Item Number 5.A

STAFF RECOMMENDATION:

Adopt a Amendment to Resolution 2026-104 declaring an election to be held on November 3, 2026; requesting the Placer County Board of Supervisors to consolidate the election with any other election conducted on said date; requesting a boundary adjustment for newly annexed area to be included in City Council District 3 and requesting election services by the Placer County Clerk.

BACKGROUND/INTRODUCTION:

On June 23rd, 2026 the Lincoln City Council passed a resolution as required by the Elections Code that the governing body of the local agency to issue a resolution calling the election and, if desired, request the County Board of Supervisors to consolidate the General Municipal Election with the Statewide General Election being held on the same date and conducted by the County Registrar of Voters.

On July 16th, 2026, County Elections staff notified the City of Lincoln that an omission was identified with a boundary change to City limits that had been completed after the last election period. Working collaboratively with County Election Officials, staff have identified the new boundary area (Village 5A) and pursuant to the municipal code, an amended map has been generated proposing that the newly annexed area be included in City Council District 3.

The municipal code states that newly annexed areas shall be incorporated into one (1) existing Council district that is contiguous to the newly annexed area. In this case, the most logical district would be District 3 which has the most contiguous connection in addition to the

STAFF REPORT
4 fact that Highway 65 serves as a delineating boundary that encompasses more of District 3 than any other Council district.

No other changes are requested from the County Election office other than the proposed boundary change. All other requests that have previously been filed with the elections office (District 1 and 2 elections, consolidation with other elections and measure placement) remain unchanged and have already been accepted by the elections office.

FISCAL IMPACT:

The cost estimate for the 2026 election is estimated at $78,000 and is included in the proposed FY 2025/27 Biennium Budget, under account 60002030-50400 (Internal Services Fund - Professional Services). The City will pay actual costs based on the number of registered voters at the time, once the final invoice is received from Placer County.
