Recommendation:

Staff recommends the City Council interview applicants and appoint two Planning Commissioners with regular terms ending March 1, 2029. Applicants were randomly selected to be interviewed in the following order:

SUMMARY
The Planning Commission consists of five members who are interviewed and appointed by the City Council. Members are limited to serving two consecutive four-year terms, after which they may be appointed to the Planning Commission following a two-year break in service.

Recruitment for the vacancies began December 13, 2024. Advertisements were published in The Independent newspaper, posted on the City’s website, distributed on social media, through the Livermore Joint Unified School District Peachjar email blast, and posters were displayed in downtown kiosks. An informational meeting was held for applicants on January 21, 2025. The application period closed at 5:00 pm on January 27, 2025, and seven applications were received. 5 At this meeting, the City Council is being asked to interview candidates and appoint two applicants to the Planning Commission to regular terms ending March 1, 2029.

DISCUSSION
The Planning Commission consists of five members who are interviewed and appointed by the City Council. Members are limited to serving two consecutive four-year terms, after which they may be appointed to the Planning Commission following a two-year break in service. Preference is for at least two members to have demonstrated ability in the area of design by virtue of avocation, vocation, talent, and interest in design, architecture, landscape architecture, or a related field.

As of December 9, 2024, there was one Planning Commission vacancy due to the resignation of Steven Dunbar, who was elected to City Council. In addition, Planning Commissioner Daniel Leary completed his term March 1, 2025.

The City Council is being asked to interview candidates and appoint two applicants to the Planning Commission to regular terms ending March 1, 2029. Interview questions were determined by an ad-hoc subcommittee of Vice Mayor Branning and Council Member Dunbar. Staff recommends the City Council review the applications, interview the candidates, and appoint two new Planning Commissioners.

Municipal Code Chapter 2.55, describing the Planning Commission’s membership, duties, and responsibilities, is attached for reference.

The City Clerk will administer the Oath of Office to the newly appointed Planning Commissioners.

My civic participation includes previously terms on the Planning Commission, Historic Preservation Commission and Community Asset Management Program (CAMP), that included fifteen years of providing fact-based reasons supported by evidence in the record to the Council on decisions involving the General Plan, Development Code and Design Standards and Guidelines. Currently my civic participation includes serving as a member of the Historic Preservation Commission and Building Appeals Board. My community involvement has included being a Scout leader for four years, participation in the yearlong Livermore Chamber of Commerce Leadership Livermore program, graduating in Class 34 of the Livermore Citizens Police Academy and various other community activities include participating in creek cleanups along with community outreach meetings on various projects involving the Livermore community, including serving for six years as a Member of the Board for Livermore Downtown, Inc.

Coming out of high school, after completing four years of drafting at Granada High school and working for an architect whose office was in located on the second floor of the historic railroad depot, inspired a career in the field of planning and architecture. That experience instilled a passion for the history and esthetics of Livermore. My career as a licensed architect has provided the opportunity to be involved in the planning, design and building of a variety of projects from home remodels, master planned communities and multifamily residential projects including affordable and senior housing developments. All these experiences have provided a broad level of expertise in understanding and implementing land use, zoning and design standards and guidelines.

The anticipated contributions of a Planning Commissioner are to listen and collaborate with the fellow commissioners and add my experience as a design professional to assist the commission in interpreting the physical implications of a development, its use of details and materials in how those relate to the Livermore's Design Standards and Guidelines.

Aside from years of volunteering starting at a young age teaching swimming lessons and through various projects with the Boy Scouts of America, I have been extremely active in the community since the early 2010s. I was a founding member and the first president of the Tri Valley Rotaract club. Rotaract is a part of Rotary International and through this club we raised money and participated in local community events. Events like Military Care Package 'pack outs' for local soldiers on tour, and holding annual fund raisers for local non-profits such as Open Heart Kitchen. I was an active member of this organization for roughly 4.5 years until my first daughter was born in 2017. In 2018 I cofounded Unify Livermore, a non profit with the goal to spread honest information about Livermore politics to create a more informed and civically engaged Livermore. I have been a member of Unify Livermore's leadership since its founding in 2018. Through Unify Livermore we have developed nonpartisan election content, hosted candidate speaking opportunities, and attended multiple civic engagement meetings. Complimentary to Unify Livermore, I was the co campaign manager for the grassroots Yes on Measure P campaign in 2020. In 2018 I also participated in Livermore's Key to the City Program. Which is best described as a comprehensive look into Livermore's operations from Finance to Community Safety. It covered almost every area of city involvement and influence with tours of facilities used to help Livermore run as smoothly as possible. This program has a huge impact on how I see local government, as a complex well oiled machine working to provide Livermore with the best possible outcomes with the resources we have. In my opinion, it is a must have program for anyone wanting to get involved in local government. Since 2022 I have been a member of the Livermore General Plan Advisory Committee. There I have been a leading voice showing a clear understanding of the purpose of the committee and the topics presented. My time on the committee has increased my understanding on how decisions are made by the City of Livermore staff and elected officials, and what is expected of citizens representing Livermore as member of an advisory board. My time on the committee has seen me advocating for a good balanced government that will help guide Livermore to be a stronger, more resilient, city.

As a commissioner, I will bring my education, professional experience, and deep connection to Livermore to thoroughly review, understand, and apply the technical content of key planning documents such as the General Plan, Specific Plans, Active Transportation Plan, Municipal and Development Codes, and Design Standards and Guidelines. My focus will be on ensuring that each project is consistent with city policies and serves the broader goals outlined in the Council’s strategic plans. My professional background, volunteer service, and connection to Livermore equip me with the skills and motivation to approach this work with diligence and integrity. If inconsistencies arise, I will collaborate with staff to seek clarification and address any issues, ensuring my determinations are well-informed and based on a comprehensive understanding of the city’s planning framework.
