ITEM 5. 4
FISCAL YEAR ( FY) 2025/6 YEAR- END BUDGET
REPORT AND RELATED AMENDMENTS AND
AMENDMENTS TO THE FISCAL YEAR 2026/7
BUDGET
RECOMMENDATION: Adopt Resolution To Approve the FY 2025/6 Year - End Report and Related Budget Amendments and
Amend the FY 2026/7 Budget
SUMMARY:
In June 2025, City Council adopted their Biennial Budget for fiscal years 2025/6and 2026/7 by Resolution No. 25- 5840. Since adoption of the budget, staff has continued to provide Council budget updates through the formal Mid -Year and Year - End Review processes, including proposed budget amendments.
At the conclusion of Year 1 of the biennial budget, the General Fund unallocated fund balance at June 30, 2026, was estimated at $ 9. 1 million. Higher than projected property and sales tax revenues combined with lower than budgeted expenditures resulting from operational efficiencies and salary savings associated with vacant positions, resulted in a General Fund surplus for fiscal year ( FY) 2025/6.
Staff recommends allocating approximately $8. 2 million of the FY 2025/6surplus to the following unfunded liabilities and reserves:
2. 0 million to the Street Repair Reserves to maintain deteriorating City roads.
2. 0 million to the Capital Equipment Replacement Reserve to replenish depleted reserves.
1. 2 million to the Sidewalk Repair Reserves to address deteriorating City sidewalks.
2. 0 million to the Landscape Reserves to fund several projects throughout the city.
1. 0 million to the Corpyard Reserves to fund the Corpyard project.
Following the proposed allocation of the surplus, the estimated General Fund Balance at June 30, 2026 is $ 9. 1 million, representing approximately 22% of actual operating expenditures.
BACKGROUND:
In June 2025, the City Council adopted its Biennial Budget for fiscal years 2025/6 and 2026/7 by Resolution No. 25- 5840. Staff has provided Council with budget updates through the Mid -Year and Year -End Budget Review process.
At the end of the first year of the biennial budget, the projected, unaudited General Fund Balance at June 30, 2026, was estimated at $9. 1 million. As part of the yearend process, staff reviewed actual revenues and expenditures and identified budget amendments necessary to reflect year- end activity.

SEPTEMBER 14, 2026 CITY COUNCIL REGULAR MEETING
FISCAL YEAR ( FY) 2025/6 YEAR- END BUDGET REPORT AND RELATED AMENDMENTS AND AMENDMENTS TO FISCAL YEAR 2026/027 BUDGET The City received higher than anticipated property and sales tax revenues while expenditures were lower than projected due to operational efficiencies and salary savings associated with positions. These factors resulted in a General Fund surplus at the end of FY 2025/6.
Staff recommends applying approximately $ 8. 2 million of the FY 2025/6surplus to designated unfunded liability and reserves as outlined below.
GF Reserves/ Fund Balance:
Staff recommends allocating approximately $8. 2 million of the FY 2025/6surplus s to the following unfunded liabilities and reserves:
2. 0 million to the Street Repair Reserves to maintain deteriorating City roads.
2. 0 million to the Capital Equipment Replacement account to replenish depleted reserves.
1. 2 million to the Sidewalk Repair Reserves to address deteriorating City sidewalks.
2. 0 million to. the Landscape Reserves to fund several projects throughout the City.
1. 0 million to the Corpyard Reserves to fund the Corpyard project.
Following these proposed allocations, the estimated General Fund balance as of June 30, 2026, is $ 9. 1 million, or approximately 22% of actual operating expenditures.
Year -End Transfer Requests
As part of the Biennial Budget process approved by Council in June 2025, a mid -cycle review is conducted of the first -year programmed allocations for FY 2025/6. The Year -End Budget Report includes budget transfers between funds to accommodate changes to Capital Improvement Project ( CIP) revenues and expenditures and to ensure that the fiscal plan accurately reflects year- end activity.
REASON FOR RECOMMENDATION:
The recommended FY 2025/6budget amendments reflects changes in revenue and expenditure estimates and actual activity through June 30, 2026. These amendments are necessary to ensure that the City' s financial records accurately reflect year- end activity and comply with applicable auditing and budgetary requirements.
In addition, allocating surplus funds to the Street Repair, Capital Equipment Replacement, Sidewalk Repair, Landscaping, and Corpyard Reserves will allow the City proactively address infrastructure, equipment and maintenance needs in these areas without negatively affection the City' s organizational structure or core services.
