Item No: 5-1
To: Lemoore City Council
From Michelle Speer, Assistant City Manager/Administrative Services Dir.
Date: January 11, 2022 Meeting Date: January 18, 2022
Subject: Additional Position and Revision of Existing Positions in Support of Succession Planning for the Public Works Department
Strategic Initiative:
☐ Safe & Vibrant Community ☐ Growing & Dynamic Economy
☒ Fiscally Sound Government ☒ Operational Excellence
☐ Community & Neighborhood Livability ☐ Not Applicable
Proposed Motion:
Approval of the addition of one position, revision of one allocated position, revision of the city’s salary schedule, and position allocations, and authorize the City Manager, or designee, to execute all related actions for Public Works succession planning.
Subject/Discussion:
Frank Rivera, Public Works Director, is responsible for the oversight of five (5) city divisions; Water, Wastewater, Streets, Fleet and Refuse. Mr. Rivera has informed City management that he intends to retire from the City within the next 18 months. In order to ensure that the City of Lemoore can make a seamless transition to its next Public Works Director, city management is recommending the following actions:
• Creation of an Assistant Public Works Director position. This position will be created and added to the City’s position allocation within the Public Works Department (4230), and assigned a salary range of 116 ($86,481 - $110,374). It is the intent of city management to offer this as an internal recruitment to allow for internal promotion and training.
• Revision of City’s salary matrix to include a salary range for a Public Works Inspector I and II. The current salary matrix included the salary for a Public Works Inspector. The City has been unsuccessful in recruiting for a public works inspector 33 (experience required) and has thus created a Public Works Inspector I/II. The Public Works Inspector I level is a trainee level position, with a recommended salary range of 47 ($43,526 - $55,551). The salary level for the Public Works Inspector II is 57 ($48,080 - $61,363) and is unchanged from the current salary schedule. The intent of city management is to offer the Public Works Inspector I as an internal recruitment to allow for internal promotion and training.
The recommended changes are necessary in order for the public works department to have cohesive and efficient delegations of duties, as well as to help prepare for significant transitions when the current public works director retires. In the past, city management has either absorbed the workload of outgoing directors or hired contractors and delegated duties to other management staff. The decisions were based on lack of funds and the need to assist in alleviating the burden to the general fund. However, in this case, the Public Works Director is responsible for five (5) divisions, and the workload is too great to disseminate. In order to best prepare the City for the future transition, adding an Assistant Public Works Director would significantly help reduce the work product required by a singular position.
The 2022 annual budget already includes the salary and benefits for a full time public works inspector. The recommended changes for the position are a result of four (4) failed attempts at hiring the position. After lengthy discussions with management staff, it is recommended that the new salary band for Public Works Inspector I/II be created in order to allow for recruitment, promotion and training of current city staff. Frank Rivera currently serves as the public works inspector for all city projects, and recruitment for a level 1 position will afford the individual with the opportunity to receive on-the-job training from the incumbent. The resulting change would be a savings compared to the adopted budget.
Financial Consideration(s):
All positions within the public works department are included in the year-end process of cost allocation. Cost allocation is the mechanism by which the general fund is reimbursed for the cost of providing services to enterprise funds; water, wastewater and refuse.
Simply stated, costs associated with the public works department (4230) are not borne exclusively by the general fund. The percentage that is assigned to each of the enterprise funds varies each year and cannot be expressed in precise values until the close of each fiscal year. If the changes recommended are approved by City Council, there will be an increase to the general fund expenditures for FY 2022, however, some of those expenses will be reimbursed at the close of the fiscal year.
Alternatives or Pros/Cons:
Pros:
• Additional personnel to assist the current Public Works Director • Continuity of operation
• Promotional opportunities for existing staff
Cons:
• Additional expenditures for FY2022
34 Commission/Board Recommendation:
Not Applicable
Staff Recommendation:
Staff recommends that City Council authorize the recommended changes in order to effectuate a smooth transition for the Public Works Department.

KEY FACTORS THAT SET US APART FROM COMPETITORS
Some of the key factors that set us apart from our competitors are listed below. We offer a number advantages over large firms:
As a small firm, we take on a limited number of projects at a time, in which to focus on the needs of the client and complete projects on schedule.
We are collaborative, flexible, and accommodating, and will always put the relationship with the client first.
We are highly responsive and accessible to clients, employees, and candidates including evenings and weekends; and provide a level of personal interaction that is meaningful and provides value.
We do not use “canned” work products. Every assignment is unique and customized to meet the client’s needs.
We do the work ourselves. We will not only serve as project lead, but will also conduct all aspects of the work personally including interviews, field visits, data collection, analysis, report writing, presentations, and recommendations.
We have a combined unique background that includes extensive managerial experience in the public sector. We understand your work, and are able to effectively provide creative and viable options.
We provide extensive and detailed data collection and analysis, specific to the outcomes that the client desires to achieve.
We are well connected and have extensive relationships from which to draw upon in performing executive searches.
We meet project schedules and established deadlines, within budget. We make a strong personal commitment to the organization to provide a thorough process that will achieve the intended outcomes.
We utilize our own practical experiences and knowledge of the industry in making realistic and viable recommendations to solving staffing and operational issues. 51 6
