SPECIAL MEETING - JOINT MEETING
Lemon Grove School Board and the Lemon Grove City Council Roberto Alvarez Auditorium: 3121 School Lane, Lemon Grove, CA 91945 Tuesday, August 20, 2024 at 6:00 p.m.
1. OPENING FUNCTIONS
A. Call to Order
The Special Meeting was called to order by Board President Dr. Javier Ayala at 6:04 p.m.
B. School Board: Roll Call and Establishment of Quorum
School Board Members Present: Board President Dr. Javier Ayala, Board Vice-President Dorinda Miller, Board Member Yajaira Preciado, Board Member Cheryl Robertson and Board Member Jasmin Smith. Quorum Established.
Staff Members Present: Superintendent Dr. Mariana Vinson and Executive Assistant Michelle Flores
C. City Council: Roll Call and Establishment of Quorum
City Council Members Present: Mayor Raquel Vasquez, Mayor Pro-Tem Jennifer Mendoza, Councilmember Liana LeBaron, Councilmember Alysson Snow and Councilmember George Gastil. Quorum Established.
Staff Members Present: City Manager Lydia Romero, City Attorney Kristen Steinke, City Clerk Joel G. Pablo, Lt. Joseph Barry, San Diego County Sheriff's Department and Fire Chief of Operations Todd Nelson, Heartland Fire.
D. Pledge of Allegiance
Board Member Yajaira Preciado led the Pledge of Allegiance.
E. Public Comment: Agendized Items

F. School Board: Approval of the Agenda
1 ACTION: Motion by Board Member Robertson, second by Board Member Smith to approve the published meeting agenda.
The motion passed on a vote, to wit:
AYES: Smith, Robertson, Preciado, Miller, Ayala
NOES: None
ABSENT: None
G. City Council: Approval of the Agenda
ACTION: Motion by Councilmember Gastil, second by Mayor Pro-Tem Mendoza to approve the published meeting agenda.
The motion passed on a vote, to wit:
AYES: LeBaron, Snow, Gastil, Mendoza, Vasquez
NOES: None
ABSENT: None
2. INFORMATION/DISCUSSION ITEMS
A. Lemon Grove School District: Expanded Learning Program: After School Offerings Dr. Vinson provided introductory remarks and introduced Christin Paloma, Expanded Learning, Director of Expanded Learning Program, Tasha Whitley, Regional Supervisor and Alita Acianoah, Assistant Principal who provided the presentation.
School Board Members and City Councilmembers directed questions/comments to School District Staff.
B. Lemon Grove School District: Overview and Bonds
Dr. Mariana Vinson, Superintendent presented the report.
School Board Members and City Councilmembers directed questions/comments to School District Staff.
C. City of Lemon Grove: Sales Tax
City Manager Lydia Romero presented the report.
School Board Members and City Councilmembers directed questions/comments to City Staff.
D. Lemon Grove School District: Updates and Expanded Partnerships Dr. Mariana Vinson, Superintendent presented the report. 2 School Board Members and City Councilmembers directed questions/comments to City Staff.
3. ACTION
A. Resolution of the City Council of the City of Lemon Grove No. 2024-4050 and the Governing Board of the Lemon Grove School District No. 2024-25-11 to Jointly Affirm our LGBTQIA+ Community and Recognize LGBTQIA+ Pride Month Board President Dr. Javier Ayala Board Member and Superintendent Dr. Mariana Vinson introduced the item. Board Member Cheryl Robertson and Mayor Vasquez provided background information.
The City Council and the School Board recessed at 8:16 p.m. and reconvened at 8:21 p.m.
ACTION: Motion by Mayor Pro-Tem Mendoza, second by Councilmember LeBaron to adopt Resolution No. 2024-4050.
The motion passed on a vote, to wit:
AYES: LeBaron, Snow, Gastil, Mendoza, Vasquez
NOES: None
ABSENT: None
ACTION: Motion by Board Member Roberson, second by Board Member Preciado to adopt Resolution No. 2024-25-11

There being no further business to come before the School Board, Board President Dr.
Javier Ayala adjourned the meeting at 8:25 p.m.
B. City Council: Adjourn
There being no further business to come before the City Council, Mayor Raquel Vasquez Adjourned the meeting at 8:25 p.m.
