RE
COMMENDED ACTION: Approve plans and specifications and authorize advertisement for bids for Lodi Indoor Gun Range Remodel Project, accept donation from Lodi Police Foundation in the amount of $200,000, adopt resolution authorizing City Manager to award contract to lowest responsive bidder, in an amount not-to-exceed $900,000, execute change orders in an amount not-to-exceed $100,000, and appropriate funds in the amount of $900,000.
B
ACKGROUND INFORMATION: The existing gun range located in the basement of the City Hall Annex Building at 213 W Elm Street has been utilized by the Lodi Police Department to practice firearm and target shooting. Recent inspection of the facility indicated the existing ventilation system was not up to current Occupational Safety and Health Administration (OSHA) standards.
C
ity Council awarded the HVAC replacement contract on April 6, 2022. During the work, it was discovered that the gun range was contaminated with high levels of lead, requiring a major lead abatement effort conducted as a change order of the contract. All the existing gun range equipment and interior equipment was removed due to the contamination. Now that the lead abatement work and the new HVAC system is com pleted, the indoor gun range is ready to be refurnished and put back in service.
Cit
y contracted with WMB Architects of Stockton to provide project design services for the gun range remodel project. The work includes installation of indoor gun rang e equipment, bullet-proof partition wall, acoustical system, casework, and other miscellaneous and related items of work as shown on the plans and specifications for the project.
S
taff recommends approving plans and specifications and authorize advertisement for bids for Lodi Indoor Gun Range Remodel Project, accept a donation from the Lodi Police Foundation in the amount of $200,000, adopt resolution authorizing City Manager to award the contract to lowest responsive bidder in an amount not -to- exceed $900,000, execute change orders in an amount not -to-exceed $100,000, and appropriate funds in the amount of $900,000.

5C. Infrastructure: Address deferred maintenance.
FISCAL IMPACT: The completed indoor gun range will allow Lodi police to conduct regular gun training without the need to send officers to other gun ranges in the area. There will be substantial savings in travel time savings in gun range fees at other locations if the gun range is not completed . In order to fund this project , the Church St. Parking Lot Improvement Project ($350,000), City Hall Sewer Upgrade Project ($100,000), and Council Chamber Improvement Project ($50,000) will all have to be unfunded in the current year. The $500,000 combined between these three projects will be moved to the Indoor Gun Range project so it can be completed in full. The unfunded projects will then have to compete for funding with other deferred maintenance needs of the City in future years.
Postponing the projects mentioned above is necessary to complete this priority project and leverages a donation from the Police Foundation ($200,000). Police Asset Seizure funds make up the balance of the funding ($200,000). This project will impact the General Fund by reducing the demand for officer time to train and cost of that training.
FUNDING AVAILABLE: FY 22/23 CIP – GFCP-23004 (43199000.77020) $ 250,000
Requested Appropriation:
Lodi Police Foundation Donation (43199000.77020) $ 200,000 Police Asset Seizure Fund (21099000.77020) $ 200,000 General Fund Capital (43199000.77020) $ 500,000
