Caltrans Support Documents – We have worked with Caltrans on behalf of Local Agencies for Encroachment Permits, and other State mandated documents. Our experience includes District 8 - San Bernardino/Riverside, 7 – Los Angeles, 11 – San Diego, and 12 – Orange County.
4.2 Tasks Associated with Traffic Operations and Analysis Traffic Impact Report and Traffic Feasibility Studies and Reports – studies and reports will follow the approving agency’s criteria. Caltrans has a standard format for these types of studies and reports. All other studies will follow the City and the Institute for Transportation Engineer’s (ITE) criteria.
Transportation Demand Modeling – Transportation Demand Modeling will follow the criteria set up by SCAG, County, and WRCOG.
Traffic Signal Synchronization and Simulation Models – WGZE manages the County-Wide corridor synchronization program for OCTA. Additionally, we perform these types of models for agencies where we are Contract Traffic Engineers. We use SYNCHRO and SimTraffic software. The software provides information to upgrade signal timing plans corridor timing enhancements, including cycle lengths to optimize peak period traffic movement and change in Level of Service. We use a combination of floating car and GPS related software for the before and after studies. Both SYNCHRO and SimTraffic provide detailed information to address roadway and intersection delay, capacity, and origin and destination studies.
Conceptual Designs – Conceptual designs such as roundabouts will be designed based on criteria presented by the TRB, FHWA, and Caltrans. Our approach to such designs shall consider existing traffic patterns, pedestrian/bicycle movements, available right-of-way, accommodating truck/emergency vehicle turning movements/access, and drainage. SYNCHRO will be used to model the design to review traffic operations as well as assess the design for possible improvements.
Roadway Reconfiguration and Alternatives – Since we are well versed in civil engineering design, we understand how the traffic operations and roadway design fit together to enhance through put and increase capacity. Using SYNCHO as a design tool allows us to quickly assess each alternative for optimal operations.
Parking Demand Studies – ITE Parking Generation manual and Urban Land Use Shared Parking manual to determine parking demand for projects. For existing facilities, we use Counts Unlimited to collect parking occupancy daily and weekends. Then data is compared to both manuals to determine a parking demand factor. This factor is used as a reference for any potential or reuse development.
The results of these studies provide a range of reasonable parking demand. This is then compared to Statement of Qualifications: On-Call Traffic Engineering Page | 17

the development attraction. An example would be a park expansion without any new amenities verses a park with upgraded or additional amenities. The attraction would be higher for the latter causing additional parking demand.
4.3 Tasks Associated with Traffic Safety
City-wide traffic safety is a concern to the residents, City Council, and the Police Department.
Through our services to local agencies as traffic engineers, we have the experience of addressing safety concerns and provide creative solutions. The CA MUTCD requires engineering studies to be performed on any safety enhancements related to roadways. It also sets the criteria for the studies.
The purpose of these studies is to identify the actual safety problem and recommend solutions that are approved by the CA MUTCD as traffic control devices.
Following this methodology ensures the City is insurable and provides a legal basis for the installation of any safety measures.
The CA MUTCD recommends the following study components for the study and evaluation of the safety concern:
• Data Collection: traffic and pedestrian (including bike) counts, speed data, accident history, exiting roadway geometry, existing signing and striping, and other relevant information focused on the safety concern.
• Field Review with photographs.
• Evaluation and analysis of the data.
• Develop safety enhancements and measures.

PROJECT MANAGEMENT APPROACH
Our project management approach begins with applying our Plan, Execute, Control, Optimize (PECO) philosophy. The PECO framework, illustrated to the right, is based on our team’s experience and industry best practices endorsed by the Project Management Institute. We identify, prioritize, allocate, manage, and control the work requirements through this singular, integrated method.
Using PECO, the Interwest team delivers a project management approach that combines the right people, processes, and tools to perform the Scope of Work requirements. Our support for the City requires a methodology to operate and maintain all areas of service efficiently.
The Interwest team’s process is structured to streamline our resources and provide responsive services. Successful execution of building support services starts with a responsive team structure that can anticipate and address resource needs.
Our team works on multiple tasks simultaneously, and our organizational structure supports the staff in overseeing this process and the project schedule
effectively. Our Project Manager, Herby Lissade, PE, will ensure overall project performance and completion.
APPROACH TO COMMUNICATION & COORDINATION The PECO framework delivers a contract management approach that combines the
right people, processes, and tools to
perform contract work.
One of the keys to the efficient and successful flow of information is clear, effective communication. Everyone involved with a contract of this size and scope must be aware of changes, progress, and challenges. We commit to working with you to determine the best ways to communicate the right information to the right people at the right time. Our priority is to ensure the best possible experience working with our team—with minimum impact on the City and its citizens. Meetings are an integral part of the plan, especially at contract startup, and involve all applicable staff from the City and Interwest. Everyone involved must be aware of the progress and changes they can expect going forward. We will prepare communications that can be shared with all City staff, detailing what to expect during the contract transition and moving forward. We work with you to develop a schedule and format to meet your needs for aggregate reporting. Report formats may include monthly, quarterly, and annual reports summarizing activity levels, adherence to performance metrics, and other items of special interest to the City. We ensure our work effort is communicated to the City throughout the contract’s life, adjusting as necessary. The following is a summary of our communication plan:

Quality Control, Quality Assurance
Interwest utilizes sophisticated project management tools to maintain up-to-date schedules, coordinate staff time, and track the project budget. We hold weekly internal planning staff meetings to determine project priorities, deliverables, and staffing needs to ensure that our projects are completed on time and within budget. Interwest performs internal reviews of all work before submitting it to the City to ensure high-quality work products. Our highly iterative process and coordination ensure product deliverables meet and exceed expectations. To achieve these goals, we employ the following practices:
• Identify Issues Early. There may be key issues associated with a project or assignment that, left unresolved, have the potential to cause delays or require work to be redone. Identifying key project issues early can result in overall time and cost savings.
• Consider Options. Often, the right approach to a challenge is influenced by the specific agency and its past decisions and priorities.
We approach our work with open minds and consider a range of approaches to help our clients identify the solution that best suits their needs.
• Get Concurrence on Initial Work Products. It is important that City staff review preliminary work products to ensure they meet City expectations. We will provide draft work products at key intervals, and the City’s timely review and direction will help to ensure successful outcomes.
• Periodic Team Meetings. We have found that regular team meetings, sometimes as often as every week based on the level of activity, can help ensure services meet the client agency’s expectations. In a world of priorities, it is advantageous to ensure that all team members are on track and informed.
• Cost Tracking. Whether working on City/County/State-funded projects or developer/cost recovery assignments, we are committed to working within assigned budgets. Our accounting systems are flexible and able to present information in a form that best serves our client’s needs, and we can provide real-time project costs as needed.

18 Project Management Plan
Management Approach
Our corporate culture of Customer-First is the foundation of our project management approach. This philosophy is the driving force behind the success of our past and current on-call contracts. Our 61-year history of serving public agencies has prepared our staff to respond to all requests for services in a positive, efficient manner. Our firm's commitment to responsive service and successful project delivery has given us a reputation as a firm that can be trusted to listen and deliver an end product our clients envision and embrace – delivered on time and within budget.
Willdan utilizes a management approach whereby each assignment is undertaken by a project team. Each project is assigned to a senior member of our staff with the background, experience, and availability best suited for the assignment. The fundamental goal of the Willdan team is to provide the City with the highest level of support in completing the requested services. This will require close personal coordination and communication between Willdan and the City. To accomplish this, we will conduct interactive meetings with City staff throughout the course of this assignment to assure all issues are addressed. The Willdan team has a broad variety of talent and experience in transportation planning, traffic operations, and traffic design. For project specific assignments this experience combined with our understanding of the desired services, assists the City in the completion of successful projects.
Willdan proposes to commit our most knowledgeable, senior staff to ensure successful projects. Our intended approach is to fully understand each project requested by the City, to go over each project in detail with the City, agree on the course or extent of action best suited, and proceed accordingly. Having successfully completed many other on-call assignments of this type, the Willdan team understands City processes and the technical and communication skills that are vital to assuring that each project receives the necessary attention, that the objectives are met, that the project schedules are adhered to, and that each project stays on budget.
Keys to Success – Task Order Project Management
Be proactive in informing City staff of project issues along with proposed resolutions Commit to project schedules
Develop and maintain collaborative, trusting working relationships with City staff Be flexible on staffing and types of services provided to meet City's needs Be cost-effective
Have continuous-improvement mentality
Be responsive to needs of City and involved communities Communication Approach
Willdan recognizes that effective, ongoing cooperative communication between all parties over the course of any assignment is essential to successful project completion. This communication starts with a project kick-off meeting where the objectives and expectations of the City for each task order/assignment are clearly articulated and understood by Willdan. In addition, agreed-upon methods and scheduling of formal reporting are established with identification of individuals to be involved in the project's decision-making process. This sets forth accountability and responsibility for informing and facilitating the project.
As the project progresses, communication continues through regular correspondence, teleconference discussions, and meetings with City staff seeking direction on issues that may arise and keeping City staff apprised of the Review Each Project

Methodology
Willdan understands the most successful program management approach is one that delivers the best value, a superior staff, and exceptional service to the City of Lawndale. Willdan's CustomerFirst corporate culture is at the forefront of all our staff's day-today work environment. Our clients' best interests are at the heart of our services. Willdan instills this operational philosophy of always serving the best interests of our clients across our company, offices, programs, and people from the president to technical staff to administrative support staff. This philosophy is the driving force behind the success of our past and current on-call contracts.
Our history of working with on-call contracts has well prepared our staff to respond to all requests for services in a positive, efficient manner. Our firm's commitment to responsive service and successful project delivery has given us a reputation as a firm that can be trusted to listen and deliver an end product our clients envision and embrace. We begin our approach by adhering to these basic principles:
Approach each project with a spirit of resourcefulness and excellence Maintain high standards of technical quality
Seek appropriate solutions that fit the project
Conduct business with truthfulness and high ethical standards Unique to Willdan is our understanding of public agency needs and issues. Willdan's professionals often serve to extend our clients' staff in the capacity of public works officials such as city engineer, city traffic engineer, city planning director, and city building officials; and other city positions. Many staff members provide the added value of having served in public agency management positions prior to joining Willdan.
Willdan understands the unique aspect of working under an as-needed contract. Success in working with this type of contract is dependent upon understanding a variety of elements that may be encountered such as:
Short project durations and minimal lead times for assignments may be required Flexibility in service assignments, understanding work-to-date, and coordinating completion of project tasks already started by agency staff is crucial
Staff availability to the work assignment as it develops is often critical to moving that project forward Efficient use of resources is important for project assignments that are relatively small Consistent, organized project management is vital
Special attention to quality assurance and quality control is particularly important as short-term projects may limit the number of interim review steps often associated with project-specific contracts Keys to Success – Contract/Program Management
Communicative – maintain frequent communication with City staff and listen to their input Proactive – anticipate potential obstacles and implement solutions and/or changes Forward Thinking – bring forth new ideas to enhance program and reduce costs Cooperative – be flexible in scoping and scheduling to meet City project needs Team Spirit – promote teamwork between Willdan and City's staff, emphasizing we are one team Efficient Management Structure – efficiently-implement streamlined management structure Why Willdan’s Approach Is Successful

20 Technical Approach
As Contract Manager, Jeffrey Lau, PE, TE, ENV SP will serve as the single point of contact for City staff. Upon receipt of a project request or task assignment, Mr. Lau will analyze the project and discuss his findings with the Task Manager possessing the appropriate qualifications and experience to ensure tasks are completed in accordance with the City's goals and visions. Mr. Lau and his selected Task Manager will then select qualified team members to provide technical support.
Mr. Lau will convey all important matters to the assigned Task Manager and the selected project team as appropriate. The Task Manager will, then, take full responsibility for understanding the project requirements, detailing the project scope requirements, and estimating the fee to complete the project effectively and efficiently. The assigned Task Manager will maintain the team members assigned to the project from beginning to end. This means the same individuals responsible for design elements are the same individuals reviewing shop drawings, preparing as-built plans, or responding to questions during the bidding or construction process. This management approach has been proven on past projects to be effective in delivering projects on time, within budget and to the client’s satisfaction.
The six key components of this approach are:
Project Report &
Meeting
Mr. Lau will develop regular progress reports to be delivered electronically to key City staff using a standard memorandum format developed by our team and as approved by the City. Regular progress meetings will be conducted by Mr. Lau to acquire information, keep staff informed of key design decisions, and obtain staff concurrence on project issues.
Staffing &
Resource
Management
Plan
Willdan is completely committed to providing the staffing and resources required to complete projects under this contract on schedule and with high quality. To ensure we meet this commitment, we prepare labor projections for all projects. Projections are made for each individual project and then aggregated by the technical director to produce division/office-wide labor needs and identify shortages or surpluses.
Labor planning for this contract will be conducted on an individualized basis. Mr. Lau, together with each assigned Discipline Manager, will identify the staff required to complete each awarded project and calculate the hours. This data will be input into our project staffing needs plan on a weekly basis. If the City awards Willdan a significant amount of work, Willdan will hire additional personnel, if needed, to provide additional support, as necessary.
For activities that do not require a specific person (i.e., draftsperson, technical aide, word processing, etc.), this estimate will be done on a position basis. Project staffing assignments will match the experience of personnel with the degree of project complexity. Because resources are often shared for any given project, our project managers are very involved in our staff workload projections.
Project Initiation
Our project approach includes our dedication to meet early with City staff to finalize the scope, schedule, and process, as discussed above. The assigned Discipline Manager – together with Mr.
Lau – will hold a kick-off meeting with key City staff outlining the project schedule, specific needs, and project information as appropriate. The Discipline Manager will prepare the meeting agenda and notes and provide them to City staff in a timely manner. Once approved by the City, Willdan will await a notice to proceed from the City. At this point, we will begin preliminary engineering, and the project officially begins.

21 Project
Objectives
The objectives of any project are essentially the objectives of the City. Prior to initiating Willdan’s efforts, a thorough understanding of City concerns and objectives is essential to ensure project success. Willdan will work closely with City staff and other involved agencies to identify specific goals, objectives, and challenges. The initial project scope and needs assessment are vital since the City’s and other involved agencies' goals could impact the schedule and overall cost.
Project Scoping
Once the Discipline Manager has identified the City’s goals for a project, the Discipline Manager will work with Mr. Lau to develop a comprehensive scope that clearly identifies the various tasks and associated deliverables – a critical component to ensure an effective and attainable project schedule. Willdan will develop a detailed scope of work that adheres to the sequence of tasks necessary to provide for project planning and design. Development of a comprehensive scope of work will aid Mr. Lau in minimizing miscommunication among all project team members, including City staff and respective stakeholders.
Scheduling
Scheduling is a key component in any design process or project assignment. It enables the team to effectively deliver an on-time, within-budget project. It provides City staff and other reviewing agencies with the information they need to mobilize resources for timely reviews of project deliverables. The schedule allows the project team to mobilize appropriate staff in a timely manner to perform the tasks necessary for each deliverable.
After task requirements are identified, the Discipline Manager will work closely with Mr. Lau to determine staff availability. Tasks will, then, be allocated to project team members, depending upon the workload and skill sets relative to the scope. Each Discipline Manager will review if DBE goals need to be met and select qualified subconsultant firms to meet the City’s goals as appropriate. The Discipline Manager will utilize the DBEs included on Willdan's project team for this contract.
To best meet the objectives of a design process schedule, Willdan uses Microsoft Project scheduling software to regularly monitor the project's progress. Critical path methodology is used, and resource and cost loading are included when appropriate. Specific critical path items and key critical decisions that affect project progression are identified on a continuous basis.

22 Quality Assurance/Quality Control
Quality assurance and control are critical to ensuring sound practices are applied and quality deliverables are produced. Mr. Tyrone Peter, PE will serve as the Quality Assurance Manager overseeing the quality assurance activities for services provided to the City.
Typical quality assurance activities entail ensuring the appropriate level of technical staff, monitoring the quality of assignment completion and turnaround times for reviews, providing expert guidance on challenging project components, and keeping open communication regarding contract performance with City personnel.
Keys to Success – Quality Assurance and Control
Project Kick-Off Meetings. All project team members will meet to discuss and clarify the project scope, schedule, and other pertinent information related to the service or project. This meeting is conducted upon receipt of the notice to proceed and prior to any work being performed. This meeting can be an in-person meeting or conference call depending on the complexity of the assigned project.
Continual Communication. The appropriate people from Willdan identified in the kick-off meeting are responsible for keeping the City up-to-date on project status and issues raised throughout the project. This is accomplished through regular meetings, written status reports, or other means of communication requested.
Periodic Updates through Project Status Meeting. At the project kick-off meeting, the project team determines and selects meeting dates throughout the project to discuss coordination, issues, changes, and other information necessary to keep the project on track in terms of quality, schedule, and budget.
Objective Review of Project by Peers. Prior to the submittal of a project to the City, appropriate staff members review the project to ensure all information is accurate. Willdan staff conducting these reviews are not directly involved with the project – enabling objectivity in the review.
Depending upon the complexity of the project, the four levels of our quality assurance review for project deliverables may entail:
Level 1 – peer review only
Level 2 – peer review and editorial review (documents) Level 3 – peer review, editorial review, and professional engineer review Level 4 – all elements of Level 3 plus additional reviews by specific technical experts Following our keys to success, Mr. Peter will assign senior staff members experienced in the required disciplines and not directly involved in the assignments to implement project-specific quality assurance activities. Each senior staff will report directly to Mr. Peter but work closely with Mr. Lau and his Task Managers to ensure project objectives are met at project completion. Random audits will be conducted to ensure proper quality assurance activities have been accomplished with necessary corrective actions taken. These audits involve verifying task completion, validating the quality review, confirming comments resolution, and verifying that agreed-upon changes are reflected in each affected document. Mr. Peter will regularly seek feedback on how Willdan's team is performing and how we can improve the level of service.

Project Management Plan
Project Management Approach
Dudek will first look to the City’s project manager for this program to define the parameters for communication within the City before establishing a communication protocol. As for our general approach, it will follow the simple ethos we continuously strive for at Dudek: Take pride in your work and be good to each other.
Responsive Contract Management and Single Point of Contact Dudek believes that the most effective project manager is the one who facilitates the continuous flow of information, data, instructions, and guidance regularly. Dennis Pascua will serve as the City’s point of contact and contract manager for RFQ-related projects. His project management philosophy is based on decades of lessons and preferences learned from dozens of similar projects completed across California. We strategically allocate resources in accordance with the City’s schedule and budget constraints. Most importantly, when working on concurrent projects, we identify areas where information sharing can reduce the time, budget, or work needed to produce deliverables. Our task order managers will establish the structure for communication at the task kickoff meeting and remain committed to frequent contact using email, conference calls, collaboration tools, such as web portals and remote web-based meetings (including video conferencing); and in-person meetings (when needed and permitted) to provide the City with project progress updates.
Document Quality Assurance and Quality Control
The Dudek quality assurance/quality control process includes signoff on every deliverable by the project manager and/or a technical lead, following a thorough content and editorial review. The project manager and/or technical lead will be involved in reviewing methodologies, providing periodic updates during task execution, and reviewing draft deliverables, ensuring that experienced technical experts contribute value and insight throughout all stages of the task. The Dudek Publications team has extensive experience in creating and maintaining secure online project portals. These sites are project-specific and can be set up quickly, with the necessary levels of permissions to meet City needs. This allows multiple reviewers to revise documents concurrently, providing an efficient alternative to in-person live editing meetings.
Methods and Tools to Track Work
The management team will work together to meet communication goals and keep the project on schedule and within budget using the following:
▪ Project Kickoff Meeting. The management team will attend a project kickoff meeting with key team members. This meeting will be crucial to the project's ultimate success, as it provides an opportunity for all parties to discuss the project, review the scope, and formalize key assumptions. Dudek will provide a detailed agenda that addresses project overview, requests for information, communication protocols, budget, and schedule. This meeting will also offer an opportunity to confirm document format On-Call Traffic Engineering Services 21
requirements, points of contact, status report details, and any other logistical, technical, or procedural concerns. We approach every project with the understanding that attention on the front end can save substantial time and costs in the long run.
▪ Dedicated Lines of Communication. After the kickoff meeting, the project manager will distribute a key contact list to all team members, confirming communication protocols and contact information. At this time, the project manager will schedule recurring project meetings to establish an ongoing coordination channel between key team members. These meetings are a key element of Dudek’s management approach, as they foster collaboration and accountability, maintain project momentum, and allow for issues to be identified and resolved early.
▪ Master Deliverables List. Dudek will prepare a master deliverables list with key document development milestones, including draft deliverables for review, review periods, and possible meeting dates with the City to address any comments as needed. Dudek will also provide the City with a customized style guide to maintain consistency of key project terms, references, format, and style. Dudek utilizes online meeting tools for collaborative document revisions with City staff and the efficient resolution of comments, as needed. Dudek will manage and update the master deliverables list, make it available to all team members, and communicate accurate status updates to the team. Using this tool, Dudek will provide the City project manager with up-to-date status reports as requested. ▪ Schedule and Budget Tracking. The management team will use a schedule-tracking tool to meet important milestones for task orders issued under this contract. Similarly, we will use Deltek VantagePoint to track all budget line items and deliver an accurate monthly balance for each. ▪ Progress Reports. The project manager will prepare regular progress reports that will include a list of tasks completed during the period, a list of functions anticipated during the coming period, a project schedule update, a summary of the schedule, and any outstanding scope of work or information request issues.
TRACK RECORD OF DELIVERING PROJECTS
ON TIME AND UNDER BUDGET
Dudek has built a reputation for delivering projects on time and under budget, thanks to our strategic client-focused approach and deep, multidisciplinary technical expertise. Our track record speaks for itself—by fostering collaboration, optimizing resources, and proactively addressing challenges, Dudek consistently delivers reliable results while maximizing value for our clients. Additionally, our staff works at the intersection of science, engineering, regulations, and

SUBJECT: Traffic Parking on 153rd/154th/Grevillea/Mansel
BACKGROUND
As a requirement for the construction of a 41 residential units mixed-use project located at 4430-4440 west 153
rd Street, the City on-call traffic engineer prepared a parking study funded by the developer to evaluate the existing parking conditions, utilization, and opportunities for additional parking in the area.
STAFF REVIEW
The parking study analyzed on-street parking occupancy, curb lengths, and traffic circulation patterns on the four primary streets bordering the condominium complex. Field observations and data collection were performed on May 9, 2024, from 6:00 AM to 10:00 PM to assess parking demand and turnover. The area studied in the report is shown in the photo below.
Table 1, extracted from the Parking Study, shows the parking occupancy at given intervals during the hours of the study.
From the results above, Grevillea Avenue and Mansel Avenue show the majority of the available 28 parking spaces are used most of the time, while 153rd and 154th streets have more availability during the day.
To address parking limitations and improve circulation, the study recommends converting two street segments- Mansel Avenue between 153
rd Place and 154th Street and Grevillea Avenue between 153rd Street and 154
th Street from two-way to one-way operation. The exhibit below shows the recommended new street grid configuration.
The street conversion would allow for the creation of 15 additional parking spaces, 7 additional parking spaces along Mansel Avenue and 8 additional parking spaces along Grevillea Avenue.
Staff believes that applying the recommendation of the of the traffic engineer to convert these streets to oneway traffic would create congestion and issues in the area due to the proximity to Jane Adams Middle School.
The parking study recommends, if City desires, extending the area of study for a wide-scale roadway grid reconfiguration, in order to increase the number of street parking spaces. The larger study area would be from Hawthorne Boulevard to Inglewood Avenue, and from Manhattan Beach Boulevard to Marine Avenue.
LEGAL REVIEW
The City Attorney has reviewed this report.
FISCAL IMPACT
To implement the recommendations provided in the study, funding will be needed for the new project, which could be addressed during the next annual budget preparation. No fiscal impact at this time.
RECOMMENDATION
Staff recommends that the City Council
1. Receive and file the parking study prepared for the residential area surrounding Grevillea Avenue, Mansel Avenue, 154
th Street, and 153rd Street; or
2. Provide direction to staff about implementation of one-way street conversions to increase available parking.

1. Introduction
The City of Lawndale requested ADVANTEC to prepare a parking study on four roadway segments.
ADVANTEC conducted a parking study of these four roadways in the City of Lawndale: Grevillea Avenue between 154th Street and 153rd Street, 154th Street between Mansel Avenue and Grevillea Avenue, 153rd Street between Mansel Avenue and Grevillea Avenue, and Mansel Avenue between 153rd Street and 154th Street (4430-4440 W. 153rd St.). These roadway segments can combine to form a closed-loop rectangle, or a city block.
This study analyzes the study area’s existing roadway layout, signing and striping, roadway width, and parking availability. This study also summarizes the results of the analysis and provides traffic calming alternatives and recommendations.
1.1 Study Area
The study area is located in the mid-western part of the City of Lawndale and the adjacent land use is predominantly residential and commercial. Jane Addams Middle School is located northwest of the study area. The study area consists of the following four roadway segments, creating one city block.
1. 153rd Street between Mansel Avenue and Grevillea Avenue
2. 154th Street between Mansel Avenue and Grevillea Avenue
3. Mansel Avenue between 153rd Street and 154th Street
4. Grevillea Avenue between 153rd Street and 154th Street Figure 1 shows the project location.

2. Existing Conditions
This section presents an overview of the existing study area such as the roadway alignment, lane configuration, existing speed, and parking availability. The following presents a detailed assessment of these characteristics.
2.1 Roadway Description
153rd Street between Mansel Avenue and Grevillea Avenue 153rd Street is designated as a “local street” in the City of Lawndale’s General Plan. The street is a two-lane east-west street and is 26 feet wide. Parking is only allowed on the north side of the street. Jane Addams Middle School is directly west of 153rd Street. There is no posted speed limit. 154th Street between Mansel Avenue and Grevillea Avenue 154th Street is designated as a “collector” roadway in the City of Lawndale’s General Plan. The street is a two-lane east-west street and is 30 feet wide. Parking is only allowed on the south side of the street. There is no posted speed limit.
Grevillea Avenue between 153rd Street and 154th Street
Grevillea Avenue is designated as a “local street” in the City of Lawndale’s General Plan. The street is a twolane north-south street and is 26 feet wide. Parking is only allowed on the east side of the street. There is no posted speed limit.
Mansel Avenue between 153rd Street and 154th Street
Mansel Avenue is designated as a “local street” in the City of Lawndale’s General Plan. The street is a twolane north-south street. There is a two-way stop at the intersection of Mansel Avenue/153rd Place, which is a 3-legged intersection where 153rd Place is a one-way street. Mansel Avenue south of 153rd Place is 26 feet wide with parking only allowed on the east side of the street. Mansel Avenue north of 153rd Place is 33 feet wide with parking allowed on both sides of the street. Jane Addams Middle School is located to the west of Mansel Avenue.
153rd Place West of Mansel Avenue
153rd Place is not part of the study area but is included in this section because it is a part of the roadway grid. 153rd Place is designated as a “local street” in the City of Lawndale’s General Plan. The street is a oneway, one-lane east-west street. Vehicles may enter 153rd Place via Mansel Avenue. 153rd Place operates as a major pick-up/drop-off zone for Jane Addams Middle School students. 153rd Place is 30 feet wide with parking only allowed on the south side of the street, in the 11-foot-wide parking lane.

3. Parking Survey
ADVANTEC collected parking survey data for the study area from Counts unlimited on Thursday, May 9, 2024, from 6:00 AM to 10:00 PM. The parking survey measured the total number of available parking spaces for the study area roadway segments and inventoried the parking occupancy for each roadway segment in 15-minute intervals. Street parking spaces are typically between 17 and 25 feet long. The parking survey summary is provided in Table 1. Figures 2 and 3 show all available street parking spaces and restrictions within the project limits. Detailed parking survey data in 15-minute intervals is contained in Appendix A.
As shown in Table 1, and Figures 2 and 3, there is a maximum number of 43 street parking spaces available in the study area. 154th Street, Grevillea Avenue, and Mansel Avenue have 100% parking occupancy during several hours during the surveyed day and may require additional street parking.

As shown in Figures 4 and 5, the recommended improvements will provide the following additional parking spaces:
Mansel Avenue (East) – 1 additional parking space, for 12 total parking spaces Mansel Avenue (West) – 6 additional parking spaces, for 8 total parking spaces Grevillea Avenue (East) – 1 additional parking space, for 16 total parking spaces Grevillea Avenue (west) – 7 additional parking spaces, for 23 total parking spaces.
Overall, the recommended improvements will provide 15 additional parking spaces (7 additional parking spaces along Mansel Avenue and 8 additional parking spaces along Grevillea Avenue), for a total of 58 parking spaces for the entire study area.
Figure 6 shows how the recommended improvements will change the roadway grid configuration around the study area.
If the City of Lawndale is interested in implementing a wide-scale roadway grid reconfiguration to increase the amount of street parking spaces, it is recommended to increase the project limits to be the area within Marine Avenue, Hawthorne Boulevard, Inglewood Avenue, and Manhattan Beach Boulevard. Increasing the project limits will allow for more efficient one-way reconfigurations and available parking spaces in the City.
ADVANTEC recommends the City to implement the improvements based on the City’s resources and available funding including the costs to procure the required materials.

PHONE (310) 973-3200 ♦ www.lawndalecity.org
DATE: November 3, 2025

FROM: Dr. Sean M. Moore, City Manager
PREPARED BY: Jason Minter, Community Services Director
SUBJECT:
Consideration of a Fee Waiver for the South Bay City Council of Governments rental of the Harold E. Hofmann Community Center
BACKGROUND
Staff in the Community Services Department have been working with representatives from the South Bay Cities Council of Governments (SBCCOG) regarding use of the Harold E. Hofmann Community Center to host the Local Government Award Ceremony for the Energy and Climate Recognition Program. A copy of the rental application (Attachment A) and a fee waiver request (Attachment B) are included in this staff report. Per the City Council Policy, "only facility reservation fees are eligible for a waiver. Other fees, such as insurance, security deposits, event security fees and City staff time for reservations outside of City's normal facility hours cannot be waived" (Attachment C). As the event takes place during normal Community Center hours, staff time could potentially be waived. Staff have asked the SBCCOG for proof of insurance, so if that is provided that will not be an additional fee.
STAFF REVIEW
The SBCCOG has requested free use of the facility, stating that events hosted at other agencies' facilities have been free. For reference, staff have provided the Cost Estimate (Attachment D) for the rental as it would be based on the current Council Policy. The cost estimate includes insurance ($97.00), Security Deposits ($1,250) and rentals ($1,075), for a total of $2,422.
LEGAL REVIEW
The City Attorney has reviewed this request and approves it as within the policy discretion of the Council to make a determination.
FISCAL IMPACT
If the City Council were to approve a full waiver of fees, not including insurance, the City would lose $1,075 in rental revenue. Assuming the insurance is provided, there would be no other lost revenue unless a portion of the security deposit would need to be withheld based on the use of the facility.
RECOMMENDATION
Staff recommend that the City Council review the fee waiver request and provide direction to staff on whether or not to move forward with the waiver of fees and/or a method to subsidize the rental fees to the Community Services Department.

Cancellation of Permit(s):
Extended Use Permits: If an extended use permit holder fails to use a reservation space on 2 permitted dates without properly notifying the City in writing at least 5 days in advance of the reservation(s), the City may cancel the balance of the permit holder’s reservation dates and the permit holder will be ineligible for future permit approvals for a period of one (1) year.
Every Permit: When a permit is cancelled 5 or more days before the permitted use date by the permit holder, the permit holder may submit a written request for a refund of refundable fees and a refund will be processed less the City's costs, if any. Note: The Non-Refundable Reservation Deposit will not be refunded under any circumstances.
A permit holder who fails to use a reserved facility without cancelling the reservation at least 5 days prior to the reservation forfeits their Non-Refundable Reservation Deposit but may apply for a refund of the balance of their permit fees less the City's costs.
Security Deposit Refunds:
After the required post-usage inspection discussed above, if the facility is found to be in satisfactory condition by the City, and the permit holder has not forfeited some or all of the deposit for one of the reasons described in this policy, the balance of the security deposit fees will be refunded through the City's standard warrants procedure less any additional charges incurred as described below. The refund process will begin no sooner than the first business day following said reservation or following the final reservation date for a permit issued for multiple dates. However, for fees paid by credit card, a refund cannot be processed sooner than 30 days after the reservation was paid.
Note: When an event is terminated for violation of any city, state or other agency's rules, including the rules regarding alcohol, no fees or deposits will be refunded.
Additional Charges As a Result of Facilities Use:
Events (a) not concluding their facility use, including clean up time, and exiting the facility upon the expiration of the approved permit time, (b) resulting in damage to a facility or equipment, or (c) leaving a facility in an unsatisfactory condition, shall be charged for all excess costs incurred by the City such Council Policy No. 78-04
Rules and Regulations for Use
of Park Facilities and the
City’s Show Wagon
as, but not limited to: 1) payment for extra time at the facility; 2) staff time; 3) security costs; 4) cleaning costs and 5) repair or replacement costs. Such additional costs will be deducted from the permit holder’s security deposit and any refund(s) may be delayed while such costs are being determined. Should the additional charges exceed the amount of the security deposit, the City will bill the permit holder for the excess amount, payment of which is due within 30 days of the date of the invoice. Failure to timely pay this bill will preclude the permit holder from reserving another City facility until payment has been made or a minimum of 3 years, whichever is longer.
Storage and Items Left Behind:
No permit holder, or his or her guests or vendors, may store any equipment or materials at any City facility without the prior written approval from the City and the City is not responsible for items left behind after or delivered prior to any permitted use. The City reserves the right to deny any deliveries that arrive prior to the approved reservation start time and the City may dispose of any items left behind in any manner deemed appropriate by the City.
Waiver of Use Fees:
Fee waiver requests must be submitted to the City along with a completed Application for Facility Use Form. Organizations that fit into one of the qualification groups below may receive a waiver of use fees for as many as 4 reservations per year (July 1 – June 30) for an event or activity for the benefit of Lawndale residents and businesses:
1. Non-profit organizations recognized by the State of California and organized under Section 501(c)(3) or 501(c)(6) of the Internal Revenue Code that qualify as either a youth-based or a community-based organization as defined in Chapter 8.12 of the Lawndale Municipal Code;
2. City sponsored or City affiliated organizations;
3. Schools affiliated with or chartered by the Lawndale Elementary School District or the Centinela Valley Unified High School District; and
4. Governmental agencies or elected officials representing Lawndale.
Only facility reservation fees are eligible for a waiver. Other fees, such as insurance, security deposits, event security fees and City staff time for reservations outside of City’s normal facility hours cannot be waived.

South Bay Cities Council of Governments Joint Powers Agreement - 5th Amendment
BACKGROUND
Councilmember Bernadette Suarez requested this item be added to the agenda.
STAFF REVIEW
The South Bay Cities Council of Governments (SBCCOG) is a joint powers authority composed of 16 cities and the County of Los Angeles that collaborate on regional and subregional issues, including transportation and land use, energy and sustainability, homelessness, and more. The SBCCOG was originally formed in 1995 through a JPA which has since been amended four times to reflect evolving membership and governance needs.
On August 21, 2025, Los Angeles City Councilmember Tim McOsker (Council District 15) submitted a request to amend the Joint Powers Agreement to allow the City of Los Angeles to designate a non-elected alternate representative. Under the existing JPA, only another elected official could serve as an alternate for city members of the SBCCOG. Council District 15 is in the only Los Angeles City Council district within the SBCCOG's jurisdiction. Council District 11 has historically served as the alternate representative, but has no jurisdictional ties to the South Bay subregion.
The SBCCOG Steering Committee reviewed this request and recommended approval, with the stipulation that the language mirror the provision for the Los Angeles County Board of Supervisors' alternates, allowing either the chief of staff or a senior staff person to serve in this role.
At its meeting on October 23, 2025, the SBCCOG Board of Directors voted to recommend member agencies adopt the Fifth Amended and Restated Joint Powers Agreement incorporating this amendment.
The proposed amendment updates Section 5(a)(2) of the JPA to read:
"The 15th Council District Representative of the City of Los Angeles shall designate their chief of staf or a senior staf person from their of ice as the City of Los Angeles's Alternate Governing Board Representative." This change ensures consistent representation of the City of Los Angeles within the SBCCOG Governing Board, even when the elected Councilmember is unavailable to attend meetings. The amendment also maintains parity with the alternate designation provision for the County of Los Angeles. A red-lined version of the JPA is included in this item.
Per the terms of the JPA, amendments require approval by two-thirds (2/3) of all SBCCOG member agencies before they become effective. Each member city's governing body must therefore take formal action to approve the amended agreement.
LEGAL REVIEW
The City Attorney has reviewed the staff report and the amendment to the JPA and approves as to form.
FISCAL IMPACT
None.
RECOMMENDATION
That the City Council 1.) Approve the Fifth Amended and Restated Joint Powers Agreement with the SBCCOG, as recommended by the SBCCOG Board of Directors on October 23, 2025, to allow the City of Los Angeles to appoint a non-elected senior staff alternate to its Governing Board Seat; and 2.) Authorize the Mayor to execute the agreement on behalf of the City of Lawndale in its capacity as a member of the JPA.

PREPARED BY: Raylette Felton, Deputy City Manager/Director of Human Resources SUBJECT: Consideration of a Residential Hiring Policy
BACKGROUND
This item is being brought forth at the request of Councilmember Bernadette Suarez for City Council’s discussion regarding the hiring of Lawndale residents.
STAFF REVIEW
A residential hiring program generally provides an advantage in the employment process to candidates who reside within a specific geographic area, such as a specific city or region. These programs are most commonly implemented by public agencies in connection with public works and construction projects or public contracting policies, where the agreements with public contractors may be required to the hire local residents or use local businesses for certain services. In larger public agencies, residential or local hiring programs are sometimes developed to promote employment opportunities in economically disadvantaged or underrepresented communities, such as the City of Los Angeles’ Targeted Local Hire Program.
Although the intent of such programs is to encourage local employment and economic activity, and community engagement, such programs are not applicable to general law cities and are more limited in the large charter cities than they appear to be (for example, the Los Angeles program provides training and apprencticeships that make people eligible for employment, as opposed to employment itself). General law cities are required to follow state laws that govern public employment, which mandate that hiring decisions be based on merit and open competition (unlike charter cities which have broader autonomy over city affairs). In accordance with state law, Section 4 of the City’s Personnel Rules, and Regulations states that it is the policy of the City to recruit and hire qualified individuals based on merit and qualifications. (Attachment A) The City’s recruitment process does not provide preference for applicants based on residency. The City’s goal is to achieve excellence in serving the community by employing the most qualified individuals available to help the City meet its objectives. As a result, City residents do not receive preferential consideration in the hiring process.
City’s Workforce Overview:
While the City does not provide a preferential local hiring program for Lawndale residents, a review of employee mailing zip codes indicates that a majority (approximately 60%) of the City employees reside in or have a mailing address in the South Bay region of Los Angeles County, as summarized below:
Geographical Location Percentage of Employees
South Bay 60%
Gateway 16%
City of Los Angeles 16%
Orange County 5%
San Bernardino County 3%
The South Bay region consists of approximately sixteen incorporated and unincorporated cities in the southwest region of Los Angeles County. The City of Lawndale is considered an inland city of the South Bay, along with the cities of Carson, Gardena, Hawthorne, Inglewood, and Lomita. Based on the mailing addresses, 60% of City employees reside in or have a mailing address within the South Bay (including 33% in Lawndale), 16% within the Gateway cities of Compton, Bellflower, Long Beach, and Lakewood, 16% within the City of Los Angeles, and the remaining 8% in San Bernardino and Orange Counties.
Program Applicability and Enforcement Considerations:
In response to City Council’s interest in exploring a local hiring preference policy, staff surveyed nearby public agencies to identify best practices, should the City wish to consider a policy (Attachment B). Based on the responses received, the Cities of Long Beach and Pasadena reported having a local hiring program; both are large charter cities with more than 1,500 employees and a significantly greater administrative capacity.
As a small general law city, implementing a local hiring preference policy may not be legally permissible under state public employment laws. Establishing such a policy would complicate the recruitment process by requiring the City to define “resident;” establish, document, and enforce verification claims; and maintain ongoing administrative oversight to ensure compliance. In addition, a local hiring preference policy could reduce the applicant pool, especially for specialized or hard-to-fill positions and expose the City to potential claims of discrimination or disparate treatment from non-resident applicants. Based on these factors, including best human resources practices, staff concludes that implementing a formal local hiring policy is not advisable at this time.
LEGAL REVIEW
Article XI, section 10(b) of the California Constitution prohibits residential requirements, saying, "A city or county, including any chartered city or chartered county, or public district, may not require that its employees be residents of such city, county or district; except that such employees may be required to reside within a reasonable and specific distance of their place of employment or other designated location." This prohibition is repeated in substance in Government Code section 50083. These prohibitions do not eliminate the ability of local agencies to provide training programs like the Los Angeles program mentioned above, but the ultimate hiring decisions must be based more on objective measures.
So from a legal perspective, certain employees can be required to live near the City - this is often the case for employees in the emergency management, public safety, or utilities context. We have also see legitimate uses of "knowledge of the community" in hiring - this is often the case in front-facing jobs like recreation employees and others whose primary purpose is interaction with the public. It is far less common to see residency as a criterion or factor in grading candidates for employment. While not expressly prohibited in the same way as a residency requirement, use of residency as a criterion could create a presumption that the agency is imposing a de facto requirement. Given the small number of staff positions, doing so could also open the City up to claims of discrimination or disparate treatment from non-resident applicants.
FISCAL IMPACT
There is no direct fiscal impact at this time, but staff time would be required for any future initiatives may be required.
RECOMMENDATION
Staff respectfully recommends that City Council receive and file this report and direct staff to continue administering recruitment and selection processes in accordance with the City of Lawndale’s Personnel Rules and Regulations. Should the City Council wish to continue to explore alternative strategies to promote local employment in the future, staff can return with options that align with applicable laws and the City’s organizational structure.

25 SECTION 4: RECRUITMENT AND SELECTION
4.05 EQUAL EMPLOYMENT GOALS AND POLICIES: In adopting these Rules, it is the goal of the City to employ the most qualified individuals and to achieve excellence in meeting the needs of the community.
Employment and promotion in the City shall be based upon merit and qualifications, and shall be free from political influence and discrimination based upon religion, age, sex, marital status, race, color, national origin, ancestry, medical condition, political affiliation and mental or physical disability, unless physical ability is a bona fide occupational qualification.
Although not expressed in the classification specifications or job announcements, all persons applying for or holding any position in the City shall be required to meet the following general qualifications including, but not limited to: integrity, thoroughness, accuracy, good judgment, initiative, resourcefulness, courtesy, ability to work cooperatively with others, willingness and ability to assume and fulfill the responsibilities of the employment, and physical or mental ability to perform the essential functions of the job with or without reasonable accommodation.
Where the position requires the driving of a motor vehicle, the applicant or employee must have a valid California Driver’s License and automobile insurance for personal liability, which must remain valid at all times, and is expected to drive the motor vehicle safely.
The foregoing general qualifications shall be deemed to be part of the minimum qualifications of each classification specification or job announcement and need not be specifically set forth therein.
4.10 PERSONNEL REQUESTS: Whenever a vacancy in the competitive service is to be filled, the responsible Department Director shall submit to the Personnel Officer a written request containing at least the following information:
A. The classification (job) title
B. The justification for the position, including its budgeted salary.
C. The duties, responsibilities and qualifications of the position in accordance with the classification plan.
Each request shall be reviewed by the Personnel Officer and approved by the City Manager.
4.15 JOB ANNOUNCEMENTS: Job announcements providing information about the position, its title and pay, its major responsibilities and duties, minimum and other qualifications, where and when to apply, and the last day on which applications will be accepted shall be prepared and distributed by the Personnel Department. All positions to be filled will be publicized by posting announcements at places deemed advisable by the Personnel Officer. 26 4.20 APPLICATIONS: All applications for employment, transfer, or promotion with the City shall be made as prescribed on the job announcements and determined by the Human Resources/Personnel Department. All information required by the application shall be provided by the applicant and shall be completed in full, signed and dated by the applicant, physically or electronically, to certify as to the truth thereof.
4.25 DISQUALIFICATION OF APPLICATIONS: The Personnel Officer or designee shall reject an application, or after examination, shall disqualify or remove the applicant’s name from an eligible list, if the applicant:
A. Has made false statements of any material fact, or practiced any deception or fraud on the application, declarations or in securing eligibility or appointment; B. Is found to lack any of the requirements, certifications, or qualifications for the position involved;
C. Is physically or mentally unable to perform the essential functions of the job, with or without reasonable accommodation;
D. Is a current user of illegal drugs;
E. Is a relative of an employee, and is subject to the Nepotism Policy; F. Has been convicted of a crime, either a misdemeanor or felony, that relates to the position duties that the applicant would perform;
G. Used or attempted to use political pressure or bribery to secure an advantage in the examination or appointment;
H. Directly or indirectly obtained information regarding examinations; I. Failed to submit the employment application correctly or within the prescribed time limits;
J. Has had his or her privilege to operate a motor vehicle in the State of California suspended or revoked, if the job classifications requires a valid Driver’s License; K. For any material cause which in the judgment of the Personnel Officer or designee would render the applicant unfit for the position, including a prior resignation from the City, termination from the City, or a significant disciplinary action; L. That the applicant has been discharged from the armed services of the United States under conditions other than honorable.
Any of the above cited grounds for disqualification, may be cause for termination or other disciplinary action if the applicant is or subsequently becomes an employee of the City. 27 4.30 RECRUITMENT: It shall be the City’s policy to recruit and hire the best qualified persons available regardless of religion, age, sex, marital status, race, color, national origin, ancestry, medical condition, political affiliation, and mental or physical disability, unless physical ability is a bona fide occupational qualification.
The Personnel Officer shall determine whether the recruitment shall be open or promotional, on the basis of ensuring an adequate number of candidates with appropriate skills to constitute a competitive process. The decision of the Personnel Officer to conduct an open or promotional recruitment shall be final.
Except as specifically provided otherwise in these Rules, selection for a position in City employment shall be by one of the following types of examinations:
A. Open Competitive: Examinations which are open to all persons who possess the indicated minimum qualifications as set forth in the job announcement. Applicants for open competitive examinations may, but are not required to be, employees of the City.
B. In-House Competitive: Examinations which are open only to City employees who possess the indicated minimum qualifications as set forth in the job announcement.
C. Noncompetitive: The competitive promotional selection process may be suspended in certain cases where, in the judgement of the Personnel Officer, reclassification of a particular employee is warranted in order to fill a vacancy in a higher class.
D. Open Continuous: When it is necessary to meet continuing requirements for filling positions due to non-availability of a sufficient number of applicant for a class of position, or a high turnover rate has been established, the closing date for any selection process may be indefinite and applicants may be tested continuously in such a manner and at such times and places as may be provided by the Personnel Officer. No applicant who fails to achieve a passing score on the examination may compete again until the lapse of ninety (90) days for a second testing and one hundred twenty (120) days for a third such testing, unless stipulated to the contrary on the job announcement.
Any variations to these procedures shall be reviewed by the Personnel Officer and approved in writing by the City Manager.
4.35 EVALUATION OF APPLICATIONS: Each application shall be reviewed to determine if the applicant satisfies minimum educational experience, type and years of job related experience, certificates or licenses and any other requirements. Selection techniques shall be impartial and relate to those areas which will adequately and fairly indicate the relative capacity of the applicants to perform the duties and responsibilities of the position to which they seek appointment.
The selection procedure may consist of personal interviews, performance tests, evaluation of work performed, work samples, assessment centers, other written tests, review and investigation of personal background and references, medical examination, psychiatric examination, or any 28 combination thereof. The Personnel Officer may, at his/her discretion, include as part of the examination process, tests which determine whether applications meet minimum qualifications.
In all examinations, the minimum grade or standing for which eligibility may be earned may be based upon all factors in the examination, including educational requirements, experience and other qualifying elements as shown in the application of the candidate of other verified information. Failure in one part of the examination may be grounds for declaring the applicant as failing in the entire examination, or as disqualified for subsequent parts of the examination.
4.40 CANDIDATES EXAMINATION INSPECTION: By appointment with the Personnel Officer, an applicant shall have the right to review his/her own written test scores or other test results within ten (10) working days after announcement of the recruitment results.
However, no applicant shall be allowed to examine the test key as part of his/her examination inspection. The names of all interviewers shall be kept confidential.
Any error in rating or grading shall be corrected if it is called to the attention of the Personnel Officer at the time the applicant reviews his/her examination. Any applicant whose corrected score meets or exceeds the examinations established passing score will be placed on the applicable eligibility list for the position, if one exists. Any corrections shall not invalidate an appointment or offer of employment that has been made previously.
4.45 NEPOTISM: An applicant for a position who has a relative employed by the City may not be denied the right to file an application for employment and compete in the examination process. Following the examination, if the applicant is successfully certified as eligible, employment may be denied if the Personnel Officer determines that such employment would potentially create a conflict of interest, or violate the City’s nepotism policy, according to Lawndale Municipal Code Section 2.56.160.
4.50 DRIVING SAFETY CHECK: A verifiable and acceptable driving record shall be required of each final candidate for employment whose position requires the employee to drive a City vehicle, or personal vehicle on City business, as an essential function of the job. The Personnel Officer shall have the right to conduct periodic, random verification of driving records of employees.
Driving a City vehicle without possessing a valid driver’s license is not permitted and may result in disciplinary action up to and including termination. Employees shall notify their Supervisors immediately if their license is expired, suspended or revoked.
4.55 ELIGIBILITY LISTS: Lists of applicants to be considered for job openings in a particular classification may be established for open competitive or promotional competitive positions. An eligibility list shall be a list of persons who have taken an open competitive or promotional competitive examination for an advertised City position, and have qualified for said classification.
29 Each such list shall bear an expiration date, and a list of candidates in rank order. The final rating for each candidate shall be determined by the total of the scores received by each applicant for each part of the test, based upon the relative value assigned to each part of the test, before the test was given. For purposes of ranking, final scores of all eligibles shall be rounded to the nearest whole percent. A rank shall consist of one or more eligibles with the same whole percentage score.
The hiring department may appoint any candidate on the eligibility list, regardless of ranking, provided all candidates with higher ranking have been interviewed. Eligibility lists shall remain in effect for twelve (12) months or until exhausted, whichever occurs first. An eligibility list may be terminated at any time when less than three (3) eligible candidates remain.
The Personnel Officer, upon either the Personnel Officer’s determination or the recommendation of the Department Director, may remove a name from an eligibility list for any of the following reasons:
A. If the eligible person accepts an appointment with the City to a regular position of the same or higher classification. Acceptance of a temporary appointment at any level will not be in itself cause for removal from an eligibility list. An eligible person may refuse an appointment to a particular position and request to remain on the eligibility list.
B. If the eligible person requests in writing removal from the list.
C. If the eligible person fails to respond within fourteen (14) calendar days to a notification or letter which has been mailed to the person’s last address on file with the City.
D. If the eligible person in unable to accept any offered position.
E. If a person on a promotional eligibility list resigns from City employment.
F. If other circumstances, such as conviction of a crime involving moral turpitude or loss of a required license, make the person ineligible.
Placement on an eligibility list does not guarantee employment with the City of Lawndale.
If a vacancy exists in a classification for which there is no appropriate eligibility list, the Personnel Officer may prepare a list from one or more existing related lists by selecting names of eligibles from eligibility lists for classifications which are assigned to the same or higher pay range and which have minimum qualifications similar to those of the classifications which the vacancy exists.
4.60 FINAL DECISIONS OF SELECTION: The Department Director or designee shall recommend a final candidate for appointment to a vacant position to the Personnel Officer. All appointments shall be subject to Personnel Officer review and final approval before becoming effective. If the selected candidate accepts the appointment and reports for duty within the agreed upon time, the applicant shall be deemed appointed to the position. 30 If the selected candidate does not report for duty within the agreed upon time, the candidate shall be deemed to have declined the appointment. By mutual agreement of the Department Director, the Personnel Officer and the candidate, the date of the appointment may be changed.
4.65 PRE-EMPLOYMENT PHYSICAL: Each person accepting employment with the City shall be required at the City’s option to successfully complete a pre-employment physical at a City designated medical facility at City cost before an appointment to such employment becomes effective.
This Section shall also apply to changes of employment within the City when the new position places substantially more physical demands upon the employee. The results of the examination shall be kept confidential in a separate file and shall be viewed only to assess whether the employee has the ability to perform the essential functions of the job, with or without reasonable accommodation.
4.70 EMPLOYMENT ELIGIBILITY AND VERIFICATION: At the time of appointment, all persons employed by the City of Lawndale shall submit documentation as defined by federal law of the legal authorization to work in the United States for the purposes of employment.
All persons employed by the City of Lawndale shall take and subscribe to the oath of office.
Further, all persons employed by the City shall serve as a disaster service worker in the event that a disaster or state of emergency is declared pursuant to Chapter 2.44 of the Lawndale Municipal Code and the California Emergency Services Act and shall work within the State of California.
4.75 PROBATIONARY PERIOD: The first twelve (12) months, or any duly extended period, of all initial appointments in a regular position shall be deemed a probationary period.
The first six (6) months, or any duly extended period, of all promotional employment appointments shall be deemed a probationary period. The probationary period shall commence upon the effective date of the appointment.
During the probationary period for an initial appointment, an employee may be terminated without the right of appeal, hearing or resort to any grievance procedure. The probationary period (of either an initial or probationary appointment) may be extended up to an additional six (6) months, at the discretion of the Personnel Officer. The decision to extend the length of an employee’s probationary period must be made prior to the expiration of the original probationary period. Such a decision shall not be appealable or grievable.
An employee serving in an “acting” position within a higher classification who is promoted to that higher classification, may have all or a portion of the time spent in an “acting” position considered as a part of the probationary period for the higher classification, at the discretion of the City Manager.
31 An employee who fails to complete the employee’s promotional probationary period satisfactorily, may be reinstated to the position in the same classification from which the employee was originally promoted, depending upon availability of the position, unless discharged from the City service as provided in these Rules.
4.80 CRIMINAL CONDUCT-INELIGIBILITY FOR EMPLOYMENT: Except as otherwise hereinafter provided, no person convicted of a misdemeanor involving moral turpitude or a felony shall be eligible for employment in the service of the City; however, the Personnel Officer may disregard such conviction if he/she finds and determines that mitigating circumstances exist, such as, but limited to, evidence of rehabilitation, length of time elapsed since such conviction, the age of such a person at the time of conviction, or the fact that the classification applied for is unrelated to such conviction. Only the City Manager, City Attorney and the Personnel Officer are authorized to have access to the “State Summary Criminal History Information” as provided for in Section 11105 of the Penal Code of California.
4.85 RESIGNATION: Employees who desire to terminate their service with the City should submit a written resignation to the Department Director at least two (2) weeks prior to the effective date of the resignation. The resignation becomes effective when received or confirmed in writing by the City. The resignation may be revoked upon mutual consent of the employee, Department Director, and Personnel Officer up to the effective date of the resignation. Failure to comply with this requirement may be cause for denying future employment with the City.
4.90 REINSTATEMENT: With the approval of the appointing power, an employee who has resigned with a good record may be reinstated, without examination, within one year to his/her former position, if vacant, or to a vacant position in the same classification, or to a vacant position in a comparable classification, or in a lower related classification.
An employee so reinstated is entitled to same seniority, accumulative sick leave, and eligibility for vacation allowances which s/he had acquired at the time of resignation, and the employee is to be compensated at the salary step attained at the time of resignation if reinstated to a position in the same classification or to a position in a comparable classification on the same salary range.
If reinstated to a position in a lower related classification, the employee is to be compensated at the step of the salary range of the lower class which most closely equals, but does not exceed, the appropriate salary step of the higher classification.
