Award of Construction Contract for the Parks, Civic Center, and Sheriff Station Parking Lot Rehabilitation Project
The Parks, Civic Center, and Sheriff Station Parking Lot Rehabilitation Project aims to address the deteriorating condition of the existing parking lots, ensuring the safety and accessibility of these crucial infrastructures for residents and visitors alike. The parking lots vvithin the city have been in service for several years, accommodating the parking needs of residents, businesses, and visitors. However, due to continuous usage, natural wear and tear, and insufficient maintenance, these parking facilities have begun to exhibit signs of deterioration. Cracks, potholes, uneven surfaces, and faded markings are some of the prevalent issues observed across various parking lots, which not only compromise the aesthetics but also pose safety hazards to pedestrians and vehicles.

STAFF REVIEW
To address the aforementioned issues and ensure the long-term functionality of the parking lots, the proposed rehabilitation plan encompasses the following key components: Surface repairs using slurry seal and grind and overlay methods, parking lot striping, replacement of curb, gutter, sidewalk and curb ramp.

The list of parking lots for the Parks, Civic Center, and Sheriff Station Parking Lot Rehabilitation Project is as follows:

Civic Center Parking Lot
Sheriff Station Parking Lot
Jane Addams Park Parking Lot
Rogers-Anderson Park Parking Lot
William Green Park Parking Lot

Award One-Year On-Call Civil Engineering Services Contract The City has various engineering needs that require the expertise services of a specific type of civil engineer to review and provide recommendations. It was decided that an on-call civil engineering services list would provide the most efficient way to address these needs as they come. When needed, five quotes will be obtained from the on-call list, and the best price will be negotiated so each qualified firm has a chance to work on city civil engineering requests.

Civil engineering encompasses a broad range of disciplines crucial for planning, design, construction, and maintenance of public infrastructure. The dynamic nature of infrastructure projects and the occasional occurrence of emergencies requires a flexible approach to access engineering expertise. OnCall Civil Engineering Services offers a solution by providing quick access to qualified professionals on an as-needed basis, and enables rapid responses to urgent infrastructure needs, such as road repairs, drainage issues, or emergency structural assessments, minimizing downtime and mitigating potential risks to public safety.

STAFF REVIEW
On December 15, 2023 staff issued a Request for Qualifications (RFQ) and received fourteen responses. Vendor selection was based on many factors including the ability of the firm to cany out and manage the proposed project, capabilities of the consultant team members, and willingness to comply with the proposed agreement terms. Based on proposal review conducted by three staff members in the Public Works Department, staff recommends Transtech Engineers, Inc., SA Associates, Onward Engineering, LAE Associates, Inc., and Willdan for the one-year On-Call Civil Engineering Services contracts.

LEGAL REVIEW
The contract was approved as to form by the City Attorney.
