A previous Master Sign Program (MSP) for "large facility" monument signs relating to other LLUH properties was approved in 2017 (MSP #P17-137). Per this MSP approval, one (1) ST-105 monument sign was allowed for the Loma Linda University Surgical Hospital. This ST-105 option (approx. TH x 131
W x 2'0) is an LED illuminated sign design that incorporates a two-foot high masonry base with hand-applied adobe style trowel finish in white to include an anti-graffiti coating. General dimensions for the sign face area are 5'H x 13'W framed in a two-inch aluminum border. Material used for the sign is glass with the text, logo, and pattern laminated onto the glass. !n 2019, MSP #P17-137 was modified (MSP #P19-015) to include a medium-size monument sign option "ST-105.2" (approx. 5.5'H x 10' x 2'0). This design included a downsized version of ST105 but was similar in materials, shape, and base. The other differences from the originally approved MSP 17-137 were the change in sign face material from glass to a white polycarbonate and the base design from a white hand-troweled finish to a grey aluminum fabricated casing.
The Master Sign Program for the surgical hospital includes one ST-105 option (Sign #5) and one (1) ST-105.2 option (Sign #4). Additionally, the applicant is proposing those materials approved for the ST-105.2 option for both monument signs.
ANALYSIS
Project Description
Loma Linda_ University Surgical Hospital is requesting the approval of a Master Sign Program (MSP No. P21-225) to allow for the installation of two (2) building identification wall signs, one (1) accessory waH sign, and two (2) monument signs at the entry driveways along Barton Road and New Jersey Street.
Wall-Mounted Signs
Signs #1 & #2 will be used to identify the building from both directions along Barton Road. These illuminated channel letter signs are to be placed at the west and south sides of the building. Per Table 17.18-3 of the LLMC, the maximum sign area for properties within the 1-HC zone is one square-foot for each one foot of primary parcel frontage upon which the structure is located. As proposed, the wall-mounted signs meet the restrictions of the City's sign code.
Sign #3 is proposed to be an illuminated channel letter wall-mounted accessory sign located on the west side of the building. This sign will help guide pedestrians to the building's main entry that reads "Entrance" and will be approximately 7 square feet in area. Accessory signs of this nature are normally allowed under the City's sign code and are restricted to 50 percent of the height of the primary wall sign. The height of the primary sign is 5' and Sign #3 is proposed at 11" high, which would be consistent with the City's sign code.

directions. Given that Barton Road is a major highway, the wall sign and monument sign at the south frontage are larger than those along New Jersey Street.
2. That the Master Sign Program provides for the integration of the project's signs with the design of the structures to achieve a unified architectural statement; The sign program compliments the exterior architecture of the various medical centers and the University's existing signs. The signs will be compatible with other existing University signs in terms of colors, font, and overall design. In addition, the sign program will provide enhanced visibility to staff, patients, students and the public at large while assisting them with transportation to their desired destinations.
3. That the site is adequate in size and shape to accommodate all proposed signs; The LLUH Surgical Hospital site is approximately 6.3 acres in size developed with a 112,000 square-foot building. Table 17.18-3 states that one (1) monument sign per street frontage is allowed, each with a maximum square footage of 36 square feet of sign area. As proposed, the monument signs located at the site's driveway entry points are 34 square feet {Sign #4) and 69 square feet {Sign #5). The size of Sign #5 is justified in that Barton Road speed limits require larger signs to be more legible for passersby.
Given the significant amount of landscape at the perimeter of the property, the monument signs have opportunities to be placed in existing landscaped areas. Sign #5 is an existing sign that currently has vegetation surrounding the pedestal and will continue to remain as landscaping for the sign. Both monument signs are proposed to incorporate shrubs and lowlying vegetation that will have irrigation systems.
Per Section 17.18.100.H {Wall-mounted signs), one (1) wall sign per tenant space is allowed.
However, the proposed Master Sign Program calls out for a total of three (3) wall-mounted signs. The Code states that one square foot per one foot of parcel frontage is allowed for total sign area. Given this, the primary sign is allowed up to 680 square feet (Sign #2), the secondary wall sign combined with the accessory sign is al!owed up to 490 square feet (Sign #1 + Sign #3). Cumulatively, the total proposed sign area of all three (3) wall signs for the building would be 363 square feet (201.86 sqft +153.51 sqft + 7 sqft). Therefore, the totals individually and cumulatively are well within the sign size limitations under the current code.
4. That the Master Sign Program accommodates future revisions that may be required due to changes in uses or tenants; and
The Master Sign Program allows for the change-out of new wall-mounted signs since the size and location of these signs will remain the same irrespective in the change in use or tenants.
Additionally, removal of any sign would leave minimal damage with the installation of an illuminated channel letter sign as opposed to a cabinet sign that may remove building texture or paint
5. That the Master Sign Program complies with the standards of this Chapter, except that flexibility is allowed regarding sign area, number, location, and/or height to the extent that the Master Sign Program will enhance the overaJI development and will more fully accomplish the purposes of this Chapter.
For 1-HC zoned properties, on!y one (1) wall sign is permitted per tenant space and the maximum size shall be no more than "1 sf for each 1 foot of primary parcel frontage upon which the structure is located." The primary parcel frontage is approximately 680 feet along Barton Road and the secondary parcel frontage is approximately 490 feet along New Jersey City Council Staff Report

Street. The applicant is proposing two (2) business identification wall signs and one (1) accessory sign for a total of three (3) wall signs. The additional identification is being proposed because the west-facing sign along the primary parcel frontage is not visible to westbound traffic. The accessory sign identifies the main entrance to the building and prevents any vehicular or pedestrian traffic from driving into areas that need to remain clear for emergency purposes.
Per Section 17.18.100.H (Wall-mounted signs), one (1) wall sign per tenant space is allowed.
However, the proposed Master Sign Program calls out for a total of three (3) wall-mounted signs. The Code states that one square foot per one foot of parcel frontage is allowed for total sign area. Given this, the primary sign is allowed up to 680 square feet (Sign #2), the secondary wall sign combined with the accessory sign is allowed up to 490 square feet (Sign #1 + Sign #3). Cumulatively, the total proposed sign area of al! three (3) wall signs for the building would be 363 square feet (201.86 sqft +153.51 sqft + 7 sqft). Therefore, the totals individually and cumulatively are well within the sign size !imitations under the current code.
Dimensions for Sign #4 are approximately 5.5'H x 1 0'W x 2'0 and approximately TH x 13'W x 2'0 for Sign #5. For monument signs within the I-HC zoning district, a maximum height of 6 feet is allowed. The Master Sign Program will allow for a 7-foot high sign along Barton Road.
This is in excess of the typically allowed height for a monument sign by one foot, but given that Barton Road is a four-lane major highway, the increased height of the sign would allow for better visibility at higher speeds.
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) STATUS
The Project is eligible for a Class 1 exemption from the California Environmental Quality Act (CEQA) pursuant to the CEQA Guidelines, Section 15311 (a), which applies to the placement of minor structures accessory to existing institutional facilities such as on-premise signs. No further environmental review is necessary.
PUBLIC HEARING AND COMMENTS
The public hearing notice and Notice of Exemption for this project was mailed to property owners within 300 feet of the project site on December 28, 2022. It was also posted at three public locations (City Hal!, Post Office, Library) as well as the subject site. To date, no written or oral comments have been received on the proposal.
CONCLUSION
All elements of the proposal for a Master Sign Program are consistent with the General Plan (2009) and in compliance with the Loma Linda Municipal Code. The applicant has worked closely with city staff and to provide the most appropriate layout and design for this Project. It has been found to be categorically exempt from CEQA. Finally, the Findings have been made to support approval of the project.

When the law establishes a professional standard of care for Consultant's services, to the fullest extent permitted by law, Consultant shall indemnify, protect, defend and hold harmless City and any and all of its officials, employees and agents ("Indemnified Parties") from and against any and all losses, liabilities, damages, costs and expenses, including attorney's fees and costs to the extent same are caused in whole or in part by any negligent or wrongful act, error or omission of Consultant. its officers, agents, employees or subconsultants (or any entity or individual that consultant shall bear the legal liability thereof) in the performance of professional services under this Agreement, except to the extent liabilities caused by the city's negligence or willful conduct.
(b) Indemnification for Other Than Professional Liability. Other than in the performance of professional services and to the full extent permitted by law, Consultant shall indemnify, defend and hold harmless City, and any and all of its employees, officials, and agents ("Indemnified Parties") from and against any liability (including liability for claims, suits, actions, arbitration proceedings, administrative proceedings, regulatory proceedings, losses, expenses or costs of any kind, whether actual, alleged or threatened, including attorney's fees and costs, court costs, interest, defense costs, and expert witness fees), where the same arise out of, are a consequence of, or are in any way attributable to, in whole or in part, the performance of this Agreement by Consultant or by any individual or entity for which Consultant is legally liable, including but not limited to officers, agents, employees or subconsultants of Consultant Said indemnification shall include any claim that Consultant, or Consultant's employees or agents, are considered to be employees of the City or are entitled to any employee benefits from City, including but not limited to those available under Public Employees Retirement Law. Consultant agrees to obtain executed indemnity agreements with provisions identical to those set forth here in this section from each and every subconsultant or other person or entity involved by, for, with, or on behalf of Consultant in the performance of this Agreement.
