RECOMMENDATION:

It is recommended that the City Council:

1. Adopt Council Bill #R-2026-34, adopting policies and procedures for disruptions to remote public access and addressing disruptive behavior of remote participants during City Council meetings pursuant to Senate Bill 707 (Durazo) effective July 1, 2026; adopting a policy implementing procedures to facilitate requests for accommodations at public meetings in compliance with the Ralph m. Brown Act and the Americans with Disabilities Act of 1990, waiving the reading of the Resolution in its entirety and directing the City Clerk to read by title only. Resolution title:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMA LINDA, CALIFORNIA, ADOPTING

POLICIES AND PROCEDURES FOR DISRUPTIONS TO REMOTE PUBLIC ACCESS AND ADDRESSING

DISRUPTIVE BEHAVIOR OF REMOTE PARTICIPANTS DURING CITY COUNCIL MEETINGS PURSUANT TO SENATE BILL 707 (DURAZO) EFFECTIVE JULY 1, 2026; AND ADOPTING A POLICY IMPLEMENTING

PROCEDURES TO FACILITATE REQUESTS FOR ACCOMMODATIONS AT PUBLIC MEETINGS IN COMPLIANCE WITH THE RALPH M. BROWN ACT AND THE AMERICANS WITH DISABILITIES ACT OF 1990.

BACKGROUND/ANALYSIS:

On October 3, 2025, Governor Newsom signed SB 707 (Durazo) into law, modernizing the Ralph M. Brown Act (the “Brown Act”), which updates California’s open meeting laws to require allowing remote public participation at public meetings effective July 1, 2026, for City Councils of cities with a population size of 30,000 or more, and makes other notable changes to the Brown Act that implement new mandates for public meetings of local governments.

Beginning July 1, 2026, City Council meetings will need to meet additional requirements under the Brown Act, as described below.

Remote public participation: Under this requirement, the public must be able to participate through either a two-way phone or audio-visual platform. The City use Zoom, an internet–based service that enables both online and telephonic participation by the public, which allows the public to observe council meetings live (while the meetings are held in–person, remote attendees can watch).

Adopt a disruption policy: The City Council must adopt a disruption policy on or before July 1, 2026. This policy will govern the City's actions when the above-mentioned two-way audiovisual service is disrupted, efforts to restore service fail, and if the disruption prevents the public from virtually attending a meeting (Exhibit A of Resolution). This policy may also provide for the removal of an individual from a meeting or limit their participation pursuant to Government Code Section 54957.95 if they engage in disruptive behavior, regardless of whether they attend the meeting remotely or in person. The policy must include the following steps to be taken in the event of a disruption (Exhibit B of Resolution):

1. If a disruption prevents public participation through two–way telephonic or audiovisual platforms, the body shall recess open session for at least one hour and attempt in “good faith” to restore service.

2. The body may meet in closed session during the recess

3. Open session may not reconvene until at least one hour has passed or service is restored, whichever comes first.

4. If service is not restored, the body may resume only after adopting, by roll call vote, a finding that good faith efforts were made and that continuing the meeting outweighs the public’s interest in remote access.

Implement an agenda request system: Currently, the City provides a Agenda Request portal on the website where requests are made to the City Clerk with the requester’s email address. They are manually added to an agenda distribution email group in the City’s e–mail system.

Provide a meetings' web page with a direct link on the homepage: The City provides a direct link on its homepage to access City Council meeting information, the City calendar that provides links to the agendas, agenda packets, and related public meeting materials.

Reasonable efforts of outreach for meeting participation: Eligible legislative bodies must make reasonable efforts to encourage meeting participation from groups that do not traditionally participate, such as outreach to media organizations serving non-English communities or civic engagement organizations. This law gives the eligible legislative body broad discretion to implement these efforts.

City Provided Agenda translate (meeting agendas if the language meets the City's required threshold): The City must translate agendas and instructions on how to participate into any language, other than English, spoken jointly by 20% or more of the total population of the City and 20% of that language who also speak English less than "very well." (See Attachment 1B for City calculations.) Publicly accessible space for the public to post translated agendas: The City must provide a physical location, within reasonable proximity to where the City's agendas are posted, accessible to the public for the public to post additional translated agendas. A public hearing board, similar to the existing public hearing board outside in front of City Hall was purchased. Draft language for a notice to be provided with the public posting board is included as Attachment 1A to this agenda report.

Reasonable Language Assistance: The law provides that staff shall “reasonably assist” members of the public who wish to translate a public meeting into any language or wish to receive an interpretation provided by another member of the public, so long as it does not disrupt the meeting and allowing extra time during the meeting for interpretation to occur.

Because the legislature mandates prompt resolution of these requests, a policy specific to requests for language and ADA accommodations at public meetings is proposed, as such meetings may occur as soon as 72 hours after the agenda is posted. In addition to the required remote meeting disruption policy, proposed Council Bill #R-3026-XX establishes a policy for responding to requests for language and ADA assistance at public meetings.

Remote participation as ADA reasonable accommodation for disabled member: SB 707 revises and expands the teleconferencing options available to legislative body members under the Brown Act. Notably, SB 707 permits remote teleconferencing as a reasonable accommodation for a disabled member of a legislative body to participate remotely without the normal teleconferencing requirements (posting the agenda at the physical location from which the member will be participating at least 72 hours in advance of the meeting). To participate, the disabled legislative body member is required to participate using both audio and visual technology, unless their disability prevents them from doing so. They would still be required to disclose whether anyone 18 years or older is present in the room, along with their relationships to those individuals, and all votes by the legislative body would need to be taken by voice votes, which have always been required under the original teleconferencing requirements. If provided as an ADA accommodation, remote attendance would count as in–person for all other purposes, including a quorum, and is not limited to a certain number of meetings per year.

As of January 1, 2026, SB 707 also authorizes remote teleconference meetings by "eligible subsidiary bodies" of local agencies, as long as the subsidiary bodies comply with certain requirements. An "eligible subsidiary body" includes only advisory bodies that cannot take certain final actions and do not have primary subject matter jurisdiction on elections, budgets, police oversight, privacy, library material restrictions, or taxing or spending proposals. The law requires at least one physical location for the meeting, that members attending remotely appear on camera and that the legislative body that created the subsidiary body make certain findings prior to authorizing fully remote meetings and at least every six months thereafter.

ENVIRONMENTAL IMPACT:

This proposed action is not subject to review under the California Environmental Quality Act (California Public Resources Code§§ 21000, et seq., "CEQA") and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.), because it does not involve any commitment to a specific project which could result in a potentially significant physical impact on the environment; and, constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR§ 15378(b)(4-5)).

FINANCIAL IMPACT:

There would be no direct fiscal impact to the City’s General Fund related to City Council’s adoption of the Council Bill #R-2026-XX and adopting the three policies, as outlined above; however, there were costs associated with taking the necessary measures to become compliant with the additional mandates of SB 707. Additional measures may be taken in the future to further enhance meeting accessibility and ADA accommodations.

This policy applies to all meetings of the City's legislative bodies and meetings open to the public, including, without limitation, meetings of the City Council, Council Committees, Planning Commission, and Community Activities Commission.

POLICY STATEMENT
The City of Loma Linda provides reasonable accommodations to qualified individuals with disabilities within the meaning of the California Fair Employment and Housing Act and the federal Americans with Disabilities Act. Kapree, resident, requested that the City provide additional communication to residents prior to construction and consider staggering project schedules, where feasible, to provide residents with periods of relief between construction activities.

Christopher Maravilla, resident and member of the Budget Committee, raised general questions regarding the allocation and expenditure of the Development Impact Fees.

In response to questions, City Manager Thaipejr explained that the revenues are distributed in accordance with legal requirements and are earmarked for specific purposes. He noted that Development Impact Fees (DIF) are collected from developers to mitigate the impacts of new development and must be expended within specific timeframe prescribed by law. If the funds are not spent within the required period, the City may be obligated to refund the unexpended amounts. He further explained that DIF revenues are restricted to their intended uses and cannot be transferred between funds or used for unrelated purposes. He noted that a portion of the DIF revenues are specifically allocated to the Art in Public Places program. He explained the funds are restricted to eligible public art projects and cannot be redirected to the General Fund, other City accounts, or projects that are not part of the Art in Public Places program. He concluded pointing out that Development Impact Fees are one-time payments associated with development projects and are not an ongoing revenue source for the City.

C. Consider Approving Project Proposal from Synoptek regarding VMWare to Hyper-V Migration for $70,200 (Fiscal Year 2027) (Information Technology) [CC]
Meeting
Tuesday, June 23, 2026, 7:00 PM
Agenda Group
Consent Calendar Item: 3C.

To
City Council
From
Kyle MacGavin, Information Systems Manager
RECOMMENDATION:

It is recommended that City Council:

1. Approve the project proposal agreement from Synoptek regarding VMWare to Hyper-V Migration for $70,200.00 and authorize a 10% contingency allocation to the contract amount, subject to any revisions to the agreement deemed necessary by the City Attorney; and

2. Authorize the City Manager or his designee to execute all necessary documents.

BACKGROUND:

Organizations around the world operate their servers in hypervisor virtualization platforms to cost-effectively protect data, enable agile scaling, and harden disaster recovery. VMware has been the leading provider of hypervisor software for decades, and, unfortunately, they have decided to raise their costs beyond what is cost-effective for the City. This has led the City to seek an alternative, like Microsoft's Hyper-V, to migrate.

ANALYSIS:

A hypervisor platform developed by Microsoft, Hyper-V, comes at no additional license cost, as it is included in the City's current Microsoft licenses. Still, the migration will incur a one-time implementation labor cost. The required labor to migrate from one virtualization platform to another involves certified IT professionals, infrastructure engineers, who are certified in both VMware and Hyper-V to ensure a successful migration. The infrastructure engineer's expertise, along with the utilization of a third-party migration application, Zerto, will ensure the City's data is protected, verified, and will undergo a successful migration. The last quote received by VMware was $18,010.56 for a one-year term subscription of their hypervisor. The return on investment for this project can be actualized in four years at a one-time cost of $70,200.00 ($60,200.00 for labor, $10,000.00 for a Zerto migration software license).

Synoptek was chosen for this project under the justification in the City's Municipal Code: "Exemptions from competitive bidding" § 3.32.260, Section A, "The commodity can be obtained from only one vendor or source;" and, Section D, "The commodity in question is a professional consulting service." These justifications will be exercised due to their sole hands-on understanding of the City's current IT infrastructure and their ongoing consulting of the City's technology environment.

ENVIRONMENTAL IMPACT:

N/A
FINANCIAL IMPACT:

Funds have been budgeted in FY 2026-2027 and are allocated among departmental expenditure accounts citywide through account no. 51830 (Contractual Agreements).

SECTION A: EXECUTIVE SUMMARY
This Statement of Work outlines the scope, objectives, and deliverables for the IT Professional Services engagement between City of Loma Linda and Synoptek. The purpose of this engagement is to provide expert technical services that support the client's strategic initiatives, enhance operational efficiency, and ensure the reliability and scalability of their IT infrastructure. This document serves as a high-level overview of the proposed services, including timelines, resource requirements, and success criteria, and establishes a shared understanding of expectations to guide the execution of the project.

The City of Loma Linda is currently facing significant costs associated with licensing and maintenance of their aging VMWare infrastructure, which is approaching end of life. In order to reduce costs and achieve more predictable expenses, the City has decided to migrate to a HyperV environment. Synoptek will deliver a comprehensive VMWare migration solution, leveraging a new R760 host already purchased by the city and repurposing existing NetApp storage, while ensuring compliance with all relevant California laws and regulations. The expected outcome of this engagement is a fully functional HyperV infrastructure, with all workloads migrated from the existing VMWare environment, resulting in reduced costs and improved predictability of IT expenses for the City of Loma Linda. Throughout this engagement, Synoptek will work closely with the City's IT department to ensure a smooth transition and minimize disruption to their operations. The City's decision to migrate to HyperV will also provide an opportunity to reassess their IT infrastructure and identify potential areas for further cost savings and efficiency gains.

Synoptek incorporates Project Management throughout its project delivery. Our approach to project management is an internally developed combination of Project Management Institute (PMI) and Project Management Body of Knowledge (PMBOK) methodologies.

This section outlines the key assumptions that underpin the successful execution of the project. These assumptions represent conditions that are expected to remain true throughout the engagement and serve as the basis for planning, resource allocation, scheduling, and delivery. They help mitigate risk by clarifying dependencies, roles, and environmental factors that may impact timelines, scope, or outcomes. Any deviation from these assumptions may require adjustments to the project plan, budget, or deliverables.

Synoptek and the customer agree to the following assumptions:

SECTION I: PROJECT MANAGEMENT
Project governance establishes the structure and rhythm for managing this engagement effectively. It includes scheduled meetings, reporting protocols, and internal project hygiene practices that ensure transparency, accountability, and alignment across all stakeholders. Governance activities will include:
• Recurring Meetings: Regular touchpoints such as weekly status calls, milestone reviews, and ad hoc working sessions will be held to monitor progress, address issues, and make timely decisions.

Meeting frequency and duration will be tailored to the phase and complexity of the project. • Status Reporting: The assigned Project Manager will provide weekly project updates summarizing accomplishments, upcoming activities, risks, and action items. These updates will be shared with both client stakeholders and internal delivery teams to maintain visibility and momentum. • Internal Project Hygiene: Time will be allocated for internal system updates, documentation maintenance, and internal status reviews to ensure data accuracy, traceability, and compliance with delivery standards. These activities support proactive risk management and continuous improvement throughout the engagement.

This governance framework is designed to foster collaboration, streamline communication, and ensure that the project remains on track and aligned with business objectives. The following project management framework and schedule will be instituted for proper governance and accountability:

SECTION J: TRAVEL, TRANSPORTATION, MEALS, AND LODGING
In the event that travel is required in the delivery of this engagement, the costs of travel including transportation, meals, lodging, and other relevant expenses will be added to the cost of the project.

These expenses will be itemized in an invoice(s) and receipts provided upon request. Synoptek uses the U.S. General Services Administration guidelines as a baseline for estimating travel costs, but actual costs will be invoiced.

SECTION K: PROFESSIONAL SERVICES FEES
This section details the financial terms associated with the delivery of IT professional services under this engagement. It outlines the fee structure, billing methodology, payment schedule, and any applicable expenses or taxes. Fees are based on the scope of work, resource requirements, and duration of the project. The project is intended to be delivered during normal business hours at the contracted rates shown below for a Professional Services engagement. Our budgetary estimates are as follows:

Professional Services Hours Rate Estimated Cost
Senior Consultant 251 $200.00 $50,200.00
Project Manager 40 $150.00 $6,000.00

Based on the nature and scope of the Services, the expected staffing requirements, and the anticipated duration of the Project, Synoptek estimates that its fees for its assistance as defined above will be approximately as shown above plus actual out-of-pocket expenses incurred including, but not necessarily limited to, travel and lodging expenses, communications charges and supplies, and all taxes as applicable.

The time and materials estimate stated above is a good-faith estimate based on our discussions and on the information provided to Synoptek as of the date of this Statement of Work and is dependent on the terms of this Statement of Work. In the event of any deviation from the resource rates specified in this Statement of Work, the parties will mutually agree in writing to a change in the resource rates as appropriate with respect to any such deviation.

Synoptek will work with the customer to help manage the scope of Synoptek's Services within this estimate, but the parties agree that actual fees may differ from this estimate. The customer understands that Synoptek's fees will be based upon Services actually performed and expenses actually incurred in accordance with the terms of this Statement of Work. Furthermore, the customer agrees to allow Synoptek to invoice up to an additional 10% of total project estimate without the need for a formal change order, unless there are material changes in scope that require a formal documented change.

Synoptek will perform the Services on a time and materials (T&M) basis. Project invoicing will commence upon project initiation, and Synoptek will continue to invoice monthly based on actual hours consumed by Synoptek during that month. Prioritization to enable an earlier completion date may result in a higher hourly rate. Any change to the customer's managed services will be quoted in a Synoptek change order separate from this SOW.

The project labor cost in this document is valid only for thirty (30) days from 6/15/2026 without authorization and approval from Synoptek Professional Services management.

RECOMMENDATION:

It is recommended that City Council adopt Council Bill No. R-2026-30 - establishing the maximum refuse collection and disposal rates effective July 1, 2026, repealing Resolution No. 3251, waiving the reading of the Resolution in its entirety and directing the City Clerk to read by title only. Resolution title:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMA LINDA, CALIFORNIA, ESTABLISHING MAXIMUM REFUSE COLLECTION AND DISPOSAL RATES EFFECTIVE JULY 1, 2026, AND REPEALING RESOLUTION NO. 3251.

BACKGROUND:

The City’s franchise agreement allows for an annual rate adjustment based on the Consumer Price Index (CPI) to be effective each July. A Notice of Public Hearing was sent to the record property owners and residents in June of 2024 that covered a five-year period through Fiscal Year 2029. The Public hearing held September 10, 2024, provided for a maximum rate increase of 4% each year. The Cost-of-Living Adjustment calculation from the U.S.

Department of Labor, Bureau of Labor Statistic, shows an annual increase of 3.24% from 2025 to 2026.

Additionally, the San Bernardino County Waste Disposal Agreement (WDA) allows for an adjustment. However, the WDA rate with County remained the same for Fiscal Year 2026-2027. The total combined WDA, CPI and associated fee adjustment varies from approximately 2.29% for residential customers and 3.26% for commercial customers, depending on the service and frequencies of service. A typical monthly residential rate will be $30.83; the current rate is $30.14.

ANALYSIS:

Staff reviewed the rates submitted by CR & R, the franchise hauler, and prepared Exhibits A, and B (attached). The overall adjustments agree with the Cost-of-Living Adjustment calculation from the U.S. Department of Labor, Bureau of Labor Statistics and additional required component services. The proposed maximum rates include all applicable collection and disposal fees. The proposed rates will become effective July 1, 2026.

E. Consider Awarding Contract to Air Exchange, Inc. for the Purchase and Installation of a Plymovent Vehicle Exhaust Extraction System at the new Fire Station in the amount of $131,600 (Fire) [CC] Meeting

To
City Council
From
Dan Harker, Fire Chief
Via
T Jarb Thaipejr, City Manager
RECOMMENDATION:

It is recommended that the City Council:

1. Award a contract to Air Exchange, Inc. in the amount of $131,600.00 for the purchase and installation of a Plymovent vehicle exhaust extraction system at the new Fire Station, subject to any revisions to the agreement deemed necessary by the City Attorney; and authorize a contingency amount of $13,160.00 ±10% for unforeseen project-related costs; and

2. Authorize the City Manager or his designee to execute all necessary documents.

BACKGROUND:

Lennar Homes is currently completing construction of the new Fire Station. The City is responsible for the purchase and installation of the vehicle exhaust extraction system for the apparatus bay.

Staff obtained a proposal from Air Exchange, Inc. for the purchase and installation of a Plymovent vehicle exhaust extraction system. The system will remove diesel exhaust emissions from the apparatus bay and support a safe working environment for Fire Department personnel.

ANALYSIS:

The Fire Department has utilized Plymovent vehicle exhaust extraction systems at Fire Stations 251 and 252 for more than 25 years to remove diesel exhaust emissions from apparatus bays. The systems have proven to be reliable, effective, and compatible with the Department's apparatus fleet.

To maintain consistency among all City fire stations and continue providing a safe working environment for personnel, staff recommends installing a Plymovent vehicle exhaust extraction system at the new Fire Station. The system will be compatible with existing equipment and operational practices already utilized by the Department.

Air Exchange, Inc. is the authorized provider of Plymovent systems and installation services. Because the Plymovent system is proprietary and consistent with the equipment currently utilized by the Department, staff recommends a sole-source procurement from Air Exchange, Inc.

Installation of the system will help reduce personnel exposure to diesel exhaust emissions and further support the Department's commitment to employee health and safety.

FINANCIAL IMPACT:

Funding for this project is available in the Capital Improvements Account No. 3152300-58240. The total cost of the purchase and installation is $131,600.00.

RECOMMENDATION:

It is recommended that the City Council:

1. Award a contract to WESTNET First-In for the purchase and installation of the fire station alerting system for the new Fire Station in the amount of $75,000, subject to any revisions to the agreement deemed necessary by the City Attorney, and authorize a contingency amount of $7,500 (±-10%.) for unforeseen project-related cost; and

2. Authorize the City Manager or his designee to execute all necessary documents.

BACKGROUND:

Lennar Homes is currently completing construction of the City’s new Fire Station. As part of the project, the City is responsible for the purchase and installation of the station alerting system.

Staff obtained a proposal from WESTNET First-In for the purchase and installation of a station alerting system. This system provides emergency notifications to fire personnel when calls for service are received through the dispatch center, ensuring timely response to emergencies.

ANALYSIS:

The Fire Department transitioned to the WESTNET Station Alerting System in 2018 through its membership with CONFIRE. Following extensive research and a competitive procurement process, CONFIRE member agencies unanimously selected WESTNET as the regional station alerting provider. Since implementation, the system has enhanced emergency response operations and improved the reliability and efficiency of station alerting throughout the region.

To maintain compatibility with CONFIRE dispatch operations and provide consistency with the Department’s existing alerting infrastructure, staff recommends installation of the WESTNET system at the new Fire Station. The proposed project includes the purchase, installation, programming, testing, and commissioning of the station alerting equipment, as well as, system enhancements designed to improve emergency notification capabilities and operational readiness.

FINANCIAL IMPACT:

Funding for this project is available in the Capital Improvements Program Account No. 3152300-58240. The total cost for the purchase and installation of the station alerting system is $75,000.

The current agreement is scheduled for renewal effective July 1, 2026. Redlands Unified School District requested a one-year extension of the existing Joint Use Agreement through June 30, 2027. RECOMMENDATION:

It is recommended that the City Council award a contract to HHS Construction, Inc., of Ontario, California, in the amount of $70,254.67 for the installation of fiber optic cable. It is further recommended that the City Council authorize a contingency amount of $7,000 for unforeseen field conditions. Agreement subject to any revisions deemed necessary by the City Attorney.

Contract Term: July 1, 2026 - September 30, 2026
BACKGROUND:

In April 2023, the City Council awarded a contract for the installation of a waterline and fiber optic conduits along Beaumont Avenue, crossing the Union Pacific Railroad tracks and the San Timoteo Flood Control Channel. In conjunction with that project, Trumark Homes installed fiber optic conduits from its residential development on Nevada Street to Beaumont Avenue.

The purpose of this project is to install fiber optic cable within the existing conduit system to enhance connectivity for the City's Supervisory Control and Data Acquisition (SCADA) system and support service to new residential developments along Nevada Street.

ANALYSIS:

Staff obtained a proposal from HHS Construction, Inc. to complete this phase of the fiber optic network. HHS Construction, Inc. was awarded a competitive bid contract for Phase 1 of the City's fiber optic network in October 2019 and was subsequently awarded Phase 2 in May 2020. The contractor is familiar with the City's existing fiber optic infrastructure, and utilizing the same contractor provides continuity with the existing system while minimizing mobilization and coordination costs.

As with most construction projects, unforeseen field conditions may require minor adjustments to the scope of work. Therefore, staff recommends approval of the contingency amount.

FINANCIAL IMPACT:

Funding for this project is included in the Fiscal Year 2026-27 Adopted Budget and is available in Account No. 4657010-58845 (Water Production – Technology Systems).

Contract term: July 1, 2026 - June 30, 2027
BACKGROUND:

The City and Consultant previously entered into an original City of Loma Linda Agreement for Consultant Services dated May 14, 2024 (the “Original Agreement”) for delivery of services during the period of July 1, 2023 through June 30, 2024 (the “Term”). On July 9, 2024, the City and Consultant entered into that certain First Amendment to the Original Agreement for the purpose of extending the Term of the Original Agreement through June 30, 2025. On July 12, 2025, the City and Consultant entered into that certain Second Amendment to the Original Agreement for the purpose of extending the Term of the Original Agreement through June 30, 2026.

ANALYSIS:

FINANCIAL IMPACT:

The Third Amended Agreement provides that TKE will carry out the Scope of Services (as described within Exhibit “A” to the Original Agreement) that the City may require during the period of July 1, 2026 through June 30, 2027 for which the sum of the payments made to Consultant shall not exceed Twenty-Four Thousand Five-Hundred Dollars ($24,500).

On July 11, 2023, LLHA and Consultant entered into that certain Second Amendment to the Original Agreement for the purpose of extending the Term of the Original Agreement through July 12, 2024. On July 9, 2024, LLHA and Consultant entered into that certain Third Amendment to the Original Agreement for the purpose of authorizing a supplemental financial allocation of $4,000 to fund the costs of certain additional unanticipated services during the period of July 11, 2023 through July 12, 2024.

On July 9, 2024, LLHA and Consultant entered into that certain Fourth Amendment to the Original Agreement for the purpose of extending the Term of the Original Agreement through July 12, 2025. On July 12, 2025, LLHA and Consultant entered into that certain Fifth Amendment to the Original Agreement for the purpose of extending the Term of the Original Agreement through July 12, 2026. ANALYSIS:

The purpose of this Seventh Amended Agreement, therefore, is to extend the Term of the Original Agreement through June 30, 2027. The Consultant has satisfactorily provided the requested Consultant Services to the LLHA and it is projected that additional substantially similar services are required for an additional year.
