ACKGROUND INFORMATION: The Parks, Recreation and Cultural Services (PRCS) Department recognized the need to refine the 2003 cost recovery policy in order to continue addressing the long-term fiscal health of the City’s park system, as well as ensure fees align with City Council goals.

T
he City Council approved the updated Cost Recovery Policy (a cost recovery pyramid model wherein the most individually-benefited programs have a higher cost recovery rate and the more community-benefited program has a lower cost recovery rate) at its September 4, 2019 meeting.

P
RCS provides a multitude of facility space for rental use; offers programs and activities in the areas of aquatics, sports, arts and enrichment; provides afterschool programs; and produces live performances and special events to support Lodi’s quality of life. PRCS, which is primarily supported by the General Fund, offsets the costs of these activities largely through participant registration and rental fees.

he Director shall, from time to time, submit a schedule of fees and charges to be made for the use of the facilities and recreation programs pursuant to the Lodi Municipal Codes outlined in Chapters 12.12 and 12.16.

City Council approved changes to fees and charges and several new departmental fees and charges within the past nine years pursuant to resolutions 2013-119, 2013-127, 2013-156, 2014-22, 2015-93, 2016-41 and 2017-

93. A
ttached you will find the new Master Fees and Charges document representing a comprehensive list of all current and future departmental fees and charges. It serves to help staff assign fees to their respective programs. User fees established as part of the Master Fees and Charges may increase annually as needed to match their respective cost recovery goal to keep pace with increases in the City’s costs. City Staff review their expenditures and revenues annually to assess if fee adjustments are necessary. Fee increases more than 5% may be spread over three fiscal years so as not to impact the public.

he Parks and Recreation Commission reviewed these fees at its February 1, 2022 meeting. The Master Fees and Charges will be presented for City Council’s approval annually, highlighting its new and changed fees.

taff requests City Council review and provide direction regarding the current and proposed Master Fee Schedule. Should City Council support the Master Fees and Charges, staff will bring the item back for City Council approval of a resolution to adopt the Master Fees and Charges and use as a document for future adoption of fees.
