Public Comment Opposing the Automated Traffic Enforcement System (Red-Light Camera Program) – September 14, 2026 Council Meeting

Dear Mayor, Members of the City Council, and City Clerk, I am writing as a Lathrop resident to strongly urge the City Council to vote NO on the proposed vendor agreement with American Traffic Systems and the implementation of the automated traffic enforcement system. While I share the city’s goal of keeping our community safe, automated red-light cameras are a predatory and ineffective approach to traffic safety.
I request that the Council deny this proposal based on the following concerns:
1. Projections indicate the program will generate substantial annual revenue, but a massive portion of these funds will be funneled directly to an out-of-state private corporation. Tax dollars extracted from Lathrop drivers should remain fully within our community to fund actual infrastructure, rather than lining corporate pockets.
2. Independent studies show that while red-light cameras may reduce certain types of right-angle collisions, they frequently cause a significant increase in sudden-braking, rear-end accidents. We should not implement a system that traded one traffic hazard for another simply to collect civil penalties.
3. Before locking the city into a multi-year corporate contract, the city should exhaust traditional, proven engineering solutions. Modifying signal timing, slightly extending yellow-light intervals, and installing larger, high-visibility LED signals at our high-traffic intersections are proven ways to reduce red-light running naturally without punishing residents financially.
Please enter this statement into the official public record for the September 14, 2026 meeting. I ask that the Council prioritize transparent, engineering-first safety solutions and reject this corporate enforcement program.
