SPECIAL MEETING MINUTES
Lindsay Council Chambers Thursday, July 30, 2026
251 E Honolulu St., Lindsay CA 93247 6:00 p.m. – Regular Meeting Proper notice of this meeting was given pursuant to Government Code Section 54954.2 and 54956.
STAFF PRESENT: City Attorney Megan Crouch, City Clerk/ Human Resource Manager Miranda Cordova, Director of Public Safety Nicholas Nave, Director of Finance Soledad Ruiz-Nunez, Director of Parks & Recreation Services Armando da Silva, Director of Public Works Dario Dominguez, Executive Assistant/ Deputy City Clerk Dalee Chang, City Services Maintenance Supervisor Marshall Chairez and Recreation Coordinator Gustavo Arredondo.
1. CALL TO ORDER
Mayor Villarreal called to order the regular meeting of the Lindsay City Council at 6:00 p.m. in the Council Chamber located at 251 E. Honolulu St.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Villarreal.
3. ROLL CALL
Council Present: Mayor Villarreal
Mayor Pro Tem Soria
Councilmember Nave
Councilmember Sanchez
Absent: Councilmember Flores
4. APPROVAL OF AGENDA
It was motioned by Mayor Pro Tem Soria, seconded by Councilmember Nave, and unanimously carried to approve the agenda to 3-0.
5. PUBLIC COMMENT PERTAINING TO EXECUTIVE (CLOSED) SESSION ITEMS – Comments are limited to items to be discussed in closed session. Speaker will be allowed three minutes each per item. In fairness to all who wish to speak, public comment is limited to a total of fifteen minutes with each speaker being allowed three minutes, unless otherwise extended by Council. Please begin your comments by stating your name and providing your city of residence.
The Public comment period was held. There was no public comment.
6. EXECUTIVE (CLOSED) SESSION – At 6:01 P.M.
*Councilmember Sanchez arrived during executive closed session.
6.1 Public Employee Discipline/Dismissal Release (§ 54957)
7. 6:51 P.M. RECONVENE FROM CLOSED SESSION
8. CLOSED SESSION REPORT
Council returned from closed session at 6:51pm. City Attorney Megan Crouch reported that the Council voted 4–0 to accept the resignation of City Manager Kuyler Crocker, and subsequently voted 4–0 to appoint Dario Dominguez as Acting City Manager.
13. ADJOURNMENT
The regular meeting was adjourned at 6:56pm.
