CITY OF LOMITA

CITY COUNCIL REPORT
2 Emergency Management
The city was awarded a FEMA Hazard Mitigation Assistance Grant in the amount of $1,124,884.50 for the 247th Street Area Water Main Replacement Project. Quarterly report #8 was submitted on 7/10/23 indicating that design is currently underway but obtaining the necessary permits from the City of Los Angeles took much longer than expected, significantly putting the project behind schedule. The city was granted a oneyear extension to complete the project due to this delay. Staff is gathering information and drafting a formal request to CalOES/FEMA for a budget increase, potential changes to the scope of work, and/or another time extension related to this project. The City of Los Angeles’ permit fees are much higher than originally estimated, labor and material costs have increased, and potholing revealed oily soil and lead requiring staff to consider detouring the original layout. Staff met with CalOES on August 28 to review these concerns and determine next steps. Testing results came back indicating the oil and lead contaminations not to be significant and not requiring changes to the original scope of work. At this time, staff will be submitting another formal request for a time extension through May 2025 to complete the project.

On June 7, 2023, staff received notification that FEMA approved the city’s grant application to update the Local Hazard Mitigation Plan (LHMP) and awarded Lomita $72,680 for the project costs and $3,622 for grant management costs. Staff had the official “kick-off” meeting with CalOES on June 12 and is working on releasing an RFP in the near future.

The American Red Cross facility use agreement was approved by the City Council on August 15. Staff will be monitoring for grant opportunities to help make improvements to the newly designated disaster shelter, the Tom Rico Center and Marc Fosnaugh gym. In addition, staff met with the American Red Cross Executive Director for the South Bay Chapter on August 23. Staff will be collaborating with the American Red Cross to host a smoke detector alarm installation and blood drive events in Lomita in the near future.
