1. CALL T
O ORDER – The meeti ng of the City Council was called to order by Mayor John Marchand at 4:00pm, held in person at 1016 S. Livermore Avenue and remotely using Zoom and YouTube.
2. ROLL CALL – Pre sent: Mayor John Marchand, Vice Mayor Brittni Kiick and Council Members Ben Barrientos, Evan Branning and Robert W. Carling.

ORTUNITY FOR THE PUBLIC TO ADDRESS THE CITY COUNCIL
REGARDING THE SPECIAL MEETING ITEM WILL BE PROVIDED BY THE MAYOR.
3.1 Dis
cussion and direction regarding City Council Norms, Values and Principles of Governance and the City Council Meeting Rules of Procedure.
Recom
mendation: Staff recommended the City Council receive this report and provide direction regarding the City Council Norms, Values and Principles of Governance and the City Council Meeting Rules of Procedure.

archand opened the public comment period.
There wer
e no speakers, and the comment period was closed.
City
Council provided the following direction to staff:
1. Norms and Values: Add “ Professionalism” to t he first header of Demonstrate Respect and add professionalism to the first sentence of that paragraph.
2. Norms and Values: Under Data Driven Decision Making – add “qualitative and quantitative” for clarity.
3. Norms and Values: Under Council – Advisory Body Relations – have each advisory body present a workplan during their annual update.
4. Rules of Procedure: I tem 12.2 Speaker Time Limit - For consent calendar items, a speaker’s time shall be limited to a maximum of three minutes an item pulled for discussion and a separate opportunity to speak of up to a maximum of three minutes for the balance of the consent calendar.
5. Rules of Procedure: Item 12.7 - City Council clarified that staff would continue to discourage a written and oral comment being provided by the FEBRUARY 2, 2023

8 . ADJOURNMENT – at 5:04pm to a Regular City Council meeting on Monday, February 13, 2023 at 7:00 pm, Civic Center Meeting Hall, City Council Chambers, 1016 S. Livermore Avenue and virtually using Zoom.
