C.2 Adopt a Resolution Authorizing the City Manager to Execute a Professional Services Agreement with Outreach Ministries International for Operations of the Temporary Access Center and Emergency Shelter for One Year with Option to Extend up to One Year in an Amount Not to Exceed $1,100,000 Annually, and Execute Amendment No. 2 to the Professional Services Agreement with The Salvation Army for Food and Laundry Services to Extend Services for One Year with Option to Extend up to One Year in an Amount Not to Exceed $160,000 Annually (CD)
