Regular Meeting Minutes
February 13, 2024
The following guiding principals were agreed upon by Council:
• Strive to make decisions that are in the best interests of the community as a whole and to work for the common good, not personal interest. • Create an atmosphere of respect and civility where members of the public, City staff and Councilmembers are free to openly express their ideas and concerns. • Prepare in advance of Council meetings, be familiar with issues on the agenda and, to the greatest extent possible, ask questions of the City Manager before meetings so everyone is fully prepared, and no one is taken by surprise. • Participate fully in Council meetings and other public forums while demonstrating respect, consideration and courtesy to others.
• Focus discussions and decisions on the facts and merits of each matter, not on personalities and biases.
• A request for more information on an issue before the Council is appropriate and, whenever possible, that request will be made prior to the Council meeting. • Articulate dissenting opinions for the benefit of the Council and community. • Disagree agreeably and professionally and to not use inappropriate language, tone or non-verbal gestures or make personal attacks.
• Praise in public, criticize in private.
• Respect the proper roles of elected officials and City staff in ensuring open and effective government and communicate through the City Manager. • Share information with other Councilmembers and City staff and avoid surprises. • Conduct an annual review of these Guidelines as a part of the Strategic Planning/Update process, with the Mayor reviewing the Guidelines with newly elected Councilmembers
