PREPARED BY: Lina Hernandez, Interim Public Works Director MEETING DATE: September 3, 2024
SUBJECT: Agreement with Excel Paving for the Street Reconstruction, Zone G – Phase 1 Project

RECOMMENDATION
Award a Public Works Agreement to Palp Inc. dba Excel Paving Company for Phase 1 of the Street Reconstruction Zone G Project in an amount of $1,084,650.00, plus a 15% contingency for unexpected costs for a total amount not to exceed $1,247,348; and, authorize the City Manager to execute the agreement.

BACKGROUND
Zone G of the City of Lomita Pavement Management Plan defines the areas located in the northeast part of the City, north of 253rd Street and east of Eshleman Ave. The streets in this area are in critical need of rehabilitation.

DISCUSSION
Staff has prepared specifications and plans to rehabilitate the streets in Zone G pursuant to the Pavement Management Plan adopted by the City Council. Rehabilitation will include full street reconstruction in most areas and asphalt overlay in others.

In July 2022, the design of the project was awarded to David Evans and Associates (DEA). Design was completed in May 2024 and this project is divided into four phases due to sequencing with water pipeline replacements and available funding for street rehabilitation. Phase 1 of the Zone G Street Reconstruction Project includes Nordman St., Turrell St., and Walnut St. (Turrell St. to the northern City border). This project also includes repairs to curb ramps on these streets.
