I grew up in Livermore; after living in places like Dublin, downtown Walnut Creek and Lake Mary, Florida, I returned to Livermore in 2005 to raise my two boys with my husband of 22 years, a US Navy veteran and New York/Florida transplant who fell in love with my hometown of Livermore. It took moving cross-country for me to appreciate that the grass was greener back home (figuratively speaking)! I care about my hometown: As a home baker, I have shared many treats, baked with love, with friends, neighbors, small business owners and their staff to show I care about them. Hospitality is my passion; I hope that will shine through in all I do while serving on the Beautification Committee.

Tania Panarello
A Livermore native for 44+ years, I moved back to my hometown to raise my two boys with my husband, a US Navy veteran and New York native by way of Florida.
Since returning to Livermore in October 2005, I have shared many fond childhood memories and special places with my family, like Donut Wheel, Loard’s Ice Cream, May Nissen Swim Center, and the Rodeo Parade, while discovering new favorites together, like First Street Alehouse, Dan Good Cookies, and Wingen Bakery. We are frequent patrons of the reborn Vine Cinema, where I worked briefly while in high school.
Over the years, my family and I have come to enjoy the many amenities that Livermore offers: Fantasy Books and Games, Sunrise Mountain Sports, local breweries and ethnic eateries, various parks and playgrounds, and hiking, biking, and running trails at Brushy Peak, Holdener Park, Sycamore Grove, and Lake Del Valle, as well as throughout town.
I am passionate about Livermore and doing my part to contribute to its success in sharing what I love most about it with those we welcome to our amazingly diverse community!

What challenges do you see facing art (in terms of public access to, public support, or social value)?
I see challenges around how to address our new Cultural Arts Plan, which will guide our work for the next 5-10 years. There is also a financial challenge in how funding for the Arts Commission may change.
Coordination with our Poet Laureate & the many arts groups in Livermore is a continuing challenge, as well as how to better reach all sectors of our community: youth, all geographic districts, the many ethnic sub-groups that live in Livermore.

Question applies to Commission for the Arts
Selecting an artist is the most important part of the public art process. What procedure is likely to produce the best result?
1. Produce clear expectations of the selection process, including details about purpose, location, timeline, budge & any specific conditions or limitations of use. 2. Start well before other decisions are made which may affect the project. For example, working with architects, planners, city staff & builders. 3. Allow enough time to inform the public & gather input from specifically affected audiences & the general public.
For example, if a sculpture is to be installed at a location, talk with nearby businesses & residents. 4. Try to anticipate impact of project/event/arr work in terms of cost (installation, maintenance & repair over time) & public reaction.

Review the City Council's Goals and Priorities for Fiscal Years 2021-23 (You may review them here: https://www.livermoreca.gov/government/city-council/goals-priorities) Briefly describe how you anticipate this Advisory Body will assist the City Council in implementing the Goals and Priorities. (If you are applying for more than one Advisory Body, please include a response for each Advisory Body.)
I anticipate that this AB will assist the City Council in implementing these Goals and Priorities:
"Homelessness and Affordable Housing" - Establish a homelessness strategy, engaging local partners to develop a coordinated response, and expand diversity of affordable housing opportunities. Also "Modernization, Training and Workplace Enhancements" - Develop a systematic approach to modernizing the City's aging business systems, reviewing processes for alignment with industry best practices, and providing our workforce with the tools and training necessary to effectively deliver services to the community. It is clear that housing is a big focus, and the housing needs are still great. Also: I work and serve as a volunteer-leader at Las Positas College, our local community college, and we [and our CC District's Tri Valley Career Center] offer many opportunities for workforce development free of cost, including noncredit and apprenticeship programs, a new mini market (free food for students), career closet (free professional attire for students, coming soon), and a monthly pop-up drive-thru food pantry "The Market" (open to all); and we serve homeless residents and foster youth. There is potential for greater collaboration there.

It is my understanding that this advisory body is a forum for discussing social and human service needs in Livermore; supporting the work completed by local service agencies, submitting an annual report to the Council, providing advice on solutions to community needs; and recommending grant funding to nonprofit agencies that provide services to low-income, homeless, senior, veteran and disabled residents. I see the grant priorities are public health, housing, homelessness, and safety net access.

I expect the Human Services Commission to be an advisory body to the City Council and City Staff. The Human Services Commission should provide the City Council with grant funding recommendations for various city and federal programs.
Question applies to multiple boards
Describe your expectations and anticipated contributions as a member of this Advisory Body. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
As a member of this advisory board, I will provide guidance for planning to meet the socio-economic needs of the city's low-income, disabled, underprivileged, and minority populations. I will advocate for the provision of human services in the community by recommending organizational grant funding and efforts to increase citizen awareness and engagement. I would be interested in collaborating with other tri-valley cities on local human services programs.

I am really happy to learn about all the five key priorities for the Fiscal Year 2021-23. I am particularly interested in the strategic modernization approach for city businesses. This goal goes hand in hand with downtown development by ensuring the right balance of local amenities and business development.
Livermore has a huge potential to attract new businesses and housing while maintaining the parks and hiking trails. The advisory board can assist in achieving goals by providing strategic guidance to the city council and recommendations for city programs.

One of city council's long held priorities is affordable housing. LHA is playing a key roll in that endeavor.
To date most of the LHA help has been though the voucher program, especially PBVs for housing units like Chestnut Square. We are about to show substantial, long sought improvements at Bluebell and Leahy Square.

Briefly explain your interest in serving on the Advisory Body(s) you have selected. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
When I joined LHA 5 years ago I was primarily interested in fixing what I considered to be a broken organization. I've learned a great deal about affordable housing and I'm now smart enough to help guide the organization as we begin to grow.

Briefly describe your interpretation of the purpose of this Advisory Body. To learn more you may visit the website found here: https://www.livermoreca.gov/government/city- clerk/advisory-bodies (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
The LHA board is not advisory in nature. The board establishes expectations for the ED who operates LHA to achieve the objectives we articulate. We just hired a new ED, Sarah Ramler who replaces D'Jon Scott-Miller who resigned to administer the 15,000 HUD vouchers for San Francisco.
