ACTION & RECOMMENDATION
Consider the Acceptance of Proposals Received for the Hermosa Street Improvements Project and Award Contract to Terra West Construction.

BACKGROUND | ANALYSIS
It is Staff’s goal to reconstruct and make improvements to Hermosa Street from Homassel Avenue to Foothill Avenue.

Staff diligently advertised the project as follows:

1. Staff released the Request for Proposal (RFP) on August 2, 2022, via email to four Builders Exchanges. These Builders Exchanges include Tulare-Kings Co, CEN-CAL Construction, ISQFT Construction Content and Construct Connect.

2. The “Notice of Inviting Bids” for this RFP was published in the Porterville Recorder on July 29, 2022, as well as advertised on the City of Lindsay website on August 01, 2022.

There were a total of 8 RFP’s received and acknowledged by the City. The three lowest bidders were acknowledged below.

Staff recommends that Council consider accepting the RFP’s that were received and award the contract to Terra West Construction, Inc for the Hermosa Street Improvements Project for a total amount of $1,463,432.00.

ACTION & RECOMMENDATION
Consider the Acceptance of Proposals Received for the Water Main Replacement: Lafayette Avenue and Sycamore Avenue Project and Award Contract to 99 Pipeline, Inc.

BACKGROUND | ANALYSIS
It is Staff’s goal to replace two water mains located on Lafayette Avenue and Sycamore Avenue. The water main on Lafayette Avenue will cover Tulare Road to Sierra View Street. The water main on Sycamore Avenue will cover Tulare Road to Alameda Street.

Staff diligently advertised the project as follows:

1. Staff released the Request for Proposal (RFP) on July 18, 2022, via email to four Builders Exchanges. These Builders Exchanges include Tulare-Kings Co, CEN-CAL Construction, ISQFT Construction Content and Construct Connect.

2. The “Notice of Inviting Bids” for this RFP was published in the Porterville Recorder on July 19, 2022, as well as advertised on the City of Lindsay’s website.

There were a total of 4 RFP’s received and acknowledged by the City. The three lowest bidders were acknowledged below.

Staff recommends that Council consider the accepting the RFP’s that were received and award the contract to 99 Pipeline, Inc. for a total amount of $481,826.00 September 13, 2022 Regular Meeting of the Lindsay City Council
