impacts: analyzed in the certified EIR.

APPROVALS
As part of the Original Project, the City undertook the following actions:

Certified the City of Lathrop General Plan Update EIR ( SCH # 2021100139); Adopted CEQA Findings of Fact and a Statement of Overriding Considerations; Adopted the Mitigation Monitoring and Reporting Program for the project; and Adopted the City of Lathrop General Plan

3. PROPOSED: PROJECT
The proposed Project is the adoption and implementation of the East .Lathrop Stormwater Master Plan. The SWMP updates the City' sstormwater planning for the East ( Historic) Lathrop area for the first time since the draft 2006 Master Plan. It develops an updated hydrologic and hydraulic model of the existing stormwater system, evaluates existing and future system performance, and recommends a prioritized set of operational : adjustments, maintenance projects, arid capital improvement projects ( CIPs) to reduce flood risk and support responsible growth and infill redevelopment. The specific objectives of the Plan are to:

Update.

Develop an updated XPSWMM hydrologic and hydraulic model reflecting current infrastructure, land use, and topographic conditions;
Evaluate existing system performance and identify areas where capacity is limited or flooding occurs;
Assess future system needs under projected growth and full buildout conditions. consistent with the City' s General Plan land use; and
Provide a prioritized Capital Improvement Program to guide investments in detention, pumping, and conveyance facilities.

East Lathrop Storm Drain Master Plan.

STUDY AREA
The study area is located within the City in San Joaquin County, California, along Interstate 5 just north of the Interstate 5 / Highway 120 interchange, with Stockton to the north and Manteca to the east. Thearea of focus encompasses the eastern portion of the City, generally defined as east of Interstate 5, south of Saint Andrew Street, west of the Union Pacific Railroad, and north of Louise Avenue. This area — known as East Lathrop or Historic Lathrop —is primarily urbanized with a mix of residential, commercial, and industrial land uses. The study area also includes two adjacent reference areas evaluated to understand potential hydraulic interactions: the Stonebridge area north of St. Andrew Street) and the Mossdale M- 2 area ( west of Interstate 5). The total area is approximately 1, 300 acres, of which the East Lathrop area is approximately 835 acres.

EXISTING STORMWATER SYSTEM.

The City' s stormwater system in the East Lathrop area conveys runoff through a network of approximately 21 detention and retention basins and 15 lift, surge, and pump stations, ultimately discharging to the San. Joaquin River through the San Joaquin River Storm Water. Pump Station. The collection system includes both gravity mains andforce mains. The Lift, surge, and pump stations range in capacity from small 3. 5 -horsepower units to 50 -horsepower pumps, and are monitored and controlled through the City' ssupervisory control and dataacquisition ( SCADA) system.. The Plan documents areas of chronic, nuisance flooding identified. by City operations staff, including locations along O Street; Fifth and Seventh Streets, South:. Harlan Road, and areas near Camish Pond and Woodfield Pond, and uses this information together with the updated model to develop and prioritize proposed. solutions..

PROPOSED SOLUTIONS
The SWMP prioritizes low- cost solutions where feasibleand: maximizes useof existing infrastructure.

Proposed solutionswere located and conceptually sized using City operations staff experience and the City' s 2024 Storm Drainage Standards, and are organized into three categories: operational adjustments, maintenance projects, and capital improvement projects.

OPERATIONAL ADJUSTMENTS
Operational adjustments consistof modifications to pump set points that make more efficient use of the system' sexisting capacity and can be implemented by City operations staff at their discretion as routine operations and maintenance activities. Proposed adjustments include modifying the set points at the Woodfield, Horizon Park, Libby Lane, J Street, and New Harlan storm water lift stations to retain flows in, or shift flows toward, basins withavailable capacity ( for example, Woodfield Pond, Horizon Park Pond, Libby Lane Pond, Charmaine Basin, and New Harlan Road Basin)

MAINTENANCE PROJECTS
Maintenance projects derive from the condition assessment completed for selected storm drains and consist primarily of cleaning, root removal, and spot repair or lining intended to extend the Addendum to the City of Lathrop General Plan EIR

design life of the system. Most of these projects can be completed by the City' s operations and maintenance staff, with a limited number of higher -priority lining or replacement projects ( for example, along pipe segments L12SDMAGV31 and M11SDMAGV325) recommended for programmatic rehabilitation in the near term through the Capital Improvement Program.

CAPITAL IMPROVEMENT PROJECTS
The SWMP recommends the following seven capital improvement projects to reduce chronic flooding and address end -of -useful - life concerns in the East Lathrop area. Planning -level construction cost estimates are summarized in Table 1.

Together with the operational adjustments and maintenance projects, these CIPs constitute the physical improvements contemplated by the proposed Project. The improvements are located within the already -urbanized East Lathrop study area, generally within existing rights -of -way, existing City -owned parcels and detention basin sites, or areas planned for redevelopment consistent with the land use designations analyzed in the certified General Plan Update EIR.

APPROVALS SOUGHT
In connection with the proposed Project, the City anticipates taking the following discretionary action:

Adoption of the East Lathrop Stormwater Master Plan.

Individual capital improvement projects identified in the SWMP will be subject to the City' sstandard project -level design, permitting, and CEQA compliance review as they are advanced for implementation.

4. ENVIRONMENTAL ANALYSIS
This section evaluates the proposed Project —adoption and implementation of the East Lathrop Stormwater Master Plan —against the environmental impact conclusions reached in the certified City of Lathrop General Plan Update EIR (SCH # 2021100139). For each impact, the analysis considers whether the proposed Project would result in a new significant effect not identified in the certified EIR, a substantial increase in the severity of an effect identified in the certified EIR, or any other condition described in CEQA Guidelines Section 15162 that would require preparation of a subsequent EIR.

The certified EIR is a program EIR that analyzed buildout of the City, including the storm drainage conveyance, detention, and pumping facilities needed to serve planned growth. The proposed Project consists of localized drainage improvements within the already - urbanized East Lathrop area —generally within existing rights -of -way, existing City -owned parcels and detention basin sites, or areas planned for redevelopment consistent with the land use designations analyzed in the certified EIR— together with operational adjustments and maintenance activities. The proposed Project does not modify the City' sland use map, increase planned densities or intensities, or induce growth beyond that analyzed in the certified EIR. Construction - related effects of the proposed Project would be temporary and localized and are within the scope of, and not greater than, the construction effects contemplated in the program - level analysis. Individual capital improvement projects will remain subject to project -level environmental review as they are advanced for implementation.

As a program EIR, the certified EIR minimized impacts through General Plan goals, policies, and actions rather than through discrete project -level mitigation measures. Accordingly, the certified EIR did not identify any impacts as less than significant with mitigation; impacts were identified as less than significant, less than cumulatively considerable, or significant and unavoidable. Each category is addressed below.

IMPACTS FOUND TO BE SIGNIFICANT AND UNAVOIDABLE
The certified EIR identified a number of project -level and cumulative impacts that would remain significant and unavoidable following implementation of all feasible General Plan goals, policies, and actions. Because no feasible mitigation was available to reduce these impacts to a less -than - significant level, the City adopted CEQA Findings of Fact and a Statement of Overriding Considerations upon certification of the EIR. As identified in the certified EIR, these significant and unavoidable impacts are driven by citywide land use buildout rather than by the provision of storm drainage infrastructure. The proposed Project does not change the land use assumptions analyzed in the certified EIR and does not induce growth; its physical effects are limited to temporary, localized construction associated with drainage improvements in the already -urbanized East Lathrop area. The project -level significant and unavoidable impacts are addressed below.
