REGULAR CITY COUNCIL MEETING
Call to Order
Mayor Snow convened the City Council meeting at 6:00 p.m.
Roll Call
Mayor Alysson Snow, Mayor Pro-Tem Jennifer Mendoza, Councilmember Steve Faiai, Councilmember Jessyka Heredia, Councilmember Yadira Altamirano
Absent: None
Staff Present
City Manager Lydia Romero; City Attorney Kristen Steinke; City Clerk Joel G. Pablo; Public Works Operations and Administrative Manager Tom Martin; Finance Director Stacey lang; Lieutenant Joseph Barry and Sergeant Steve Sepulveda, San Diego County Sheriff's Department Senior Management Analyst Portland Bates; and Deputy Fire Chief of Operations Todd Nelson and Fire Chief Bent Koch, Heartland Fire & Rescue.

Mayor Snow called for a moment of silence in honor of former La Mesa Mayor Art Madrid, who passed away on June 6, 2025.
Reports to Council
Fiscal Year 2025-26 General Fund Draft Operating Budget [Item Continued from the Regular City Council meeting on Tuesday, June 3, 2025] Mayor Snow introduced the item by title and welcomed City Manager Lydia Romero to provide introductory remarks.
Finance Director Stacey Tang presented the staff report, followed by a brief overview from City Manager Romero regarding the operations of the Lemon Grove Sheriff's Substation.
Lieutenant Joseph Barry and Sergeant Steve Sepulveda concluded the presentation with a summary of the responsibilities of the Community Oriented Policing and Problem Solving (COPPS) Deputy.
Mayor Snow opened the floor for public comment. No public comments were received.
Round 1: Councilmembers directed questions/comments to staff.
Round 2: Councilmembers directed questions/comments to staff.
Discussion ensued and the Council provided general direction directing the City Manager and Finance Director to finalize the Fiscal Year 2025-26 Budget and prepare a report for subsequent Council adoption at its June 17, 2025 Regular City Council meeting.
6. Discuss and Advise 2025-2026 City Council Priorities and Work Plan [Item Continued from the Regular City Council meeting on Tuesday, June 3, 2025] Mayor Snow introduced City Manager Lydia Romero to present the Staff Report.
Mayor Snow opened the public comment period.

Discussion ensued and the Council provided general direction to the City Manager to finalize the list of agreed upon Fiscal Year 2025-2026 City Council Priorities and Work Plan and prepare a report for subsequent Council adoption at its June 17, 2025 Regular City Council meeting.
Mayor Snow recessed the City Council meeting at 8:40 p.m. Mayor Snow reconvened the meeting at 8:50 p.m. with all Councilmembers present.

Mayor Snow introduced the item by title.
Human Resources Manager Roberto Hidalgo presented the staff report.
Mayor Snow opened the public comment period. No comments were directed to the Council.

Action: Moved by Councilmember Heredia, second by Mayor Pro Tem Mendoza to: Adopt Resolution No. 2025-4109 entitled, "A Resolution of the City Council of the City of Lemon Grove, California, establishing the Fiscal Year 2025-26 City The motion passed on a vote of:
AYES: Faiai, Altamirano, Heredia, Mendoza, Snow

Mayor Snow announced the following upcoming events:
June 18, 2025 - Juneteenth celebration at 10:00 a.m. in front of City Hall.
June 25, 2025 - Pride Month Recognition Event
City Council Reports on Meetings Attended at the Expense of the City - None. Reports are scheduled to be heard at the Regular City Council meeting on June 17, 2025.

Adjournment
There being no further business to come before the City Council, Mayor Snow adjourned the meeting at 9:02 p.m. and announced that the next regular City Council meeting will take place on Tuesday, June 17, 2025 at 6:00 p.m.
