RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMA LINDA,
CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATES’ STATEMENTS SUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON TUESDAY, JUNE 2, 2026 WHEREAS, §13307 of the Elections Code of the State of California provides that the governing body of any local agency adopt regulations pertaining to materials prepared by any candidate for a municipal election, including costs of the candidate's statement;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LOMA LINDA, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. General Provisions. That pursuant to §13307 of the Elections Code of the State of California, each candidate for elective office to be voted for at an Election to be held in the City of Loma Linda on Tuesday, June 2, 2026, may prepare a candidate's statement on an appropriate form provided by the City Clerk. The statement may include the name, age and occupation of the candidate and a brief description of no more than two hundred (200) words of the candidate's education and qualifications expressed by the candidate himself or herself. The statement shall not include party affiliation of the candidate, nor membership or activity in partisan political organizations. The statement shall be filed in typewritten form in the office of the City Clerk at the time the candidate’s nomination papers are filed. The statement may be withdrawn, but not changed, during the period for filing nomination papers and until 5:00 p.m. of the next working day after the close of the candidate filing nomination period.
Section 2. Foreign Language Policy. Pursuant to the Federal Voting Rights Act, candidate’s statements will be translated into all languages required by the County of San Bernardino. The County is required to translate candidate's statements into Spanish.
The County will print and mail voter information guides and candidates statements to all voters in English and Spanish. The County will make the voter information guides and candidates statements in the required languages available at all polling places, on the County's website, and in the Election Official's office.
Council Bill #R-2026-02
Resolution No.
Section 3. Payment and Translations. The candidate shall be required to pay for the cost of translating the candidate's statement into any required foreign language as specified in Section 2 above, pursuant to Federal and/or State law.
Printing. The candidate shall be required to pay for the cost of printing the candidate's statement in English, in a foreign language required in Section 2 above, and in any other foreign language requested by the candidate in the main voter pamphlet.
The City Clerk shall estimate the total cost of printing, handling, translating, and mailing the candidate's statements filed pursuant to this section, including costs incurred as a result of complying with the Voting Rights Act of 1965 (as amended), and require each candidate filing a statement to pay in advance to the local agency his or her estimated pro rata share as a condition of having his or her statement included in the voter's pamphlet. In the event the estimated payment is required, the estimate is just an approximation of the actual cost that varies from one election to another election and may be significantly more or less than the estimate, depending on the actual number of candidates filing statements. Accordingly, the Clerk is not bound by the estimate and may, on a pro-rata basis, bill the candidate for additional actual expense or refund any excess paid depending on the final actual cost. In the event of underpayment, the Clerk may require the candidate to pay the balance of the cost incurred. In the event of overpayment, the Clerk shall prorate the excess amount among the candidates and refund the excess amount paid within 30 days of the election.
Section 4. Miscellaneous. All translations shall be provided by professionally certified translators. The City clerk shall allow bold type, underlining, capitalization, indentations, bullets, and leading hyphens to the same extent and manner as allowed in previous City elections. The City Clerk shall comply with all recommendations and standards set forth by the California Secretary of State regarding occupational designations and other matters relating to elections.
Section 5. Additional Materials. No candidate will be permitted to include additional materials in the voter information guide.
Section 6. That the City Clerk shall provide each candidate or the candidate's representative, a copy of this Resolution at the time nominating petitions are issued.
Resolution No.
Section 7. That all previous resolutions establishing City Council policy on payment for candidate’s statements are repealed.
Section 8. That this resolution shall apply only to the election to be held on June 2, 2026, and shall then be repealed.
Section 9. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.

RECOMMENDATION:
It is recommended that City Council adopt Council Bill #R-2026-03, establishing new employee salary table effective January 1, 2026, Resolution title:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMA LINDA, CALIFORNIA, ESTABLISHING THE NEW SALARY TABLE FOR EMPLOYEES EFFECTIVE JANUARY 1, 2026.
BACKGROUND:
California Code of Regulations, Title 2, Section 570.5 requires governing bodies of local agencies contracting with CalPERS to approve and adopt a publicly available pay schedule at a public meeting.
Based on the Department of Finance’s annual calculation of the U.S. Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), the CPI-W increased by 2.49 percent for the 12-month period from July 1, 2024 to June 30, 2025 compared to the preceding period. Pursuant to Labor Code section 1182.12(c), this CPI change results in a minimum wage increase from $16.50 to $16.90 per hour, effective January 1, 2026 for all employers.
ANALYSIS:
Effective January 1, 2026, California’s minimum wage will increase in accordance with state law. This change applies to all employers and requires adjustments to compensation for affected employees. Staff will ensure compliance with the updated wage requirements, and any necessary budget considerations will be addressed to accommodate the increase in labor costs.
ENVIRONMENTAL IMPACT:
N/A
FINANCIAL IMPACT:
There is no current financial impact with this change. The only classification that is impacted by the minimum wage increase is Student Intern, which all positions remain vacant and there are no immediate plans to fill the vacancies.

RECOMMENDATION:
It is recommended that City Council Adopt Council Bill #R-2026-03, a Resolution revising the job description for the Lead Utilities Maintenance Technician to reflect updated duties and responsibilities necessary to meet current operational needs within the Water Distribution Division of the Public Works Department following a recent retirement. Resolution title:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMA LINDA, CALIFORNIA, ADOPTING A
REVISED JOB DESCRIPTION FOR THE LEAD UTILITIES MAINTENANCE TECHNICIAN IN THE WATER
DISTRIBUTION DIVISION OF THE PUBLIC WORKS DEPARTMENT
BACKGROUND:
The Water Distribution Division of the Public Works Department recently experienced the retirement of a Lead Utilities Maintenance Technician with over 35 years of service. Over time, the position evolved to meet changing operational demands, system complexity, and regulatory requirements. Many duties associated with the role were carried out based on long-standing institutional knowledge but were not fully captured in the existing job description.
Following the retirement, the department conducted a review of current operations and staffing needs to ensure continuity of services and effective oversight of water distribution activities. This review identified the need to update the job description to accurately reflect the responsibilities required to support day-to-day operations and future departmental needs.
ANALYSIS:
The proposed revisions to the Lead Utilities Maintenance Technician job description are intended to align the position with the current operational requirements of the Water Distribution Division of the Public Works Department. The updates clarify leadership and coordination responsibilities, expand technical and operational duties as needed, and better define the role’s support of system maintenance, regulatory compliance, and staff direction.
The revised job description does not create a new classification or change the existing title. Rather, it formalizes duties that are necessary for effective operations and establishes clear expectations for future incumbents. These updates will enhance operational efficiency, support succession planning, and reduce reliance on undocumented institutional knowledge.
ENVIRONMENTAL IMPACT:
N/A
FINANCIAL IMPACT:
There is no fiscal impact associated with these changes. The revisions are administrative in nature and ensure the job description accurately reflects the work currently required to maintain safe and reliable water distribution services.

RECOMMENDATION:
It is recommended that the City Council appropriate $144,000.00 from Special Project Construction Fund then award a contract for $340,226.14 to Copp Contracting Inc. of Buena Park, CA for the subject construction and approve a contingency amount of $34,000.00 (±10%), subject to any revisions deemed necessary by the City Attorney.
BACKGROUND:
City staff constantly monitors infrastructure for safety concerns, signs of aging and amenity improvements. This project is a result of negotiations between the auto dealers and the City for Auto Plaza Drive and cost savings from previous RMRA funded projects.
ANALYSIS:
Eleven (11) bids were received and publicly opened on January 5, 2026. Bids ranged from a low of $340,226.14 to a high of $508,875.71 (see attached bid summary). The low bidder, Copp Contracting Inc. of Buena Park, CA, has been checked for references and found to be satisfactory. This contractor has performed satisfactorily on previous City projects. It is not unusual for a construction project to experience the need to add or reduce the quantities of work items or the scope of work as field conditions dictate. This is generally caused by unforeseen circumstances or work needed to maintain the integrity of the project. Therefore, Staff recommends an allocation of $34,000 (±10%) for such circumstances.

FINANCIAL IMPACT:

RECOMMENDATION:
It is recommended that City Council award a contract for the purchase and installation of Supervisor Control and Data Acquisition System (SCADA) radios for the Water Division to Applied Technology Group of Bakersfield, CA for a total of $124,744.12 and authorize a contingency allocation of $12,500.00, subject to any revisions deemed necessary by the City Attorney. City staff will provide project management.
BACKGROUND:
City staff constantly monitors and evaluates our current equipment servicing water production. The SCADA system is approximately 20 years old and the technology outdated and beginning to fail. Staff prepared a Request for Proposal and distributed them to three (3) qualified firms for cost.
ANALYSIS:
One (1) bid was received and evaluated opened on September 16, 2025. The bid of $124,744.12 provided by Applied Technology Group of Bakersfield, CA, has been compared to similar work and found to be competitive.
This firm was checked for references and found to be satisfactory. It is not unusual for a project to change the quantities of work or the scope of work as field conditions dictate. This is generally caused by unforeseen circumstances or work needed to maintain the integrity of the project. Staff recommends an allocation of ±10% of the bid amount ($12,500.00) for a contingency allocation.

It is recommended that the City Council appropriate $100,000.00 from Special Project Construction Fund then award a contract for $96,800.00 to CED of San Bernardino, CA for the subject purchase and approve a contingency amount of $3,200.00, subject to any revisions deemed necessary by the City Attorney.
BACKGROUND:
In March 2023 City staff was directed to implement a demonstration project on the south side of Barton Road east of Anderson Street consisting of bollard sidewalk lighting. This project was installed by City Staff and deemed successful.
ANALYSIS:
The City Manager has directed Staff to install 140 sidewalk bollard lights as phase 2 of the demonstration project.
The electrical supply vendor, CED of San Bernardino, provided a quote for the equipment requested of $96,800.00.
This supplier has provided many competitive low quotes in the past and this cost is in line with past quotes. City Staff will provide project management and installation.

It is recommended that City Council award the bid to Fairview Ford of San Bernardino to purchase one (1) Ford F150 vehicle and one (1) Ford F250 vehicle for a total of $105,823.70, subject to any revisions deemed necessary by the City Attorney.
BACKGROUND:
City staff constantly monitors, evaluates and analyzes the condition, depreciation and maintenance needs of the City fleet. The vehicle replacement program was included as part of the budget process. These vehicles are for the Public Works Utility Department – one (1) replacing a 2011 F250 vehicle, water division and one (1) replacing a 2014 F150 vehicle, sewer division.
ANALYSIS:
Vehicle specifications were developed for the needs of the City then bids were solicited from three (3) local vendors. Only one (1) vendor responded with a bid, Fairview Ford of San Bernardino. The bid totals $105,823.70, however, each vehicle was quoted individually Differences in the specification needs generated differing totals.
Staff compared these bids with bids from prior years and found it to be in line and comparable considering inflation.
The City has previously purchased vehicle from this vendor and is satisfied with their service commitment and references.

RECOMMENDATION:
It is recommended that City Council authorize a supplemental appropriation of $42,000 from the General Fund balance for the purchase of a 2026 Ford Bronco from Fairview Ford in the amount of $35,000 and further authorize the purchase and installation of emergency lights, sirens, and related accessories in an amount not to exceed $42,000.
BACKGROUND:
Based on the City’s normal vehicle replacement schedule (10 years and/or 70,000–100,000 miles), it is time to replace the 2013 Ford F-150. This vehicle is used for animal control services; therefore, the reliability and safety of the vehicle and its components are of paramount importance.
As part of this replacement, a reassignment of existing vehicles will occur to maximize the City’s fleet resources.
Animal Services will assume use of the 2018 Ford F-150 currently assigned to the Fire Prevention Officer. Fire Prevention will then take over the 2020 Ford Escape currently used by the Fire Marshal. The Fire Marshal will be assigned to the new 2026 Ford Bronco. This approach allows each department to receive an upgrade to its current vehicle while avoiding the need to purchase an additional new truck at a higher purchase price.
ANALYSIS:
Vehicle specifications were developed based on the operational needs of the City, and bids were solicited from three (3) local vendors. Only Fairview Ford submitted a bid. The total bid amount for the 2026 Ford Bronco was $34,161.60, which is within the proposed authorization amount of $35,000.
The city has previously purchased vehicles from Fairview Ford and has found the vendor to be reliable. Staff reviewed the vendor’s service commitment and references and determined them to be satisfactory.
FINANCIAL IMPACT:
Appropriate $42,000 from General Fund Balance then funding is available in expense account 0012130-58210.

SCADA SERVICES FOR LOMA LINDA WATER DEPARTMENT
Mr. Kyle MacGavin
Information Technology Manager
25541 Barton Road
Loma Linda, CA 92354
Dear Mr. MacGavin,
On behalf of Strategic we are pleased to submit this proposal for a comprehensive Water System Discovery Assessment for the City of Loma Linda’s production, storage, distribution, and SCADA operations. We appreciate the opportunity to support the City’s efforts to evaluate, document, and strengthen the systems that ensure safe and reliable water service for the community.
The City of Loma Linda maintains a robust and multifaceted water system that includes four above-ground steel reservoirs, two in-ground pre-stressed concrete reservoirs with a total capacity of 14 million gallons, five distinct pressure zones, six booster stations, six pressure reducing stations, and a SCADA network monitoring 23 remote facilities. This essential infrastructure requires accurate documentation, operational visibility, and ongoing evaluation to maintain long-term reliability and regulatory compliance.
Our proposed System Discovery effort is designed to provide the City with:
• A verified and comprehensive inventory of water system assets • A detailed assessment of SCADA architecture, communications, and cybersecurity • Field-verified mapping of operational processes, setpoints, alarms, and logic • Identification of risks, vulnerabilities, and opportunities for modernization • Clear, actionable documentation and recommendations for system enhancement Our team brings extensive experience in water system operations, SCADA integration, controls engineering, and municipal infrastructure assessment. We understand the importance of maintaining service continuity, supporting operational staff, and providing deliverables that become practical tools—not just reports—for everyday system management.
We are committed to partnering closely with the City’s Water Utilities team to ensure the assessment aligns with operational priorities and supports future planning objectives. Should you require additional clarification, adjustments to scope, or supplemental services, we are happy to accommodate those needs.
Thank you for considering Strategic Engineering & Automation Systems for this important initiative. We look forward to the opportunity to collaborate with the City of Loma Linda and contribute to the continued reliability and resilience of its water system.
Sincerely,
Mel McRoberts
