Call to Order
Mayor Racquel Vasquez called the Regular City Council meeting to order at 6:01 p.m.

Lydia Romero, City Manager and Bent Koch, Fire Chief, responded to public comments made by John L. Wood, re: Consent Calendar Item No. 1.D. City Manager Romero and Fire Chief Koch explained the contract with On Duty Health, LLC will provide health and fitness assessment services for Heartland Fire employees.

Action: Motion by Councilmember LeBaron to pull Consent Calendar Item No. 1.D. Motion failed due to a lack of a second.
Action: Motion by Councilmember Snow, second by Councilmember Mendoza to approve Consent Calendar Item Nos. 1.A to 1.F.

1.B City of Lemon Grove Payment Demands
Action: Ratified Demands
1.C Approval of City Council Minutes
Action: Approved the minutes of the Lemon Grove City Council meeting held on November 21, 2023.
1.D Health and Fitness Assessment Services
Action: Adopted Resolution No. 2023-3987 to: (a) Award a contract to On Duty Health, LLC for Health and Fitness Assessment Services for the initial one-year term, with four additional one-year renewal options; and (b) Authorize the City Manager to execute the final contract with such changes as the City Manager and the City Attorney approve.
The City of Lemon Grove's portion of award is $14,953.
1.E Award of Agreement (No. 2023-27) to Ardurra for Construction Management and Inspection Services for the Connect Main Street Phases 1-3 Project Action: Adopted Resolution No. 2023-3988 to award an agreement (No. 2023-27) for construction management and inspection services to Ardurra, for an amount not-to exceed $306,350 and authorize the City Manager to execute any necessary documents.
1.F Authorization to Submit a Grant Application to CalRecycle for the SB 1383 Local Assistance Grant Program FY 2022-23
Action: Adopted Resolution No. 2023-3989 authorizing the submittal of a grant Page | 3 City Council Meeting Minutes (Regular Meeting) December 5, 2023 application to CalRecycle for the SB 1383 Local Assistance Grant Program FY 2022-23, and directs the City Manager or her designee to execute any grant related documents.

2. Second Reading of Ordinance 464 to Adopt New Massage Establishment Regulations Kristen Steinke, City Attorney, presented the staff report.
Mayor Vasquez opened the public comment period. No comments were directed to the Council.
Action: Motion by Councilmember LeBaron, second by Councilmember Snow to adopt Ordinance 464 establishing new massage regulations for the City of Lemon Grove.

Award of Contract (Sourcewell No. 010521-LTS) to Miracle Recreation Equipment Company for Purchase and Installation of Playground Equipment Izzy Murguia, Public Works Director, presented the staff report.

Mayor Racquel Vasquez recessed the meeting at 6:53 p.m. The Council reconvened at 7:03 p.m., with all members present.
In response to Councilmember LeBaron, City Manager Romero provided a brief overview of expenditures approved by Council on March 2, 2023 for Berry Street Park and Lemon Grove Park and October 5, 2023 for Berry Street Park.

Company in the amount of $212,368.65 and authorize the City Manager to execute any necessary documents.

4. Mayor Pro-Tem Rotation for Calendar Year 2024

Action: Motion by Councilmember Snow, second by Councilmember LeBaron to adopt Resolution No. 2023-3991 confirming the rotation of Councilmember Jennifer Mendoza to serve as Mayor Pro Tem commencing December 19, 2023 through December 17, 2024 and establishing the Mayor Pro Tem rotation schedule for the subsequent three years.

In response to Councilmember Mendoza, City Manager Romero commented a finalized version of the appointments of City Councilmembers to various Boards, Commissions and Committees for CY2024 will be produced and proper notification of Council appointments will be provided to those respective agencies.

• Met with residents regarding meeting attendance of Councilmembers at Council meetings and various external Boards, Commissions and Committee meetings.

• November 27, 2023: Met with and referred individuals who build alternative housing to the Planning Commission.

December 1, 2023: Attended the City of Lemon Grove's 26th Annual Bonfire at Treganza Park
• • December 5, 2023: Attended a meeting and learned about Facilitating Access to Coordinated Transportation (FACT) program.

• December 2023: Attended the SANDAG Regional Planning Committee • December 5, 2023: Attended the Annual Meeting of FACT and announced his appointment as the new Treasurer of FACT.

City Manager Report
City Manager Lydia Romero plans to share the Council's expressed gratitude and appreciation for City staff assisting in the City's 26" Annual Bonfire event. She acknowledged and highlighted the City's Community Services staff members who planned and dedicated their all in organizing the City's 26t Annual Bonfire at Treganza Park.

There being no further business, Mayor Vasquez adjourned the City Council meeting at 8:21 p.m. The next Regular City Council Meeting will be held on Tuesday, December 19, 2023.
