REQUESTED PROCLAMATIONS
Live Oak City Council
9955 Live Oak Boulevard
Live Oak, California 95953
Dear Honorable City Council Members,
In 1987 the first Domestic Violence Awareness Month was observed. In 1989 Congress passed Public Law 101-112 officially designating October as National Domestic Violence Awareness Month.
October is here and once again we are asking for your support. Each year we come before you and ask that you proclaim October as Domestic Violence Awareness Month with a proclamation. Each year you have shown your support to the abused and battered women, men and children of our community through your proclamation.
We know that as one we can make a difference in someone’s life. Working together as a team we can make a difference in creating hope, health and healing in our community, through prevention, intervention and education programs.
I have included a sample proclamation with this request. Purple is the symbolic color for Domestic Violence Awareness Month. We invite you to wear a purple ribbon during the month of October.
Another way to turn our communities purple is to replace your outside lights with a purple light bulb for the month of October. This will be evidence of your personal commitment to ending the tragedy of domestic violence, as well as your support of those individuals and agencies that daily fight the battle. I hope that we can be on your board meeting calendar the first meeting in October. We appreciate the support you have provided in the past and look forward to your continuing partnership in the future. If you have any questions, you can reach me (530) 674-5400. Thank you again for your support.
Sincerely,
Mina York

Title: Approval of New Contract with Raney Planning and Management, Inc. for Staff and Project Based Planning Services
Contact Information: Aaron Palmer, City Manager
Location: City Wide
Background: Earlier this year, Raney Planning and Management, Inc. (Raney Planning) informed the City that they wanted to get back to their core service of providing project planning services. They desired to move away from providing day-to-day staffing services for planning departments. The City hired Raney Planning in December 2017 to provide day-to-day contract staff planning services. The City included in the Fiscal Year 2023-24 Budget a full-time Senior Planner to take over the day-to-day planning duties. The City is actively recruiting for this position. Raney Planning will continue to perform the day-to-day planning services until a senior planner has been hired.
Fiscal Impacts: Raney Planning's hourly charges are provided in their proposal. The average number of staff hours they billed over the last 12 months was 42 hours per month for general planning services. Any special projects are billed to specific project or grant funding.
Recommendation: Approve a new services contract with Raney Planning and Management, Inc. for staff and project based planning services.

City of Live Oak Planning Services Scope of Work
14 June 1, 2023
Aaron Palmer, City Manager
City of Live Oak
9955 Live Oak Blvd.
Live Oak, CA 95953
Re: Scope of Work to Provide On-Call Planning Services for the City of Live Oak Dear Mr. Palmer:
On behalf of Raney, a division of Raney Planning & Management, Inc., I am pleased to submit the following scope of services for on-call planning services in the City of Live Oak, California.
PROPOSED APPROACH TO PROVIDING PLANNING SERVICES
Senior Planner, Kevin Valente, AICP has served as the City of Live Oak Planning Manager since 2017 and the current pm-call planning services contract will expire on June 30, 2023. The City is in the process of hiring a new Planning Manager or Senior Planner. Raney has provided the following scope of work to provide on-call planning services.
Raney is proposing to provide on-call planning services for the City of Live Oak including training and guiding the new Planning Manager or Senior Planner during this transition and the processing of development applications as determined by the City of Live Oak.
Raney’s approach to providing planning services is to work closely with City planning staff in order to facilitate the development review process and encourage economic development. Raney will review and process development applications in a timely fashion that is both transparent and consistent with City policies, as well as implement policy direction from the City Council. As an extension of City planning staff, Raney will be dedicated to the needs of the City. For active applications, Raney will have a schedule and plan in place that clearly outlines the steps necessary to complete the planning review. Raney will attend City staff meetings as needed, provide updates on projects, identify upcoming issues and offer potential solutions. Raney is experienced in working in a collaborative manner and will identify the most effective and efficient plan to accomplishing the goals and objectives of the City.
As directed by the City Manager, Raney will develop a project-based budget for each assignment that allows the City to recover any project-related costs by billing the project applicant against the project. A scope, schedule, and budget will be prepared and approved by the City Manager for each of these types of projects and invoices to the City will clearly identify the project and work accomplished. The tasks will be summarized in the Technical Scope of Services and costs by task will be included in a cost spreadsheet. The costs will be based on the estimates of time for each task provided in the chart. Costs will be billed on a time and materials basis up to the maximum established budget for each phase, following Raney standard billing rates as outlined in Attachment A: Raney 2023 Billing Rates.
15 DEVELOPMENT APPLICATION PLANNING SERVICES
The following describes the process by which Raney typically follows to provide planning services for projects involving entitlement reviews/requests or application processing.
Project Initiation
The objective of this task is to coordinate with City staff to receive all project information related to the project for planning services. In addition, Raney will establish communication protocols and budget for the processing of the project and provide a project-specific scope of work.
Application Review
The objective of this task is to perform a site visit, if necessary, and review the applicant’s application materials for completeness and consistency with the City’s adopted plans and policies as well as State Law requirements. In addition, Raney will review the project against applicable zoning requirements. If required, Raney will prepare a Letter of Completeness/Incompleteness to the applicant following the application review. If a Letter of Incompleteness is necessary for a project, Raney would work with the applicant to resolve the issues, as needed. Additionally, Raney will coordinate with City staff to route the application to appropriate City departments and outside responsible agencies for review. In addition, Raney would coordinate with the City to determine whether CEQA documentation is required.
Agency Coordination
The objective of this task is to coordinate with outside agencies, if necessary, and appropriate departments and agencies such as City Departments and public service providers, including LAFCo if necessary, throughout processing of the project to ensure all requirements are met.
Prepare Staff Reports and Other Required Documentation for Entitlement Activities The objective of this task is to summarize the findings of the application review and required conditions of approval and to prepare the necessary staff reports for hearings, including ordinances and resolutions. Raney would prepare staff reports in the standard City format that contain all required findings, conditions of approval, ordinances, and resolutions. Raney would submit draft staff reports to the City for review prior to the public hearings, as well as revise the draft staff reports pursuant to City comments, if necessary.
Prepare Public Noticing
The objective of this task is to prepare the required noticing for the project approval hearing before the hearing on the project. Raney will coordinate with City staff to ensure the noticing is provided in accordance with California Government Code requirements and standard City processes.
Project Management, Meetings, and Hearings
The objective of this task is to ensure close, extensive coordination and interaction with City staff and the project team, as well as attend any meetings and hearings during the course of the project, as required. In addition, as part of project management, Raney would assist the applicant to address and resolve any issues that may arise during the projects review, as well as any public inquiries regarding the proposed project.
Other Planning Services
Depending on the type of project Raney has been asked to review, additional tasks may be necessary. For example, a project requiring a Development Agreement may require Raney to 16 3
negotiate the terms on behalf of City staff and to coordinate extensively with the City Attorney. A project requiring an annexation, may require coordination with LAFCo to ensure all LAFCo issues are addressed, and could even include the preparation of the annexation application or Plan for Services, as needed. Raney would coordinate with City staff at the project initiation step and include any of the other planning services needed specific to each project are included in the scope of work for each project.
Thank you for the opportunity to submit our scope of services for your consideration. We look forward to the continued opportunity to work with you and provide on-call planning services to the City of Live Oak. Please do not hesitate to contact me if you have any questions regarding this proposal.
Sincerely,
Kevin Valente, AICP, Senior Planner

Title: City Council Consideration to Advertise for Bids for City of Live Oak Pennington Road East Overlay Project
Contact Information: Scott Rolls, City Engineer
Location: Pennington Road, East of Highway 99 and Ryan Way Background: During budget and Capital Improvement Project discussions in May, the City Council directed staff to prioritize the improvement of Pennington Road east of Orchard Way, in front of the Middle School. Due to issues with the width of existing right-of-way on the north side of the street and the future plans to rehabilitate and potentially relocate the Pennington Road Sewer Lift Station, staff recommended an overlay rather than a complete streets type of reconstruction.
The Pennington Road East Overlay Project includes an overlay of Pennington Road from Orchard Way to east of J Street, curb ramp, curb, gutter and sidewalk and striping improvements on Pennington Road from Orchard Way east of J Street, pavement grinding and overlay of Pennington Road from the east end of the highway pavement improvements through the Larkin Road intersection, striping improvements from the east end of the highway pavement improvements through the Larkin Road intersection, and improving the Ryan Way alley between Ivy Street and Kola Street from the highway to Larkin Road.
Fiscal Impacts: The estimated construction and engineering cost is $478,000. Project funding is local street funding.
Recommendation: Authorize the City Engineer to advertise the City of Live Oak Pennington Road East Overlay Project.

business days.
If a lamp fails, please follow the same procedure

the product.
51 3
