8. COUNCIL REPORT
Mayor Pro Tem Soria reported that vendor license checks are in place, which is especially important as the city prepares for the Saturday Market. He attended the National Night Out event, noting its strong turnout, and thanked Public Safety, law enforcement, and partner organizations. He thanked City Services for the ongoing work on the west-side project, noting improvements to streets, sidewalks, and parks, though large branches at Harvard Park may need inspection. He asked residents to remain patient during construction and emphasized enforcing safety rules, when necessary, especially regarding accidents involving e-bikes. He concluded by stating that Lindsay’s success depends on teamwork, accountability, and bringing new resources and businesses to the community.
Councilmember Nave reported a productive meeting with the USDA’s California State Director regarding funding opportunities, noting USDA’s willingness to work with Lindsay. She attended National Night Out and commented on the heat and crowded pool. She addressed e-bike and e-scooter safety at a school board meeting. All parents have been notified that these devices are no longer allowed at K–8 sites due to rising injuries reported by Valley Children’s Hospital.
She also shared that volleyball has returned to the city for the first time in many years and thanked Armando and his team for supporting the program.
Mayor Villarreal reported attending National Night Out, the theater raffle event, and the Healthy Start backpack giveaway while representing Kiwanis. She also attended the pool party featuring dogs swimming with their owners. She noted that SCCA has spayed and neutered more than 500 animals locally. She will attend TCRTA and TAG meetings on Monday and report back. She announced the upcoming Kiwanis Reverse Dinner, with tickets priced at $100 per couple and a chance to win over $2,000.
9. PUBLIC COMMENT
The public comment period was opened. The following comments were received:
Diana Hurta reported that the Senior Center is growing but relies heavily on volunteers who are covering many costs themselves. She expressed serious concerns about the poor quality of the food being provided and questioned whether the vendor is fulfilling its contract. She also noted the lack of a clear budget for Lindsay’s Senior Center, which makes planning activities difficult and forces volunteers to fund supplies on their own. She urged the city to review whether the current provider is adequately serving the senior population.
10. CITY MANAGER REPORT
Acting City Manager Dominguez reported that the tree-maintenance RFP is out, with proposals due September 2, and another RFP for the lighting and landscape districts will be released soon. The various streets paving project is progressing well with strong coordination and minimal traffic impacts; phase one is nearly complete, and additional streets will follow. Pool Deck and Well 11 are moving through final documentation and pre-construction steps. He noted positive feedback on the city's coordination and was optimistic project funding for Well 11may be secure, with additional funding request likely to be approved soon.
