I am interested in participating in solutions for homelessness in Livermore which necessarily include local affordable housing availability. As I understand it, the board is a key source of strategies for affordable housing, including managing affordable housing properties. I would like to be part of creating innovative solutions and participating in competent management of scarce resources for Livermore affordable housing.

Review the City Council's 5-Year Strategic Plan (You may review them here:
https://www.livermoreca.gov/government/city-council/five-year-strategic-plan ) Briefly describe how you anticipate this Advisory Body will assist the City Council in implementing the plan. (If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) Housing authority would serve an advisory function under Goal 7:Expand and preserve the supply of affordable housing opportunities. In particular: ensuring that affordable housing is available for very low-, low- and moderate-income families as well as people with various special needs (i.e., seniors, disabled, homeless, etc.), and ensuring that the housing element includes affordable housing as a key attribute.
Question applies to multiple boards
Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I've observed this body is to be well informed in all aspects (policy, innovation, politics, challenges, resources) of the key question regarding affordable housing in the most challenging state in the country. My expectations include rapidly gaining familiarity with the 'lay of the land' in terms of vocabulary and strategies, being alert to questions and fresh ideas that inevitably come when one is exposed to new territory and vocabulary, and serving as a cooperative member of motivated, informed, effective and useful group.
Question applies to multiple boards
Describe your anticipated contributions as a member of this Advisory Body. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
Attend meetings and other related functions, be well-prepared for the topic, listen well, advocate for those needing low-income housing, and help the board provide very high quality input and decisions.

I lived in Hawaii for several years. I served on my town's neighborhood board (eg. city council) for 12 years. It was an elective, volunteer position. In addition, I was president of the Wahiawa Historical Society and was also treasurer of the Friends of the Wahiawa Library.

It may be argued that a city is defined by how it addresses its housing needs. When the media widely broadcasts pictures of homeless camps, the entire city receives a negative reputation. With this in mind, I have developed affordable housing communities in Sacramento and Arizona. The goal was to help veterans and single mothers with Section 8 housing that was safe and sanitary. Section 8 was attractive to me since I was able to help people that really needed it. I am no longer involved with these projects but look very fondly with what we accomplished. Regarding the City of Livermore, I recognize that we have Housing Development Tools such as incentives (fee reductions, density increases, inclusionary ordinance and impact fees), Affordable Housing Development Loans, and Pass Through Federal, State, and County Funding. For the Inclusionary Housing Ordinance, I realize that 10 - 20% of new residential units MUST be affordable or below market rate and/or the developer pays fees and/or dedicates land for affordable housing. We certainly can publicize our First-Time Homebuyer Programs and our Affordable Rental Housing Program through the City Housing Trust funds. This publicity will lead to more businesses locating in Livermore and greater employment opportunities for all area residents. On the other hand, there are significant challenges to affordable housing such as capable builders, high cost of land, high construction costs, adequate funding, and financing. I greatly anticipate advancing the City of Livermore through my extremely active involvement in the Livermore Housing Authority.

20 Summarize your participation in civic or community activities, including years of service.
This month, I will complete the Key to the City Program. In July, I will complete the Leadership Livermore Program through the Chamber of Commerce. In the Fall, I will be completing the CERT Program. Recently, I met with Kathy Young, a friend of over 25 years, in how I may donate my time to produce athletic events as fund raisers for the members of the Tri-Valley Nonprofit Alliance. In years past, I have been very active in the City of Pleasanton with their city council and their downtown business association. As the campaign manager for former mayor, Jennifer Hosterman, I became very aware of affordable housing issues and possible strategies for their implementation. In addition, I experienced how to effectively work with State mandates.

The purpose of the Livermore Housing Authority is to provide decent, safe, and sanitary housing in a suitable living environment, provide affordable housing costs at no more than 30% of monthly income for rent or 40% of income for a mortgage, affordable to a range of incomes, well-managed, and permanent. The benefits provided are financial stability, promote healthy families and communities, help children do better in school, and revitalize neighborhoods.
Question applies to multiple boards
Review the City Council's 5-Year Strategic Plan (You may review them here:
https://www.livermoreca.gov/government/city-council/five-year-strategic-plan ) Briefly describe how you anticipate this Advisory Body will assist the City Council in implementing the plan. (If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) The 5-Year Strategic Plan identifies the following: Development, Permitting, and Housing and Human Services: Goals 6-9. These goals are part of a "chain of appreciation and joy" of living in Livermore. And like any chain, it is only as strong as its weakest link. Therefore, all goals, including Housing and Human Services, must be VERY strong to ensure that all goals of the Strategic Plan are accomplished.
Question applies to multiple boards
Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I anticipate reaching all goals and expectations including, but not limited to, those within the Inclusionary Housing Ordinance. I also anticipate implementing all assets such as the Affordable Housing Development Tools, First-Time Homebuyer Programs, and Rental Housing Development. I need to determine if these programs, and their value proposition, is well know to residents and to those considering moving to Livermore. Employers bringing staff to the area must know of these programs.

As a lifetime entrepreneur, I expect SUCCESS of myself and those working with me. As an example, we took one health club and, in less than 15 years, created a 360 location health club chain in 11 states - the largest health club chain in the world. The founders expected success and strived everyday to make it happen. This attitude and desire easily translates to the Livermore Housing Authority. As a city, we MUST effectively manage housing. We must be creative and use all the tools available. Let's focus on what works and make success happen!

I want to be a part of something bigger than myself; use my voice to make a difference.
There are holes in our system, things that aren’t being considered and these things need to be brought up in regard to housing and the eligibility if an applicant. Human services, same thing. Families are in need of help and to be told ‘we have to wait for funding’ is not what you want to hear especially if you are a single parent. I think there is more that can be done in both departments if we can be a little creative.
Summarize your participation in civic or community activities, including years of service.
This would be a first for me. Like I mentioned above, being a part of something bigger than myself and play a small part in meaningful changes for the community.

(If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) I read it a couple months ago when doing research for my business proposal. It's good stuff.
As an Advisory body we are offering our knowledge and experience about a subject but how much of what we say changes the minds of the council? For example, I know someone who applied for Section 8 housing but was denied because their background check came back with a pending criminal case. Why a pending case is on their background at all is a discussion for a later date. I happen to know the details of their case and it is incredibly heartbreaking. They have spent almost 4 years fighting this case because they refuse to cower and take a deal because that will tarnish their very clean record not to mention they had nothing to do with what happened. They just so happened to live at the house and got roped into the ordeal. This case has turned their world upside down. Employers getting irritated at the constant requests for time off to attend court, that's if you can find someone willing to hire someone with a background like that. Lost wages due to missing work and travel expenses. Their degree rendered useless because they can't apply for hospital jobs.
They lost their family, their home and more than you can imagine. Stuck now applying for jobs that don't pay enough for today's economy that you have to work two jobs and it still isn't enough so you apply for assistance and get denied. The world isn't so black and white.
There are a lot of people out there with this situation happening and to deny them without hearing them out is wrong. I get why it's in place, 100%, I just want to point out that it isn't so cut and dry. Revisiting the requirements by council will help this niche of individuals. They can push it on up the ladder. That will help Goal 7 on page 10. Goal 8 objective 5. I am a DV survivor. I can't tell you how awful it is to be told that the shelter has a waiting list. I have all kinds of ideas of this one that hopefully will be heard. Love Goal 11. Economy that prospers, and Environmental stewardship. Grab a coffee and your listening ears because I have an idea that combines these two that would be a city wide collaboration in sustainable practices with a unique jump into eco-tourism with a total utilization of something considered as waste and is possibly a groundwater contaminate. The city of Livermore would be pioneering an innovative way to reduce the carbon footprint of its biggest industry. Long story short, we can be community liaisons by getting out there and educating the community and having events that will raise awareness. With emergency preparedness, go neighborhood by neighborhood and shut down the streets. Make everyone join in...in a nice way.

Review the City Council's 5-Year Strategic Plan (You may review them here:

(If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) Housing Authority: One of Livermore's city goals is to provide a variety of housing for all income levels. The housing authority provides the feedback necessary to make sure those goals are implemented equitably and in a way that is fiscally responsible. They can also help advise and guide city council on how to provide these services. Library commission: The library is central to promoting literacy programs, especially among pre-k and k-6 youth.
Maintaining current literacy programs. Especially in the summer is key to keeping that goal on track. Also expanding the library's collection and modernizing it's approach to services will keep the public engaged.
Question applies to multiple boards
Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
Housing Commission: Preserving Livermore's diversity means guaranteeing fair and stable housing opportunities for all its residents. I plan to help maintain equitable access to housing in this city. Library board of trustees: The library was a key factor in maintaining my children's skills during the summer months and provided a great place for them to study when they were in school. As part of the library board of trustees it would be mine and the boards duty to maintain access for all to the library while also pushing for the expansion and integrity of services offered and the collection available to the general public.

I have a strong interest in public libraries; it's history in our country and its importance in our communities. I worked for many years in a public school district and as a Library Media Tech for some of that time. During this time, I began to appreciate all that a library offers to its patrons. I began visiting libraries on vacations, or in my wider community where I live. After moving to Livermore five years ago, my husband and I have enjoyed and appreciated the beautiful Civic Center Library and use its services frequently. I would love to serve my community on the Library Advisory Board as a Trustee and help to maintain and enhance its wonderful programs and services.

Briefly explain your interest in serving on the Advisory Body(s) you have selected. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I have thoroughly enjoyed serving on the Library Board for the past four years. Our family has loved and used the library since we moved to Livermore nearly 15 years ago. Over the years we have attended baby storytime, participated in the summer and winter reading/learning programs, joined many fun events, walked to the Springtown branch to use the EZ Access lockers, and have requested and read countless books. The library and its staff have become an integral part of our lives, and I'm grateful for the space and services it offers our whole community. As a board member, I have brought my own lens as a queer person, a parent of a teenager, and a patron of the Springtown branch to the discussions that we have.
Summarize your participation in civic or community activities, including years of service.
1. Livermore Library Board of Trustees (2021-present): Current chair of the board. Work collaboratively with library staff and other board members to give feedback on strategic objectives, library/patron policies, and new programs/services. 2. Advocate for inclusive policies and practices in local school districts. 3. Volunteer, Livermore Valley Joint Unified School District (2017-present): Currently volunteer on the following committees:
School Site Council for East Ave Middle School, Secretary of the East Ave Middle School Boosters, Parent representative for the district-wide LGBTQIA+ Roundtable 4. Founder, California Gender Inclusive Schools Alliance (2025-present): Created a collaboration of parents, staff, and elected officials across school districts in California to share school policies, processes, and practices to make schools more equitable and inclusive for LGBTQIA+ students.

The Library Board of Trustees is a way for community representatives to directly engage with the Director of the Library and other staff about programs, services, and priorities. Ideally, this is a two-way street: the Board brings ideas, suggestions, and feedback to the library from the community, and at the same time, the library utilizes Board Members' connections to the community to publicize and elicit feedback about programming and services.
Additionally, the Board advises the City Council, specifically from a community member perspective, about library policies, activities, and priorities.
(If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) The library is one of Livermore’s most important resources in this strategic plan and is interwoven into many of the city’s goals and aspirations. Even the pictures in the city’s strategic plan largely feature library events and spaces! The library is the city’s hub for information, events, and community; it’s where people can access information, increase their knowledge, and become engaged community members. The Library Board is a part of that plan by centering community member experiences and perspectives in relation to library services. The Board should represent the diversity of the city: gender, ethnicity, education, languages spoken, as well as geographic location and which library branches we use. Having people on the Board who have experiences with different aspects of the city will be valuable to library staff to help tailor events, services, and the physical collection to meet the community’s evolving needs.
Question applies to multiple boards
Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
The Library Board is a place of support where creative ideas can emerge about how to continue the mission of the library and support the community. The library's current "Strategic Services Plan" for 2020-2025 discusses the library's strengths, weaknesses, opportunities, and challenges. For example, the library perceives a need for more diversity in its programming and new ideas for marketing library services to have a broader reach in the community. Board members should bring insight and suggestions about how to help accomplish these goals; they should attend library events, use the collection, and interact with the library in various ways to provide varied perspectives. To that end, it is helpful to have a Board that uses the library in unique ways: parents/grandparents of younger children who frequent the storytime events, parents of teens who need resources and study space, working professionals who are searching for community, community members who speak multiple languages, etc. Having a diversity of experience with the library and its offerings enables the Board to better advise the library about community needs.

Describe your anticipated contributions as a member of this Advisory Body. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I've been a member of the Library Board for the past four years. I have brought my insight and experience as a parent, an avid library user (particularly of the Springtown branch), and a member of the LGBTQIA+ community to Board discussions. When I joined the Board, I was the parent of a child in elementary school, and at the time, I was the only parent on the Board. Now that I have a teenager, I see library resources and events with a different perspective. My family uses the library in different ways: we attend fewer events (my kid is too old for storytime!), but we spend more time in the physical building space to study and use research tools. I also provide a unique lens on the Board as a queer person. For example, the library has updated a few policies over the past year, and I have suggested and encouraged staff to make sure that language in those policies is open and inclusive to all genders, including our non-binary community members. I want the library to continue to be an accessible resource, as well as a place that provides positive experiences that make people feel connected to their community.

Even though I grew up in Tracy, my childhood revolved around the Livermore Public Library.
Every couple weekends, my parents dropped my siblings and me off at the Civic Center Branch while they shopped for Asian groceries in Pleasanton. As refugees from the Vietnam War, my parents always felt paranoid about leaving their children alone anywhere, especially public spaces, but they always made an exception for the Library, which our entire family trusted as a place of safety, freedom, and opportunity. Now, I live with my sister, brother-in law, and baby niece right across from the Civic Center Branch, waking up every day feeling like I've gone full-circle. I have spent the past eight years working in public service, because every family everywhere deserves to feel that same access to safety, freedom, and enlightenment, and I intend to dedicate the rest of my life to this objective. I would be honored to contribute my skillset to the Board of Trustees and work hard in service of the Library -- the place where, for me, it all began.

Although the Board is an advisory body with little to no legally binding authority, it still holds tremendous potential to keep the Library on track for success, particularly by: - Encouraging community members to participate in and support Library activities - Promoting collaborations with governmental, business, and nonprofit entities, possibly including the City Council and the School District - Advocating for resources and policies that will benefit the Library and the rest of the Livermore community - Helping Library staff adapt to changing community needs as well as nationwide trends in programming and policy - Advising the preparation of the Library's annual budget and accountability report Question applies to multiple boards
Review the City Council's 5-Year Strategic Plan (You may review them here:
https://www.livermoreca.gov/government/city-council/five-year-strategic-plan ) Briefly describe how you anticipate this Advisory Body will assist the City Council in implementing the plan. (If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) The Strategic Plan espouses five values -- safety, prosperity, sustainability, inclusivity, and effectiveness -- that are fundamental to Livermore being such a happy and healthy city. I am awed that throughout the Plan, the Library is identified as pivotal to well over a dozen of the City's strategic objectives, from boosting informational, digital, and financial literacy, to increasing outreach to Livermore's underserved populations. I appreciate that the Plan outlines concrete ways the Library can accomplish these objectives, and that the Board has the exciting task of helping Library staff succeed. I anticipate the Board providing staff ideas with constructive feedback (like a watchdog), providing particularly promising initiatives with support and direction (like a coach), and spreading awareness of the Library's needs as well as its accomplishments (like a cheerleader).
Question applies to multiple boards
Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
Attending the April 24 Board meeting, I saw the "watchdog"/"coach"/"cheerleader" analogy on full display. After listening to staff's report on this year's Black History Month programming, the Board proposed ways to increase the visibility of next year's programming as well as the visibility of programming for other communities, encouraged staff to keep building on their best practices, and considered ways that Directors themselves could help boost awareness and attendance. Beyond specific goals like that one, though, I believe that the Board of Directors should strive to consider the City's five driving values in every matter that comes its way. For just one example, whenever Library services are being enhanced or expanded, the Board should brainstorm ways to make these services more accessible to historically underserved residents (such as people with disabilities and non-native speakers), while also considering whether staff plans maximized safety and cost-effectiveness. In other words, the Board should strive to advance the goals of Strategic Plan even in ways that the Plan does not explicitly outline.

Describe your anticipated contributions as a member of this Advisory Body. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
Per the guidance of the Senate Ethics Committee, there is nothing precluding me from using my experience with policy analysis and government relations to help the rest of the Board assess the Library's priorities, analyze relevant legislation and other political developments, and brainstorm advocacy strategies; I just can't execute the strategies by communicating with State legislators or administrators myself. I am also lucky to have developed friendly and productive connections with the Livermore Chamber of Commerce, APAPA Tri-Valley, Innovation Tri-Valley, and other local groups. I intend to keep cultivating these relationships even just as a fun-loving community member, and I hope that I can somehow tap into these networks to boost local attention towards the Library.

Livermore can use more art. The Bay Area just lost a lot of Comic book publishers and the Ghost Ship tragedy killed the best of the East Bay art community. Then, again, art is like a firebird. It rises when people are poor, hurting, and clinging to life.

I hope to have a Spring Break art retreat for adults. We would have to have a town wide art gallery for one week. Like if "Art Under the Oaks" was everywhere in town. We could have a map with stamps. I worry about the "Art Walk" and other summer festivals; it is hotter due to climate change, and I fear for citizens' safety.

Question applies to Commission for the Arts
What challenges do you see facing art (in terms of public access to, public support, or social value)?
Housing...artists are broke. Many artists are homeless. We all know about the tragedy of the Ghost Ship Fire. We could kill 2 birds with 1 stone by having the homeless run a gallery with their own art and pay them & house 'em.

Briefly describe your expectations of this Advisory Body's accomplishments or outcomes. (If applying for more than one Advisory Body, please include a response for each Advisory Body.)
I’d expect this Advisory Body to help elevate the presence and impact of the arts within the community—whether that’s through public art projects, supporting local artists, or creating more opportunities for people to engage with the arts in everyday life. I believe the board can help shape a vibrant cultural identity for the city by advising on art policies, encouraging inclusive and diverse artistic expression, and fostering partnerships between artists, organizations, and the community. Ultimately, I’d hope our work inspires pride, connection, and creativity throughout the city.
Question applies to Commission for the Arts
Describe your experience in the area of arts or other background (educational, business, or professional) that might be useful to you as a member of the Commission for the Arts.
As a high school literature teacher, I’ve spent years helping students connect with creative expression through storytelling, poetry, and the written word—forms of art that deeply shape how we understand ourselves and the world around us. In addition to my work at the high school level, I’ve had the joy of leading art projects in a second grade classroom, where I introduced students to a variety of artists and styles. We explored different mediums, learned about art history, and created original pieces inspired by what we studied. I’ve always taught with the focus on encouraging creativity, self-expression, and appreciation for diverse artistic voices. These experiences have given me a strong foundation in both the educational and creative aspects of the arts. I believe this background would be useful on the Commission, especially when it comes to developing community-based art initiatives, supporting arts education, and advocating for programs that are both inclusive and inspiring.

69 Question applies to Commission for the Arts
What challenges do you see facing art (in terms of public access to, public support, or social value)?
One of the main challenges facing art today is ensuring broad public access and engagement. As communities grow and evolve, it's important that public art remains accessible-not just physically, but also in how it connects with a wide range of people.
Another challenge is maintaining strong public support for the arts in the face of competing priorities. Art can sometimes be seen as secondary, even though it plays a vital role in building community, sparking dialogue, and enriching daily life. In a diverse city like Livermore, a key opportunity-and challenge-is making sure that public art reflects the full spectrum of experiences, voices, and identities in the community. This doesn't mean focusing on any one cultural or political perspective, but rather creating space for a wide range of artistic expression that allows everyone to feel seen and valued. The goal should be to foster a sense of belonging and pride through art that resonates with the community as a whole.

Do you foresee any conflict of interest in serving on the Commission? If so, explain below.
No i do not see any conflict of interest.
Question applies to Commission for the Arts
Selecting an artist is the most important part of the public art process. What procedure is likely to produce the best result?
Selecting the right artist is a critical step in the public art process, and the best results come from a thoughtful, transparent, and inclusive selection procedure. A strong process should begin with a clear understanding of the project's goals, the community context, and the desired impact of the artwork. From there, issuing a well-crafted call for artists-open and accessible to a broad range of applicants-helps ensure a diverse pool of talent. A selection panel composed of arts professionals, community members, and relevant stakeholders can provide a well-rounded perspective in evaluating proposals. Reviewing artists based on the quality of their past work, their understanding of the project's intent, and their ability to engage with the public in meaningful ways tends to lead to the best outcomes. Public input, when appropriate, can also add value-especially in helping to build community connection to the final work. Ultimately, the best procedure balances artistic excellence, community relevance, and a fair, equitable selection process that invites innovation while honoring the values of the space and the people it serves.
