AGENDA TITLE: Receive Presentation on the Status of the City of Lodi Public Safety Training Facility Project and Council Direction on Partnering with San Joaquin Delta College M
EETING DATE: April 4, 2023
P
REPARED BY: Chief of Police
RE
COMMENDED ACTION: Receive presentation on the status of the City of Lodi Public Safety Training Facility Project and Council Direction on partnering with San Joaquin Delta College.
B
ACKGROUND INFORMATION: The City of Lodi (City) is p roposing to construct an approximate 20- acre Public Safety Training Facility (Project within the City-owned White Slough Water Pollution Control Facility (WPCF). The Project is located in a primarily agricultural area, adjacent to Interstate 5 and 1.2 miles south of Highway 12. The WPCF address is 12751 North Thornton Road, Lodi, California. The Project will provide the City with public safety training facilities.
L
PD currently uses the facilities of other cities and public agencies for training. Not having a local training facility results in excessive overtime as the result of travel to out of county fac ilities. The purpose of this Project is to provide necessary long-term public safety training facilities required to properly train and certify LPD personnel on a long -term, consistent basis. City staff has been in discussions with San Joaquin Delta College (Delta College) to partner on the buildout of the Project in exchange for Delta College operating the training facilities and utilizing the facilities in conjunction with Delta College’s POST Academy training program. There is also the potential for cost -sharing with other agencies, should the facility have capacity to accommodate training for outside agencies. As proposed, the Project will include classroom training facilities, office space, short, medium, and long- range (up to 300 yards) shooting ranges, a defensive driving training course, bomb disposal, a detonation area and bunker, as well as mobile restrooms, storage containers for equipment and supplies, parking stalls, an emergency access lane, target berms, improvements to the existing gravel road, lighting for night time use of the facility, and site fencing with access through sliding gates. Other associated facility improvements include hardscape, limited greenspace, and landscaping. The Project is currently in the design phase, with 60% of the design completed.
L
PD formally requested a police training facility in Fiscal Year 2007, however, funding was not available. On August 16, 2016, the City Council was briefed on the condition of the LPD indoor pistol range and discussed the feasibility of a new outdoor range facility to be located at the WPCF property. On April 17, 2019, the City Council Receive Presentation on City of Lodi Police Training Facility Capital Project April 4, 2023

adopted Resolution No. 2019-56 dedicating funds of $91,850 for construction assistance services for California Environmental Quality Act ( CEQA) and architectural compliance services . The environmental studies were completed and the Council adopted Resolution No. 2020 -75 on April 1 5, 2020, adopting the Final Mitigated Negative Declaration and associated Mitigation Monitoring and Reporting Program as adequate environmental documentation for the Project (State Clearinghouse No. 2020029054).
The total estimated cost for the three phas e Project is $8 .6M. Potential funding would come from the City’s General Fund, asset forfeiture, donations, grants, and a collaborative partnership with Delta College. Build out is estimated to occur over a multi-year timeframe and will be subject to funding.
Lieutenant Kevin Kent will present a PowerPoint to the Council on the status of the Project, necessary next steps to move the Project forward, and partnering with Delta College.
FISCAL IMPACT: Uncertain at this time
FUNDING AVAILABLE: To be determined

FUTURE LODI SHOOTING RANGE
& TRAINING FACILITY
Project location
Current status:
The Lodi Police Department currently utilizes a gun range located in the basement of the old Police Department building that is under repair.
Officer practice and Quarterly handgun qualifications Monthly SWAT qualifications
Classes and Demonstrations (Citizen’s Academy / Leadership Lodi) Need:
We are unable to meet our rifle qualifications due to size of current range.
Current Cost Reduced by Outdoor Range:
Rental costs to utilize a range meeting qualification requirements (cost $300 – 500 per session)
Staff overtime and peripheral costs to travel to other facilities if they are available Galt (50 mins round trip)
Linden (1 hour round trip)
Stockton PD (1 hour round trip)
Fairfield (1.5 hours round trip)
An outdoor range could potentially generate revenue for rental to other agencies, schools, or public groups.
Additionally, it will be a tool for not only recruitment, but also employee retention.
Current status:
The Lodi Police Department currently utilizes a variety of facilities and locations in order to accomplish required training and conduct operations.
Rick Cromwell Community Room
Hutchins Street Square / Grape Festival Grounds
Bond Manufacturing / Tokay and Lodi High
Need:
Location to permanently house our Virtual Reality training simulator Location to safely detonate explosive devices
A state of the art training facility can attract new employees and help retain our current employees.
Current Cost Reduced by Outdoor Range:
Liability of detonating explosive devices in areas not designed Staff overtime and peripheral costs to locate training facilities, transporting equipment to facilities, and set up/ take down time such as range equipment, VR simulator, defensive tactics mats and pads.
Training facility rooms could potentially generate revenue for rental to other agencies, schools, or public groups.
Current status:
We currently utilize an EVOC (Emergency Vehicle Operation Course) in Alameda County at the Sheriff’s Department training center.
Officers are required to complete this training every two years Need:
There are no EVOC training centers in our immediate area.
Current Cost Reduced by EVOC:
Qualification course requirements (cost $1,000 – 1,500 per officer per session) Staff overtime and peripheral costs to travel to other facilities if they are available Alameda County Sheriff’s Dept. EVOC (2.5 hours round trip) Mather AF Base (1.5 hours round trip)
Crows Landing (2 hours round trip)
EVOC could potentially generate revenue for rental or leasing to other agencies, schools, or public groups.
A partnership with San Joaquin Delta College for this project would be beneficial to continue to attract new employees. Many of our officers have graduated from their academy. A partnership would also help us to stay up to date on current best practices, training techniques, and technological advances to provide the best law enforcement services possible. There are numerous agencies in our area that have shown interest in specifically utilizing our EVOC and this could generate revenue for our City and San Joaquin Delta College.
