RESOLUTION NO. 2024-32
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMITA, CALIFORNIA, APPROVING GENERAL PLAN AMENDMENT NO. 2024-
02 FOR UPDATING THE LAND USE ELEMENT, MOBILITY ELEMENT,
RESOURCE MANAGEMENT ELEMENT, NOISE ELEMENT, ECONOMIC
DEVELOPMENT ELEMENT, AND IMPLEMENTATION ELEMENT OF
THE GENERAL PLAN AND CERTIFYING THE GENERAL PLAN FINAL
PROGRAM ENVIRONMENTAL IMPACT REPORT NO. 2024-01 IN
COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT IN ORDER TO IMPLEMENT POLICIES AND PROGRAMS OF THE
CERTIFIED CITY OF LOMITA 2021-2029 HOUSING ELEMENT
THE CITY COUNCIL OF THE CITY OF LOMITA DOES HEREBY FIND, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. Recitals
A. Lomita Municipal Code (LMC) Chapter 1 (Zoning) of Title XI (Planning and Zoning) establishes allowable uses, definitions, and development standards of properties within all zoning districts in the city.
B. On May 4, 1998, the City of Lomita adopted the Lomita General Plan.
C. On December 21, 2021, the City Council adopted the current Safety Element.
D. On October 14, 2022, the State Department of Housing and Community Development (HCD) certified the Lomita General Plan 2021-2029 Housing Element.
E. The 2021-2029 Housing Element identifies sites to accommodate the City’s Regional Housing Needs Allocation (RHNA) and contains programs committing the City to rezone adequate candidate sites to meet the assigned RHNA, formalize procedures for evaluating capacity to meet the remaining RHNA, and implement the State No-Net-Loss law.
F. The City of Lomita initiated General Plan Amendment No. 2024-02 in accordance with LMC Section 11-1.70.05 to update the General Plan Land Use Element, Economic Development Element, Mobility Element, Implementation Element, Resource Management Element, and Noise Element and make certain modifications to implement and achieve consistency with the adopted Safety Element and adopted and certified 2021-2029 Housing Element.
G. The City of Lomita initiated Zoning Text Amendment No. 2024-05 in accordance with LMC Section 11-1.70.05 to implement the 2021-2029 Housing Element and General Plan Amendment No. 2024-02 by amending LMC Chapter 1 (Zoning) to provide for additional housing development opportunities in the City.
H. The City of Lomita initiated Zoning Map Amendment No. 2024-02 in accordance with LMC Section 11-1.70.05 to implement the 2021-2029 Housing Resolution No. 2024-32
Element and General Plan Amendment No. 2024-02 by amending the Zoning Map under LMC Section 11-1.20.02.
I. In connection with General Plan Amendment No. 2024-02, Zoning Text Amendment No. 2024-05, and Zoning Map Amendment No. 2024-02 (collectively, the “General Plan Update Project”), and in order to comply with the California Environmental Quality Act (CEQA), Public Resources Code Sections 21000, et seq. (“CEQA”), the City prepared a Program Environmental Impact Report (EIR) and Mitigation Monitoring and Reporting Program (MMRP) to identify appropriate monitoring steps/procedures and provide a basis for monitoring such measures during and upon project implementation.
J. On September 23, 2024, the Planning Commission held a duly noticed public hearing, where public testimony was accepted on the item, and in accordance with Municipal Code section 11-1.70.05, adopted Resolution No. PC 2024-14 to recommend that City Council approve the General Plan Update, Final Program Environmental Impact Report, and zoning text and Map amendments, with a revision to remove lot consolidation incentives (proposed Section 11-
1.53.10).
K. On October 1, 2024, the City Council held a duly noticed public hearing, where public testimony was accepted on the item.
Section 2. Based on the foregoing, the City Council of the City of Lomita hereby approves General Plan Amendment No. 2024-02 and the Final Program Environmental Impact Report in order to implement policies and programs of the certified City of Lomita 2021-2029 Housing Element.
Section 3. This Resolution will become effective immediately upon adoption.
Section 4. The City Clerk shall certify the adoption of this resolution and shall cause the same to be processed in the manner required by law.
