Mayor Racquel Vasquez called the Regular City Council meeting to order at 6:00 p.m.

1.C Approval of City Council Minutes
Action: Approved the minutes of the Joint Meeting of the Lemon Grove School Board and Lemon Grove City Council on August 31, 2023; and City Council meeting minutes of October 3, 2023.
1.D Canon Solutions America (CSA) Photocopy Machine Agreement 2023 Action: Adopted Resolution No. 2023-3977 authorizing the City Manager to execute a lease and maintenance agreement with Canon Solutions America (CA) to replace five (5) photocopiers, nearing the end of their lifecycle with five (5) new, full-color photocopiers for a total monthly cost of $606.64, equaling $7,279.68 annually, based on a 63-month rental agreement at $38,218.32 for the full lease term.
1.E Award of Contract (No. 2023-16) for the FY 2022-23 Community Development Block Grant (CDBG) Buena Vista Avenue Street Improvement to Eagle Paving Company Inc., DBA Toro Engineering
Action: Adopted Resolution No. 2023-3978 awarding a contract (No. 2023- 16) for the FY2022-23 CDBG Buena Vista Avenue Street Improvement Project to Eagle Paving Company, Inc., DBA Toro Engineering in the amount of $189,000, and authorize the City Manager to execute any necessary documents.

The Clerk stated all notices as requested by law have been provided.
City Attorney Steinke asked if there were any conflicts of interests or ex-parte communications relating to the matter. Mayor Vasquez opened the public hearing and directed attention to Michael Fellows, Community Development Manager to present the staff report.
Community Development Director Fellows provided introductory remarks and Bill Chopyk, Special Planning Consultant presented the report.

Action 2: Motion by Councilmember Mendoza, second by Mayor Pro-Tem Gastil to adopt Resolution No. 2023-3979 denying an appeal of the Community Development Manager's decision to deny a Minor Use Permit Mup-220-0007 for early separation findings for a proposed cannabis dispensary at 8280 Broadway, Lemon Grove, California.
