I have an M.B.A. from St. Mary's College with extensive business development, software, and design experience. My LinkedIn is https://www.linkedin.com/in/cynthiamccahon/ I have a B.A. in Film & Television and worked for twenty years in that industry prior to founding Enloop. Early in my career, I produced and directed programming for the County of Los Angeles Beaches, Harbors, and Parks. I pitched programming concepts to the Board of Supervisors and developed funding through grantsmanship. The programs were broadcast on Los Angeles area stations. I received four Emmy nominations for these programs. I have written strategic plans for nonprofits and government agencies, including the Bay Area Video Coalition, the County of Los Angeles, and the State of California. I'm a photographer & filmmaker and believe the arts are a vital part of communities. My work can be viewed at https://www.cynthiamccahon.com/ My wife Theresa and I have lived in her childhood home on 4th Street for many years, where we're now planning our retirement. Long-time residents may remember Schlageter's Stationary on 1st Street, which her family opened in the '60s and operated until the late '80s. We're looking forward to participating in the community and assisting as we can with our skillsets.

Question applies to multiple boards
Review the City Council's 5-Year Strategic Plan (You may review them here:

(If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) The City Council's Strategic Plan does not mention "arts" specifically. The Livermore Parks & Recreation Special District Strategic Plan also does not mention the word 'arts". Here are a few ideas for how we can push forward on expanding the arts experience in Livermore: 1.

Create a progress report the 2021 Cultural Arts Initiative known as Creative Livermore. What successes and what roadblocks? Integrate this information into the city's Strategic Plan for more visibility at the City Council level. 2. Does the Commission for the Arts itself have a Strategic Plan? 3. Is there a list of major Tri-Valley corporate underwriting partners that can be actively pursued? Define that list and develop into a top 20 major corporate funding initiative. 4. Is there a partnership with other local/county/state representatives in which we can pool resources and funding opportunities?

The physical enhancement of the downtown is meant to ensure "the right balance of local amenities to support quality of life." Additionaly, Commissioners are expected to serve on one or more subcommittees and attend various programs and tours. Do you have any committments that would keep you from participating fully in the activities of the Commission? If so, how would you balance the two?
Attending Commission meetings should not be a problem for me. I do have professional responsibilities to the congregation I serve as rabbi. These often occur on evenings and weekends.

Question applies to multiple boards
Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I share the values articulated in the recently adopted Creative Livermore Framework. I am particularly concerned that Livermore have adequate arts spaces and programs to stimulate and fulfill interest in the arts among students. I also hope to strengthen Livermore's position as a destination for the arts and increase the number of visitors from outside the city.

Question applies to Commission for the Arts
Describe your experience in the area of arts or other background (educational, business, or professional) that might be useful to you as a member of the Commission for the Arts.

I am a guitarist, and music is a major component of my work as a rabbi. I lead singing in worship, direct a volunteer choir, and compose Jewish liturgical music. In addition, I play traditional Irish music with local musicians. Equally important is my professional experience as a rabbi. I am familiar with board process and non-profit decision-making, as well as non- profit budgets and finances.

Question applies to Commission for the Arts
What challenges do you see facing art (in terms of public access to, public support, or social value)?
Community events bring out families. Festivals and free outdoor events make it easy for families to explore the arts and meet artists. Strengthening these events should be a priority, and that will require increased investment.

Briefly describe your interpretation of the purpose of this Advisory Body. To learn more you may visit the website found
here:https://www.livermoreca.gov/departments/city-clerk/advisory-bodies, then click the link on the left hand side and chose the Advisory Body you are interested in (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I understand the purpose of the Commission of the Arts is to assist in the development, implementation, and communication of public art funds and programs of the city.

Question applies to multiple boards
Review the City Council's 5-Year Strategic Plan (You may review them here:
https://www.livermoreca.gov/government/city-council/five-year-strategic-plan ) Briefly describe how you anticipate this Advisory Body will assist the City Council in implementing the plan. (If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) This Advisory Body is directly mentioned by name in the Five-Year Strategic Plan under the community pillar of inclusive and inviting spaces. There are a variety of goals within the subcategories of this community pillar in which the Commission of the Arts can assist with such as the Livermore Cultural Art’s initiatives, support for community events, affirm equity and inclusion, and ensuring ADA practices are fulfilled upon, but I also believe the Commission and arts in general has a place in other community pillars. The promotion of the arts at a city level attracts innovation, creativity, and togetherness, which in-hand encourages a thriving business environment. A thriving business environment can only also happen when sustainability, safety, and effective/efficient practices are demonstrated – which is representative in all areas of the other community pillars. This example of overlap and progressive success seen in our community pillars is just one example of how the Commission directly impacts our resident’s quality of life.

No. My career and educational commitments allow for flexible scheduling.

Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I expect this Advisory Body’s accomplishments and outcomes to have direct positive impact on city residents by supporting local art and artists, encouraging diverse and inclusive art programming and education, and by listening to our community’s needs. The investments, innovations and improvements in which the Commission of the Arts accomplish should directly align with increasing quality of life for Livermore residents and create meaningful experiences and engagements within our community.

69 Question applies to Commission for the Arts
Describe your experience in the area of arts or other background (educational, business, or professional) that might be useful to you as a member of the Commission for the Arts.

As a previous K-12 alumni in the LVJUSD, my arts background began right here in Livermore as a student in the Strings program at Sunset Elementary, Mendenhall Middle School and as concertmaster of Granada High School. Throughout my high school years, I teamed up with Marilyn Avenue Elementary School’s bilingual after-school program and taught a handful of students weekly, using violins donated by Music Source (at the time). Throughout college I participated in a variety of UC Davis programs including University Orchestra, University Chorus, Mariachi Cielito Lindo, theatrical production and countless activities for my major in Design. After graduation, I moved to Washington D.C. for one year and worked for Smithsonian Folkways as a graphic designer and production assistant on the projects of 100 years of vinyl reissues and The Social Power of Music. Additionally, I had one of my greatest honors in my life of being a violinist in the Smithsonian's mariachi troupe, Mariachi Los Amigos. Since returning to California, I have volunteered at a variety of Livermore arts- related organizations including SPARC, Quest Science Center, and The Bankhead. My professional career in marketing and design has allowed me to contribute those talents to a variety of organizations and I enjoy giving back in any way I can to my local community.

Question applies to Commission for the Arts
What challenges do you see facing art (in terms of public access to, public support, or social value)?
As an educated and professional designer, the challenges I see facing art lie within the boundaries between art and design, meaning and purpose, public and private, action and reaction, traditional and modern art practices, money and power, social stance and rebellion, representation and tokenism, influence and new concept, etc. - this list is never-ending. The challenges of art change every single day, and vary depending on who/what/where/when/why. I believe there is no one challenge within the art space, and therefore no one answer to any of these challenges. On a smaller-scale answer, the challenges I see facing art in Livermore is ensuring art and art programming is reflective of our changing demographics - including cultures, ages, educational statuses and maintaining a balance between promoting historic Livermore, but also recognizing the desires for change.

Question applies to Commission for the Arts
Do you foresee any conflict of interest in serving on the Commission? If so, explain below.

No, I do not foresee any conflict of interest in serving on the Commission.

Question applies to Commission for the Arts
Selecting an artist is the most important part of the public art process. What procedure is likely to produce the best result?
In selecting an artist, you first must start by understanding what you are trying to achieve. Is the commission selecting an artist for a project based on their qualifications and previous work (selecting an individual)? Or is the commission selecting a project of an artist that is developed and thought-through to be added to the city (selecting a proposal)? Once that is determined, the selection process should be based on information provided such as description, purpose, goals, criteria, budgets, timelines, influence, sustainability, public access, and more.

74 Summarize your participation in civic or community activities, including years of service.

Since 2020 I have been involved in public art projects throughout the Tri-Valley including publicly-accessible murals, temporary/portable public art, and collaborative outdoor projects . My art projects engage diverse groups of youth, giving free art workshops, supportive, non- critical creative environments, encouragement of individual expression, and unique exhibition opportunities. These youth-centered projects grew out of my teaching practice in which I found that a gentle, encouraging atmosphere where all art-marks (intentional, unintentional, accidental) are valuable. With positive exploration of this, I find students' artwork to become highly original, their patience with skill-acquisition to increase, and skills, themselves, to greatly improve. Students gain strong problem-solving abilities by creatively finding the potential in every visual expression. Students show acceptance of themselves and each other, especially in collaborative projects. My students experience peace, enjoyment and satisfaction in the classes which, I strongly feel, helps increase their mental wellness and this, in turn, can potentially overlap into other spheres of their lives. My public artwork ideas gravitate towards collaborations that communicate between disciplines. I have created art with musicians, writers, historians, scientists, agriculturalists, environmentalists, lower-income and immigration educational groups, religious groups, cultural groups, innovative technology groups, homeless and other shelters, animal groups and more. Art becomes a means of exploring new ideas, fields and cultures. Through exhibitions, the resulting art becomes a means of conversing with the public in an engaging and easily- interpreted way, spreading knowledge to the community about the community itself. With my future public art projects I hope to continually heighten the quality and originality of the art, to explore a varied selection of materials, to bring engaging, interactive and informative art to the public, to give a comprehensive public-art education to the students, including the study of historical and contemporary public art. My projects address youth education, inclusivity and diversity, mental wellness through non-critical art educational practices, self- acceptance, collaboration, and opportunities for self-expression.

I see the Livermore Commission for the Arts as encouraging and promoting a diverse public expression of the arts that includes many voices from many backgrounds. Ideally, this would include unknown and unique styles of expression as well as well-known and popular styles of expression, strengthening already-thriving forms of art and encouraging public education of new forms of art. I would expect the Commission to encourage and develop arts that include youth participation in the form of workshops during the creating of the art form, or interacting with the completed expression. I would hope that the Commission would encourage public art that actively or intellectually addresses the current goals and issues of the the city (i.e. the strategic plan) in some way. I would hope that future public art forms approved by the Commission would equal the efforts and support of any field of intellectual pursuit, economic endeavor and public outreach projects the city proposes.

Review the City Council's 5-Year Strategic Plan (You may review them here:
https://www.livermoreca.gov/government/city-council/five-year-strategic-plan ) Briefly describe how you anticipate this Advisory Body will assist the City Council in implementing the plan. (If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) The Livermore Commission for the Arts could assist the city council in its five-year strategic plan by: • Encouraging the locals arts events and displays to voice elements of local concern and interest. For example, creating a public visual arts park that works with the idea of Innovation, STEM education and Environmental preservation: a park whose art is part of play structures with science themes, part of already-planned picnic areas and trails (art on benches or creating mosaic walkways, picnic area structures that are also artworks (through calls for art for such work)), art structures and outdoor paintings created around native plant gardens that enhance rather than detract from their natural dormancy during droughts). • Encouraging art that using resources already in existence, or activity address the concern of recycling. • Encouraging art that promotes green energy, such as solar-powered kinetic art, or solar-powered outdoor lighting. • Incorporating public art into already-existing and already-planned public structures, pooling economic resources. • Engaging public discourse and creating public awareness of strategic plan goals and objectives through arts events where the public make community art such as temporary portable murals. For example, having schools participate in making collaborative artworks, each school focusing on a different strategic goal, and thus educating the students of these goals. Through a public exhibition of these works, parents and the general public would, in turn be educated about the plan. • Reaching out to all sectors of the community, including them in arts events, and displaying or performing in diverse spaces - libraries, outdoor parks, downtown spaces - to encourage the enjoyment and awareness of those spaces.

Question applies to Commission for the Arts
What challenges do you see facing art (in terms of public access to, public support, or social value)?
I feel that sometimes, locally, art is seen as an add-on to city development and redevelopment plans. I would like to see art's role placed more centrally to local building plans, making it more a necessary and functional part of the overall design, which would strongly enhance the city's beautification plans. Another challenge would be to incorporate a more diverse and unique collection of public art, akin to a museum exhibition, where art is not just merely decorative, but also educational and intellectual and aligned with the intellectual and thoughtful art that is traditional in California's history. A third challenge would be gathering enough financial resources to support high-quality public art, the supplies needed and the artist fees (enough to realistically cover living costs of a working member of the community). Art is a highly valuable, enriching aspect of society that joins together many sectors and aspects of the community, and encourages thought and discussion as well as bringing beauty to the city environment.

Review the City Council's 5-Year Strategic Plan (You may review them here:
https://www.livermoreca.gov/government/city-council/five-year-strategic-plan ) Briefly describe how you anticipate this Advisory Body will assist the City Council in implementing the plan. (If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) There are two main components of the City Council's 5-Year Strategic Plan that the Arts Commission feeds into: "Economy that Prospers" and "Inclusive and Inviting Spaces and Places". "Economy that Prospers" :Public art, done well, will enhance the appeal of a destination and therefore will increase tourism, which in turn will bolster the economy by increasing business at restaurants, hotels, retail stores, and local theaters. "Inclusive & Inviting Spaces & Places": Celebrating the diverse nature of our population through public art will increase the attractiveness of Livermore, but in addition it will help people of all backgrounds to feel welcome if they are represented through our visual and performing arts and Cultural Celebrations.

Additionaly, Commissioners are expected to serve on one or more subcommittees and attend various programs and tours. Do you have any committments that would keep you from participating fully in the activities of the Commission? If so, how would you balance the two?
I do not have any commitments that would prevent me from dedicating myself fully to the meetings and to the committees, programs and tours that are required of the Arts Commission. Both of my jobs are part-time and very flexible. My children are both away at college.

Question applies to multiple boards
Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I hope that we will continue the good work of the past Arts Commissions. I love driving around town and seeing our public art: the murals, the bus stops, the utility boxes, the fountains, Livermorium Plaza, the statues, the temporary art installations (like the yarn decorations on the trees), the music, the outdoor fairs, etc., etc., etc. I feel that Livermore is already a great city for the Arts and I am very hopeful that I can play a part in future projects.

Question applies to Commission for the Arts
Describe your experience in the area of arts or other background (educational, business, or professional) that might be useful to you as a member of the Commission for the Arts.

Although I am not an artist myself, I love the arts and look forward to helping prioritize the Commission for the Arts' projects. What I excel at is more analytical in nature - I have my MBA and much of my career was spent working in the business environment. I am very good at streamlining and efficiency. Also I am extremely comfortable with computers and computer software. Finally, I can contribute in that I do have personal connections within the administration of the Bankhead Theater and the Bothwell Art Center.

87 Summarize your participation in civic or community activities, including years of service.

Retired from Livermore Pleasanton Fire Department in 2009 with 31 years of service as Fire Marshal/Division Chief. Very involved with public education programs established by each City. I assisted and developed local amendments to the Calif. Fire Code for both cities. I assisted in authoring the residential fire sprinkler ordinance and their requirements for Livermore (3rd city in CA to do so). Assisted with City local amendment updates with each 3 year cycle of code adoption ordinances. I worked closely with respective cities' legal departments to process the code adoptions. Also, took classes at building code training seminars on plans review and construction document review. Worked closely with the Building Officials and Community Development Departments in Livermore and Pleasanton on code interpretations and alternatives that would meet the spirit of the code as well as insure public safety were met. I was very involved at the Planning Commission and Council level for code adoption, amendments to the code to meet Livermore and Pleasanton's unique needs. I also met with special interest groups (downtown business groups, developers, architects and engineers) to address potential impacts the code could have regarding their developments and client needs. Performed field inspections to determine if construction was per the approved plans. Evaluated alternatives to the approved plans in the field when conditions warranted.

Question applies to Building Code Appeals Board
Describe your experience with the California Building Code.

I worked with both the cities of Livermore and Pleasanton builiding departments/community development departments for most of my 31 year fire service career. The CA. Building and Fire Codes are companion codes and integrate construction and fire safety requirements. As such I reviewed the building code and local ordinance amendments with the respective City representatives and, if applicable, the client submitting an alternative that they felt met the intent of the code. As a fire official my day to day work was with the Fire Code, however I took numerous classes that included Building code requirements. And as noted above worked with each cities respective building officials on code issues as they came up. In many cases, the review was signed off by both the Chief Building Official and Fire Marshals office expressing this joint decision making process.

Question applies to Building Code Appeals Board
Explain your interest in being a member of the Interim Building Code Appeals Board.

I believe my experience as Fire Marshal and years of experience in partnering with the Building Official/Community Development Departments reflects on my fair and open minded approach to problem solving. Many times the overlap of the codes and interpretations related to them resulted in a positive outcome that meet the needs of both the City and architect / engineer / developer. And if the decision didn't favor the applicant, we stood ready to look at additional alternatives if presented. I reflect an open minded approach to issues and problem solving and have the best interests of the City and its citizens when reviewing alternative(s). I hope you will consider my application for the Building Code Appeals Board position.
