Approve Contract Service Agreement with 4 Leaf Inc. to Provide Building & Safety Community Development Technician Services
The City of Lawndale has contracted with Los Angeles County ("LA County") for Building & Safety services since 1964. These services include building inspections, plan checks, inspections, and permit services. The primaiy positions offered to the city tlu-ough this agreement include a building inspector, a building plan cheeker, and a Community Development Technician ("CD Technician").

The CD Technician handles tasks such as processing permit applications, permit issuance, scheduling building and planning inspections, coordinating building plan checks, assisting with building & safety tasks and inquiries, and minor planning services.

In 2022, the CD Technician assigned to the City, whom has worked directly through LA County since 2018, was promoted to another position within the County. LA County was unable to provide replacement staff to fill the position due to staff shortages within the Building & Safety Department. As a solution, LA County provided the City with a CD Technician through one of their consultants, 4 Leaf Inc.

Recently, LA County has informed the Community Development Department that they will not extend their contract with 4 Leaf Inc. for the upcoming fiscal year. In addition, LA County cannot provide replacement staff to fill the role due to the continued staff shortages within its own Building & Safety Department. This would create a situation where the City would be left without a CD Technician.

To avoid uninterrupted services to the public, developers, and stakeholders, the Community Development Department is proposing to enter into a contract service agreement ("Agreement") directly with 4 Leaflnc. to provide CD Technician services. This will help maintain consistent and uninterrupted service to the customers and the community. While the City did not issue proposals for this work, the need to maintain uninterrupted service and the familiarity of the 4 Leaf, Inc., personnel with the City's services merits a purchase outside of the normal process as authorized by Municipal Code section

3.08.050. Such purchase requires the City Manager to authorize the purchase after City Council approval, and so the City Council is asked to grant that approval so that 4 Leaflnc. can continue the uninterrupted service to the public.

STAFF REVIEW
The cost for 4 Leaf Inc. providing CD Technician services is $63 per hour (totaling $132,000 for FY 2024-25). The agreement proposed staffing at 40 hours per week.
