A. Call to Order / Roll Call
The City Council Closed Session meeting of October 22, 2025, was called to order by Mayor Bregman at 1:34 p.m.
Present: Council Member Craig-Hensley, Council Member Hothi, Mayor Pro Tempore Yepez, and Mayor Bregman
Absent: Council Member Nakanishi
Also Present: City Attorney Lucchesi and City Clerk Nashed
B. Announcement of Closed Session (Announcement by City Attorney; Comments by the Public)
B.1 Public Employee Potential Discipline/Dismissal/Release Pursuant to Government Code § 54957(b) and Continue Process Associated with Lodi City Council Adopted Preliminary Resolution Pursuant to Lodi Municipal Code Section 2.12.050, Commencing the Process of Removing Scott R. Carney (City Manager) from Office; Continuing the Suspension of the City Manager from Duty; Continuing the Appointment of the Acting City Manager; and Providing an Effective Date and All Other Purposes.
B.2 Conference with Legal Counsel ‑ Threatened Litigation Pursuant to Government Code § 54956.9(d)(2). One case. Government Claim No. 25‑45 Submitted by Claimant Scott Carney.
C. Adjourn to Closed Session
At 1:34 p.m., Mayor Bregman adjourned the meeting to a Closed Session to discuss the above matters. The Closed Session adjourned at 2:37 p.m.
D. Return to Open Session / Disclosure of Action
At 2:37 p.m., Mayor Bregman reconvened the City Council meeting, and City Attorney Lucchesi disclosed that there was no reportable action.
E. Adjournment
There being no further business to come before the City Council, the meeting was adjourned at 2:37 p.m.
