Mayor Joiner requested the language also be changed from calendar year to a rolling year. Ms. Mollenkopf stated that these changes are significant enough that this item should be continued, date certain, to the next City Council meeting. Mayor Joiner asked if there were any members of the public in attendance that would like to make a comment and had the following comment:

a) Zerlinda Melville, a Lincoln resident, asked how the absences would be counted for the committees that are on a quarterly schedule and why a CEQA exemption would apply.

Ms. Mollenkopf stated one absence without cause (she explained the cause exemption in the ordinance) for a quarterly committee would be 25% and would be subject to removal and also the CEQA exemption. NO ACTION TAKEN, ITEM CONTINUED DATE CERTAIN TO NEXT MEETING.

10. GENERAL BUSINESS

10.A. WORKSHOP - Village 5 Fiscal Analysis & Tax Sharing.

Sean Scully, City Manager, gave a brief PowerPoint presentation, made a part of these minutes by mention thereof. Mr. Scully explained the PowerPoint contained three scenarios: (1) residential/commercial ratio exactly as adopted by City Council; (2) more residential and less commercial than what was adopted by City Council; and (3) no commercial and only residential development. He continued that Staff would provide two additional scenarios when the Village 5 Fiscal Analysis & Tax Sharing Agreement comes before City Council for approval. A brief City Council discussion ensued regarding: a breakdown of Placer County’s costs; the ability to change the tax breakdown if conditions change in the future; how the Community Facility Districts factor into the tax agreement discussion; and what the percentages are for each scenario. Mayor Joiner opened the discussion to the public with the following comments:
a) Zerlinda Melville, a Lincoln resident, asked how much of the property tax would fund the City’s Public Safety staffing.
b) Albert Scheiber, a Placer County resident, asked if all of the property taxes go to Public Safety staffing will the City still have a shortfall.
c) Melanie Borchardt, a Lincoln resident, asked how the Public Safety staffing levels were determined.

Sean Scully, City Manager, briefly responded to the above questions.

11. COUNCIL INITIATED BUSINESS
Councilmember Andreatta requested and received City Council consensus to direct Staff to research the bright green crosswalks that are used in City of Roseville to see if they would work in Lincoln.

12. INFORMATION ITEMS
