SUMMARY:

Construction is underway on the permanent Lathrop Animal Center at 15005 Stanford Crossing. When the new Animal Center opens, the City will operate a seven day per - week animal care program across the permanent facility and the existing temporary facility, which will continue to support quarantine, case animals, illness isolation, and legal holds. Animal care, sanitation, monitoring, and emergency response are daily responsibilities that cannot be deferred on weekends or holidays.

The Animal Center currently has five fulltime Animal Center Assistants and one Animal Center Manager. That staffing level provides little flexibility to cover two locations while also accommodating regular days off, meal and rest periods, protected leave, training, resident animal transport, off -site events, and unexpected absences.

The Manager has routinely filled line -level coverage gaps, and temporary emergency staff have been used during extended absences. This approach is not a sustainable operating model for the new center.

Staff recommends adding one Animal Center Assistant and one Animal Center Registered Veterinary Technician ( RVT). The additional Animal Center Assistant will strengthen daily animal care and public service coverage. The RVT will add licensed technical expertise, improve health monitoring and treatment coordination, help standardize animal care protocols under the direction of a California Licensed Veterinarian, and reduce avoidable delays and external veterinary visits for procedures that may lawfully be performed by an RVT.

OCTOBER 12, 2026, CITY COUNCIL REGULAR MEETING
AUTHORIZE FUNDING FOR TWO ANIMAL CENTER POSITIONS; APPROVE NEW AND AMENDED JOB CLASSIFICATIONS; UPDATE POSITION CONTROL ROSTER & GRADE STEP TABLE; & APPROVE RELATED BUDGET AMENDMENT BACKGROUND:

In January 2023, the City Council established Capital Improvement Project GG 23- 11 to design and construct a permanent Animal Center.

After the original Louise Avenue site was determined to be not viable for permanent operations, the City selected a site near Lathrop High School and expanded the project to include the Stanford Crossing extension to Dos Reis Road and related roadway, utility, drainage, lighting, landscaping, and site improvements.

The City Council subsequently awarded the construction contract to Hale Construction. The contract provides 300 working days after issuance of the Notice to Proceed.

The permanent center will house adoptable animals and provide public facing intake, reclaim, adoption, rescue, and related services. The existing temporary facility is still in good condition and will remain available for functions that should be physically separated from the adoptable population, including quarantine, medical isolation, evidence or case animals, and legal holds until the facility no longer can support these functions. Staffing must therefore support one continuous program operating at two locations. Once the temporary building is no longer feasible, then all operations will run out of the permanent facility. Staff expects this to be the case in next 5-7 years.

Approving the positions during construction will allow time for recruitment, background review, hiring, and facility specific training before the permanent center reaches full operations.

Seven -Day Operations and Service Standard
The Animal Center operates every day as the animals in the City' s care require continuous attention. Core responsibilities include:

Daily feeding, watering, medication, enrichment, exercise, and welfare checks; Cleaning and disinfection of kennels, cages, work areas, vehicles, and equipment;
Safe intake, handling, movement, restraint, and monitoring of animals with varied medical and behavioral needs;
Reclaims, adoptions, transfers, rescue coordination, public assistance, and off - site events;
Accurate animal, medical, and disposition records, including timely data entry in the City' sshelter management system; and
Coordination with veterinarians and emergency response to illness, injury, escapes, bites, or other incidents.

OCTOBER 12, 2026, CITY COUNCIL REGULAR MEETING
AUTHORIZE FUNDING FOR TWO ANIMAL CENTER POSITIONS; APPROVE NEW AND AMENDED JOB CLASSIFICATIONS; UPDATE POSITION CONTROL ROSTER 8L GRADE STEP TABLE; & APPROVE RELATED BUDGET AMENDMENT High quality animal care and service requires more than completion of basic feeding and cleaning tasks. It also requires timely medical attention., humane and compassionate handling,, accurate records, responsive assistance to residents, consistent adoption and rescue services, and sufficient staff time to observe changes in animal health or behavior. Maintaining these standards seven days per week becomes more complex when staff mustcover two facilities.

Safe Minimum Staffin4 Levels
The operating plan establishes a minimum scheduling objective of three qualified employees at the permanent Animal Center during, core animal care and public facing operations and two qualified employees at the Temporary Animal Center ( Quarantine Facility) when animals are housed there. The Animal Center Manager will adjust coverage upward when animal population, medical isolation, behavioral risk, public activity, or other operating conditions require it.

California law does not specifically establish a numerical employee to animal ratio for municipal shelters. The City' s staffing objective is an operational safety and service standards based onthe hazards and workload of animal shelter operations. It is intended toreduce avoidable single employee coverage, allow safe performance of tasks that require more than one person, provide coveragefor applicable meal and rest periods, and maintain .operations during protective leaves, vacation, training, or unexpected absences.

The proposed positions are a necessary step toward reliable coverage. They will not eliminate the need for supervisory oversight, cross training, on -call . procedures, or occasional overtime, but they will materially improve the City' s ability to sustain seven- dayoperations without routinely relying on the Animal Center Manager or temporary emergency staff for line -level coverage.

Workplace Safety Compliance
Animal shelter work includes exposure to bites, scratches, liftinginjuries, zoonotic disease, hazardous cleaning products, and unpredictable animal behavior. California Labor Code section 6400 requires employers to provide a safe and healthful workplace. Title 8, California Code of Regulations, section 3203 requires an effective Injury and Illness Prevention Program, including hazard identification, timely correction, and employee training. In 2024, Cal/ OSHA cited a California animal shelter after a fatal worker mauling for failures involving hazard controls, training, personal protective equipment, and emergency communication, underscoring the seriousness of shelter workplace risks.'
1 Cal/ OSHA cites Harbor Animal Services Center $ 563, 250 for willful serious accident -related violations after worker mauled - https:// www. dir. ca. gov/ DIRNews/ 2024/024- 106. html CITY MANAGER' S REPORT PAGE 4
OCTOBER 12, 2026, CITY COUNCIL REGULAR MEETING
AUTHORIZE FUNDING FOR TWO ANIMAL CENTER POSITIONS; APPROVE NEW AND AMENDED JOB CLASSIFICATIONS; UPDATE POSITION CONTROL ROSTER & GRADE STEP TABLE; & APPROVE RELATED BUDGET AMENDMENT Therefore, the City must also schedule employees in accordance with applicable federal and state law, City personnel, rules, and collective bargaining obligations governing work schedules, overtime, protected leave, and meal and rest periods.

Adequate staffing is necessary to meet those obligations without interrupting essential animal care functions or creating unsafe lone worker situations.

Animal care obligations continue regardless of staffing availability. Civil Code section 1834 requires a depositary of living animals to provide necessary and prompt veterinary care, nutrition, and shelter and to treat animals kindly. Food and Agricultural Code section 32003 requires accurate records for each animal. The proposed staffing supports the City' s ability to meet these duties consistently at both facilities.

Proposed Positions
Animal Center Assistant ( one funded position). This position will perform handson animal care, sanitation, monitoring, intake and release functions, adoption and rescue support, records work, public assistance, resident animal transport, and related duties. The additional Animal Center Assistant will expand the schedule' s capacity to cover weekends, holidays, planned and unplanned absences, special events, and the two -site operations.

Animal Center Registered Veterinary Technician ( one funded position).

Working within the scope permitted by state law and under the direction or orders of a California Licensed Veterinarian, the RVT will support health assessments, triage, medication and treatment administration, vaccination and microchip programs, medical records, infection control practices, and related staff training. The RVT will not diagnose, prescribe, or perform surgery. The position will improve early identification of health concerns and coordination with the City' sveterinary providers while reducing avoidable delays and unnecessary medical visits.

Operational Benefits of Additional Staffing
Seven- day continuity. Improves weekend and holiday coverage for care that must occur every day. Reduces relying on the Animal Center Manager or temporary emergency staff for coverage.

Safer work practices. Provides more reliable coverage for animal restraint, kennel and facility transfers, medical events, emergencies, and other tasks that should not be performed alone.

Increased public facing operations. Preserves staff capacity for reclaims, adoptions, rescue coordination and transfers, public questions, records, and special community events while core animal care continues.

OCTOBER 12, 2026, CITY COUNCIL REGULAR MEETING
AUTHORIZE FUNDING FOR TWO ANIMAL CENTER POSITIONS; APPROVE NEW AND AMENDED JOB CLASSIFICATIONS; UPDATE POSITION CONTROL ROSTER & GRADE STEP TABLE; & APPROVE RELATED BUDGET AMENDMENT Leave and schedule flexibility. Reduces the service disruption caused by protected leave, vacancies, training, regular days off, vacation requests, or unexpected absences.

Improved animal health support. Adds licensed technical expertise for monitoring, treatment support, infection control, and veterinary coordination.

REASON FOR RECOMMENDATION:

The permanent Animal Center will expand the City' scapacity and improve services to the Lathrop community; however, realizing the full benefit of this investment depends on having sufficient trained staff to operate the facility safely, effectively, and consistently. Adding one Animal Center Assistant and one Registered Veterinary Technician will strengthen staffing coverage for seven- day operations, support safe minimum staffing levels, improve animal health services, and help ensure compliance with applicable workplace safety, labor, and animal care requirements. For these reasons, staff recommends approval of the requested actions.

FISCAL IMPACT:

The estimated Fiscal Year 2026-7 cost to fund the two municipal shelter positions for the remainder of the fiscal year is $ 216, 300, based on anticipated staggered hiring dates, as follows:

Animal Center Assistant ( Grade 37, Step 3): Annual salary and benefit costs are approximately $ 152, 000. The estimated prorated cost for the remainder of Fiscal Year 2026-7 is $ 101, 400.

Animal Center Registered Veterinary Technician ( Grade 45, Step 3):

Annual salary and benefit costs are approximately $ 172, 300. The estimated prorated cost for the remainder of Fiscal Year 2026-7 is $ 114, 900.

Although these classifications are among the City' s lower -paid positions, their fully burdened personnel costs are significantly affected by workers' compensation expenses. The workers' compensation rate assigned to Animal Center operations is among the City' s highest due to the occupational risks inherent in municipal animal shelter work. Consequently, workers' compensation and other benefit costs represent a substantial portion of the total personnel cost for these positions.

The combined annualized salary and benefit cost for both positions is approximately 324,00. The adopted Fiscal Year 2026-7 Animal Center budget has approximately 44, 323 in available salary savings from budgeted part- time positions, which will partially offset the estimated current -year cost. After applying these savings, the remaining estimated funding need is $ 171, 977. Therefore, staff is requesting a budget amendment of $ 172, 000.
