CITY MANAGER' S REPORT
SEPTEMBER 14, 2026 CITY COUNCIL REGULAR MEETING
ITEM: APPROVE AN EASEMENT DEED TO PACIFIC GAS AND
ELECTRIC COMPANY FOR UNDERGROUND ELECTRIC
DISTRIBUTION FACILITIES ON CITY PROPERTY AT
18300 HOWLAND ROAD ( APN 198-30- 11)
RECOMMENDATION: Adopt a Resolution to Approve an Easement Deed to Pacific Gas and Electric Company for Underground
Electric Distribution Facilities on City Property at
18300 Howland Road ( APN 198-30- 11) and
Authorize the City Manager to Execute the Easement
Deed
SUMMARY:
Pacific Gas and Electric Company (" PG& E") has requested an underground electric distribution easement across City -owned property at 18300 Howland Road, Assessor' s Parcel Number 198-30- 11, known as the Crossroads Booster Station Parcel, in /order to extend PG& E' s Vierra 1704 distribution feeder. A Vicinity Map is included as Attachment " B" and the draft Easement Deed, LD# 2201= 06- 11510, is included as Attachment " C".
The parcel contains the City' s
water storage tank and booster pump station, and the
Easement Deed includes provisions protecting those facilities. PG& E has agreed to reimburse the City for relocating a portion of the perimeter fence so that the easement area falls outside the secured water facility, and to pay for the City surveyor' sreview of the plat and legal description.
Staff recommends Council approve the Easement Deed to PG& Ein substantially the form included as Attachment " C".
BACKGROUND:
The City acquired the Crossroads Booster Station Parcel from Crossroads Ventures in 1994. The parcel is developed with the City' s
water storage tank, booster pump
station, and associated water system infrastructure, and is enclosed by a perimeter fence.
PG& E is extending the Vierra 1704 distribution feeder and requires an easement to install, maintain, and replace underground conduit, conductors, junction boxes, and associated equipment for the distribution of electric energy and for communication purposes. The easement area is a narrow strip across the parcel, as described and depicted in the Easement Deed.

SEPTEMBER 14, 2026 CITY COUNCIL REGULAR MEETING
APPROVE AN EASEMENT DEED TO PACIFIC GAS AND ELECTRIC COMPANY FOR UNDERGROUND• ELECTRIC DISTRIBUTION FACILITIES ON CITY PROPERTY AT 18300 HOWLAND ROAD ( APN 198-30- 11)
Unlike the 115, 000 volt transmission facilities the City Council considered in October 2021, these are distribution facilities and will be placed underground consistent with Lathrop Municipal Code Section 16. 28. 00 (Underground Utilities).
Because the parcel supports an active potable water facility, the Easement Deed restricts excavation, construction, and maintenance in the vicinity of the City' s water infrastructure without the prior written approval of the Public Works Director, City Engineer, or designee. It also requires PG& E to indemnify the City, restore any excavation within the easement area, and remove or seal its facilities at its own expense should it abandon them.
The existing perimeter fence encloses a portion of the easement area., Relocating the fence places the easement area outside the secured water facility, allowing PG& Eto construct and maintain its facilities without entering the water tank site and becoming subject to the City' s more stringent access and security requirements for potable water facilities. PG& E has agreed to reimburse the City for the cost of the relocation.
REASON FOR RECOMMENDATION:
The easement allows PG& E, a public utility regulated by the California Public Utilities Commission, to extend the Vierra 1704 distribution feeder and provide electric service in the surrounding area. PG& E' sfacilities will be located underground.
The provisions of the Easement Deed and the relocation of the perimeter fence preserve the security and continued operation of the City' s water system, and PG& E
is bearing the cost of the fence relocation and the survey review, so the City incurs no net cost. Granting the easement supports the delivery of electric service to the community while protecting the City' s
water system, and is in the public interest.
FISCAL IMPACT:
There is no fiscal impact for this project as PG& Ehas agreed to fund or reimburse any time or material needed to implement the recordation of the easement and the fence relocation.
