SUMMARY:
Staff requests authorization to purchase a Vac -Con V312/ 1300 Combination Jet/ Vacuum Truck from Vac -Con, ' Inc. in the amount of $ 868, 452. Staff also requests the approval of a budget amendment transferring funds from the Wastewater System Capital Replacement Fund 6060 and the MBR Capital Replacement Fund 6110 for the purchase.
BACKGROUND:
The Public Works Operations and Maintenance Division is responsible for maintenance and routine cleaning of the City' s sewer collection system. A combination jet/ vacuum truck is an essential piece of equipment for cleaning and flushing sewer lines, performing hydro -excavation for utility repairs, and for Sanitary Sewer Overflow ( SSO) response. Two vacuum trucks are owned and operated currently; One 2019 Vac -Con Combination Jet/ Vacuum truck, and one 2007 Sterling Combination Jet/ Vacuum truck. The Sterling Vacuum Truck has reached the end of its useful life and must be retired due to new diesel engine emission standards, as well as difficulty in sourcing replacement parts. Purchasing a new vacuum truck will standardize the Department' sfleet, provide interchangeable parts with existing equipment, and ensure critical sewer maintenance, cleaning, and spill response can continue.
The proposal has been acquired utilizing Sourcewell; a governmental agency that establishes purchasing contracts through a competitive bidding process. Purchases through Sourcewell meet the requirements of Cooperative Purchasing Agreements described in Lathrop Municipal Code ( LMC) Section 2. 36. 110( D).

REASON FOR RECOMMENDATION:
Staff recommends approval of the purchase of a combination jet/ vacuum truck from Vac -Con to replace existing equipment that has reached the end of its useful life and ensure the City can continue to provide adequate routine sewer cleaning and emergency overflow response. Purchases through Sourcewell meet the requirements of Cooperative Purchasing Agreements described in LMC Section
2. 36. 110( D).
FISCAL IMPACT:
Staff requests Council approve a budget amendment transferring $ 234, 482 from the Wastewater System Capital Replacement Fund 6060 to the MWQCF Collection System Fund 6010 and $ 633, 970 from the MBR Capital Replacement Fund 6110 to the CTF MBR Sewer Fund 6080 for the purchase of a Vac -Con Combination Jet/ Vacuum Truck in the amount of $ 868, 452as follows:
