Call to Order
Mayor Racquel Vasquez called the Regular City Council meeting to order at 6:04 p.m.
Mayor Racquel Vasquer, Mayor Pro-Tem Jennifer Menloza, Councilmember Alyssan Snow and Councilmember Liana LeBaron.
Absent: Councilmember George Gastil

Pledge of Allegiance
Councilmember LeBaron led the Pledge of Allegiance.
Changes to the Agenda
Councilmember LeBaron requested for Item No. 1.B and 1.C. to be pulled from the meeting agenda. Councilmember Mendoza supported LeBaron's request to pull Item No. 1.C.
Mayor Vasquez announced Item No. 1.C will be discussed and acted on towards the end of the meeting agenda.

Mayor Vasquez introduced Jordan Marks, County Assessor / Clerk-Recorder to provide his presentation. Marks responded to Councilmember questions/comments. • Lemon Grove Fire Department Annual Update
Mayor Vasquez introduced to Fire Chief Bent Koch to provide his presentation. Koch and Deputy Fire Chief of Operations Todd Nelson provided the Annual Update. Koch and Nelson responded to Councilmember questions/comments.

City Manager Romero announced that a Special Meeting (Stormwater Management Workshop) of the City Council will be held on Tuesday, March 26, 2024 at 6:00 p.m. Romero stated continued deliberations on labor negotiations with AFSME 127 will be on the next Council agenda under Closed Session. Lastly, she mentioned Public Works Director Izzy Murguia is and has continued to work with homeowners affected by the January 2024 Winter Storms.
Mayor Vasquez recessed the Council into a five (5) minute recess at 7:42 p.m.
Mayor Vasquez reconvened the meeting at 7:47 p.m.

1.C Lease Agreement with Thrive Lemon Grove for Farmers Market at Tregenza Heritage Park
Action 1 (Under Changes to the Agenda): Tabled and moved to the end of the meeting agenda.

1.D Consideration of a Resolution Authorizing Emergency Road Repairs for the 6400 Block of Federal Blvd (4/5th Vote Needed)
Action: Adopted Resolution No. 2024-4004 Authorizing Emergency Road Repairs for the 6400 Block of Federal Blvd: (1) The public interest and necessity demand immediate expenditure of public money to safeguard life, health or property, and the City Council and/or the City Manager may expend any sum required in the emergency for the construction or completion of any building structure or improvement without submitting the expenditure to bid; and (2) The emergency will not permit a delay resulting from a competitive solicitation for bids, which is necessary to respond to the emergency; and (3) Finding the project exempt from the California Environmental Quality Act pursuant to Section 15301(a) (existing facilities) of the State CEQA Guidelines.

Partial Vacation of an Open Space Easement at 7015 Lermas Court Councilmember LeBaron left the dias at 7:48 p.m.

City Clerk Pablo stated all notices as required by law have given and all documents and corresponding exhibits have been provided.
City Attorney Steinke requested Councilmembers to disclose any conflicts of interest or ex-parte communications. Chair Vasquez, Mayor Pro-Tem Gastil, Councilmember Mendoza and Councilmember Snow each stated they had no conflicts.
City Attorney Kristen Steinke presented the staff report.
Mayor Vasquez opened the Public Hearing at 7:50 p.m.
Mayor Vasquez introduced Izzy Murguia, Public Works Director to present the staff report.
Councilmember LeBaron returned to the dias at 7:54 p.m.
