A. Call to Order / Roll Call
The Special City Council meeting of September 10, 2025, was called to order by Mayor Pro Tempore Yepez at 2:03 p.m.
Present: Council Member Hothi, Council Member Nakanishi, and Mayor Pro Tempore Yepez
Absent: Council Member Craig‑Hensley and Mayor Bregman
Also Present: Interim City Manager Lindsay, City Attorney Lucchesi, and City Clerk Nashed
B. Public Hearing
B.1 Public Hearing to Consider Adopting a Resolution Approving the 2024‑25 Community Development Block Grant Consolidated Annual Performance and Evaluation Report (CD)

Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City Clerk, Mayor Pro Tempore Yepez called for the public hearing to consider the 2024‑25 Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER).
Neighborhood Services Manager Jennifer Rhyne provided a presentation regarding the 2024‑25 CDBG CAPER. Specific topics of discussion included the purpose of the Public Hearing, community engagement requirements for CAPER, 2024‑25 Program Year, expenditures, accomplishments, and recommendation.
In response to Council Member Nakanishi, Neighborhood Services Manager Rhyne and Community Development Director John Della Monica provided information regarding the application process for CDBG funds and funding received from the U.S. Department of Housing and Urban Development (HUD).
In response to Council Member Hothi and Mayor Pro Tempore Yepez, Neighborhood Services Manager Rhyne provided information regarding the Creekside Apartments rehabilitation program.
In response to Mayor Pro Tempore Yepez, Neighborhood Services Manager Rhyne provided information regarding Prevail Work's program for homeless youth.
In response to Mayor Pro Tempore Yepez and Council Member Hothi, Community Development Director Della Monica provided information regarding the status of the Salas Park project.
Mayor Pro Tempore Yepez opened the public hearing for public comment at 2:18 p.m.
There being no public comments, Mayor Bregman closed the public hearing at 2:18 p.m.
Council Member Hothi made a motion, second by Council Member Nakanishi, to adopt Resolution No. 2025‑160 approving the 2024‑25 Community Development Block Grant Consolidated Annual Performance and Evaluation Report.

The above motion carried by the following vote:
Ayes: Council Member Nakanishi, Council Member Hothi, and Mayor Pro Tempore Yepez Noes: None
Absent: Council Member Craig‑Hensley and Mayor Bregman

There being no further business to come before the City Council, the meeting was adjourned at 2:19 p.m.
