OPEN SESSION MEETING
The meeting was conducted in person at City Hall, 600 6 th Street, Lincoln, CA, and virtually on Zoom with a Live Stream on the City of Lincoln YouTube Channel and WAVE Channel 18.
1. CALL TO ORDER by Mayor Pearl at 3:05 PM.
2. ROLL CALL: Councilmembers present: Mayor Richard Pearl Ben Brown
John Reedy
Absent: Holly Andreatta
3. PLEDGE OF ALLEGIANCE – led by Phil Rodriguez
Mayor Pro Tem Whitney Eklund arrived at 3:06 PM.
4. PUBLIC COMMENT ON NON-AGENDA ITEMS WITHIN THE SUBJECT MATTER

None.
5. DISCUSSION ITEM
5.A Open Space Policy Discussion
City Manager Sean Scully began the presentation to the Committee and Interim City Attorney Douglas White provided comments and answered questions throughout the presentation.
Mayor Pearl opened the discussion on the agenda item. The following public comment was received:
Jerry Johnson, Planning Commissioner, via Zoom
Tony Frayji, consultant, via Zoom
Phil Rodriguez, developer
The Planning department was present at the meeting and made comments and suggestions to council during the discussion.
Council provided direction to staff.
6. ADJOURNMENT
Mayor Pearl adjourned the meeting at 4:24 PM
