(If you are applying for more than one Advisory Body, please include a response for each Advisory Body.) The board can effectively assist with the City of Livermore’s goals and priorities in two key ways. First, as the city plans for the next 25 years, the board can ensure the library provides diverse and inclusive services for our growing population. Second, in alignment with the city's priority to address housing and homelessness, the board can help organize programming and forums that serve this population while educating the public on these issues. Additionally, the library can further support the city's mission of providing literacy and access for all.

I would like to learn the gaps in housing policies and contribute towards recommending changes that help residents of Livermore and people who are looking forward to moving to Livermore. We already live our Livermore Lbrary. I wish to be part of the Library committee because I have seen that other libraries, especially in Sacramento county have incorporated policies to provide books for a broader ethnic group. I would like to see our Livermore Library incorporate the same.

I believe that access to safe, clean and affordable housing is a fundamental human right. As I am a long-time advocate for affordable local housing, LHA’s mission of providing homes for Livermore’s most vulnerable community members resonates strongly. I especially appreciate that LHA provides resources and guidance to help its residents "graduate" from subsidized housing.
Summarize your participation in civic or community activities, including years of service.

I managed the conversion of SELF’s accounting system from spreadsheets to QuickBooks (2 years, ongoing) Affordable Housing advocate. Since 2021, I have advocated aggressively for Eden Housing and other local affordable housing initiatives, primarily through letters to the Independent, public comments at City Council meetings and social media posts. In 2022, I organized an Eden Housing Debate featuring Mayor Bob Woerner. Organized and assisted in fund-raising initiatives to benefit Axis Health, Reins in Motion, Pacific Chamber Orchestra, the Livermore Valley Joint Unified School District, SPARC, The Clubhouse, and other area nonprofits David B Jonas

TO: Kristie Wang & Steven Dunbar, Livermore City Council FROM: Terry Buttchen; Chair, Board of Commissioners, Livermore Housing Authority RE: CITY COUNCIL SUBCOMMITTEE ON ADVISORY BODIES
Date: April 5, 2026
You Choose an Action, You Choose a Reaction
As a pilot, one is repeatedly instructed that for every action there is an equal and opposite reaction. In fact, Newton's Third Law states that for every action, there is an equal and opposite reaction; if object A exerts a force on object B, object B simultaneously exerts a force of equal magnitude and opposite direction on object A. These paired forces always act on different objects.
With this in mind, on April 8, 2026, it is anticipated that you will be interviewing three candidates for a vacancy at the Livermore Housing Authority. The decision you make will have consequences for many families, possibly lasting for many years.
Let’s focus on what you plan to discover. We need an individual poised to help provide policy direction, fiduciary oversight, and strategic guidance, ensuring that the BOC (Board of Commissioners) fulfills its mission to provide safe, decent, and affordable housing. The BOC does NOT get involved in day-to-day operations. We have full-time paid staff for those responsibilities.
Additionally, the BOC approves budgets and major contracts. The BOC evaluates agency performance, ensures legal and regulatory compliance, and represents the Livermore Housing Authority in the community.
As Chair, I have designated 2026 as the year of “Aggressive Development.” We anticipate hiring a full- time development director to greatly expand our existing properties and to investigate other Livermore opportunities. We have a very friendly relationship with the City of Livermore. This may result in opportunities as well.
As you may know, I attend every City Council and Planning Commission meeting. I attended the most recent meetings of the General Plan Advisory Committee. Every City meeting as an element of housing.
The topic is front and center of every political campaign.
Ergo, we need a commissioner that will have growth as a serious consideration. They must have the work ethic to learn how we do business. HUD and this industry have a unique language that requires great study. They must attend board meetings, generally on the second Wednesday of each month. They must conform to our Code of Ethics and Conflicts of Interest Standards. We are responsible for considerable sums of money and the quality of life for many, many families. 60 2
As you know, we operate differently than other Advisory Boards. The City Council rarely reaches out for advice, and we are technically not part of the City. We mainly work with HUD and must follow Federal guidelines with an eye towards State and local (ABAG/RHNA) goals.
Lastly, this term sunsets 1/1/2027. On the other hand, a four-year appointment after that is reasonable.
Also, we will have another opening as of 1/2/2027. You may use this information as you wish. Never hesitate to reach out.
