Recommendation: To approve the minutes of the Lemon Grove City Council meeting held on November 21, 2023.

1.D Health and Fitness Assessment Services
Reference: Bent Koch, Fire Chief
Recommendation: Adopt Resolution to: (a) Award a contract to On Duty Health, LLC for Health and Fitness Assessment Services for the initial one-year term, with four additional one-year renewal options; and (b) Authorize the City Manager to execute the final contract with such changes as the City Manager and the City Attorney approve.
The City of Lemon Grove’s portion of award is $14,953.
1.E Award of Agreement (No. 2023-27) to Ardurra for Construction Management and Inspection Services for the Connect Main Street Phases 1-3 Project Reference: Izzy Murguia, Director of Public Works
Recommendation: Adopt a Resolution to award an agreement (No. 2023-27) for construction management and inspection services to Ardurra, for an amount not-toexceed $306,350 and authorize the City Manager to execute any necessary documents.
1.F Authorization to Submit a Grant Application to CalRecycle for the SB 1383 Local Assistance Grant Program FY 2022-23
Reference: Christian Olivas, Management Analyst
Recommendation: Adopt a Resolution authorizing the submittal of a grant application to CalRecycle for the SB 1383 Local Assistance Grant Program FY 2022-23, and directs the City Manager or her designee to execute any grant related documents.

2. Second Reading of Ordinance 464 to Adopt New Massage Establishment Regulations Reference: Michael Fellows, AICP, Community Development Manager Recommendation: Hold second reading and adopt Ordinance 464 establishing new massage regulations for the City of Lemon Grove.
3. Award of Contract (Sourcewell No. 010521-LTS) to Miracle Recreation Equipment Company for Purchase and Installation of Playground Equipment Reference: Izzy Murguia, Public Works Director
Recommendation: Adopt a Resolution to award a contract (Sourcewell No. 010521- LTS) for the purchase and installation of playground equipment to Miracle Recreation Equipment Company in the amount of $212,368.65 and authorize the City Manager to execute any necessary documents.
4. Mayor Pro-Tem Rotation for Calendar Year 2024
Reference: Lydia Romero, City Manager
Recommendation: Adopt Resolution confirming the rotation of Council Member Jennifer Mendoza to serve as Mayor Pro Tem commencing December 19, 2023 December 5, 2023 Regular City Council Meeting Page | 3
through December 17, 2024 and establishing the Mayor Pro Tem rotation schedule for the subsequent three years.
5. Appointment of City Councilmembers to Boards, Commissions and Committees Reference: Racquel Vasquez, Mayor
Recommendation: Ratify the Mayor’s Boards, Commissions and Committee assignments for City Councilmembers for Calendar Year 2024.
