Call to Order
Mayor Vasquez called the Special City Council meeting to order at 6:05 p.m.
Roll Call
Mayor Racquel Vasquez, Mayor Pro-Tem Jennifer Mendoza, Councilmember Alysson Snow, Councilmember Liana LeBaron and Councilmember George Gastil.
Absent: None
Staff Members Present
City Manager Lydia Romero, Deputy City Attorney Tim Campen, City Clerk Joel G. Pablo, Public Works Director Izzy Murguia and Senior Management Analyst Portland Bates.
Rick Engineering (Consultants): Contract City Engineer Ed Walton, Project Manager Andrew Thies and Principal Brendan Hastie.

Councilmember Gastil led the Pledge of Allegiance.
Study Session
1. Community Workshop Discussion Item - Stormwater Management (Storm Drains) Lydia Romero, City Manager provided introductory remarks and introduced Public Works Director Izzy Murguia.
Public Works Director Murguia provided an overview of the Storm Drain System Overview; and Background on Drainage System in Lemon Grove. Project Manager Andrew Thies provided an overview of the Drainage Master Plan. Murguia continued with the presentation covering Public Drainage vs. Private Drainage Systems and Storm Damage Assistance.

Mayor Vasquez opened the public comment period.

Mayor Vasquez closed the public comment period. At the completion of the public comment period, Council discussion ensued and provided closing thoughts.
Adjournment
There being no further business to come before the City Council, Mayor Vasquez adjourned the meeting at 9:25 p.m. Mayor Vasquez mentioned that the next regularly scheduled meeting of the City Council will be on Tuesday, April 2, 2024 at 6:00 p.m.
