Methods of Sharing

ACTION & RECOMMENDATION
Consider the Appointment of a New Tulare County Association of Governments (TCAG) Alternate Representative.

BACKGROUND | ANALYSIS
The City Council last appointed representatives to various boards, agencies, and committees on January 25, 2022. At said meeting the Council appointed Mayor Pro Tem Cerros to serve as the Alternate Representative on the Tulare County Association of Government (TCAG) Board of Governors. The Board of Governors directs Tulare County Association of Governments (TCAG) and is composed of one representative from each of the eight cities, five members of the County Board of Supervisors, three members-at-large, and one representative of public transit.

On June 28, 2022, the Council also nominated the Mayor Pro Tem to serve as the TCAG Transit Representative. Per the Committee’s policies, the elected official receiving the highest number of votes would be appointed as the member; the person with the second highest number of votes would have the opportunity to serve as the Transit alternate on the Board. Mayor Pro Tem Cerros, received the second highest number of votes and was then appointed as the TCAG Transit Alternate Representative.

In October of 2022, City staff was made aware that per Committee by-laws and Policies, the Mayor Pro Tem could not serve as both the TCAG Board of Governors Alternative Representative and the Alternate TCAG Transit Representative. The TCAG Board of Governors by-laws is attached to this report and reads as follows “Representation of each political subdivision may be by a regular delegate or an authorized alternate. The authorized alternate shall be a member of the designated representative organization and shall be appointed by the authority designated in Section 1…”. Section 1 of said by-laws lists that the City of Lindsay Member and Alternate Member are appointed by the City Council.

Staff recommends that Council appoint a new Alternate Representative to the TCAG Board of Governors.

The TCAG Board of Governors meets the third Monday of every month at 1:00 PM in-person or via teleconference. The next meeting will be held on Monday October 17, 2022, at 1:00 PM in-person and via teleconference.
