1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Lina Hernandez, Deputy City Manager/Public Works Director MEETING DATE: November 5, 2024
SUBJECT: First Amendment to the Agreement with Stephen Doreck Equipment Rentals for Construction of the 247th Street Area Water Main Replacement Project
RECOMMENDATION
Approve the First Amendment to Agreement 2024-18 with Stephen Doreck Equipment Rentals for construction of the 247th Street Area Water Main Replacement Project; and authorize the City Manager execute the Amendment.
BACKGROUND
The 247th Street Area Water Main Replacement Project is listed in the City’s Water Master Plan as a priority 2 project and ranked as No. 6. The existing water main around 247th Street area runs north and south within private properties crossing 246th Street, 247th Street, 247th Place, and 248th Street. This existing water main includes a 4-inch diameter pipe for approximately 955 feet and a 6-inch diameter pipe for the rest of the area. The water mains were constructed in 1928 and have exceeded their useful life. The age of these water mains makes them particularly at risk for main breaks and leaks, especially as a result of an earthquake.
The proposed new water main will extend from 246th Street beyond the City boundaries, looping within the City of Los Angeles right of way and along Western Avenue (which is Caltrans right of way), and connecting back to the City of Lomita along 247th Street, 247th Place, 248th Street and Lomita Blvd. This project consists of constructing approximately 3,300 linear feet of 6-inch PVC water pipeline and appurtenances (fire hydrants, valves, services, and fittings). The existing pipeline located in private property will be abandoned.
On May 7, 2024 the City Council awarded the construction project to Stephen Doreck Equipment Rentals and the project is expected to be completed by March 2025.

2 DISCUSSION
This project is partially funded by FEMA in the amount of $1,124,846.00. To ensure that the City receives these funds, the City must adhere to several FEMA requirements and other guidelines as part of the grant conditions.
Subsequently, it has come to staff’s attention that some revisions to the executed contracts are necessary to avert any risk of retention of grant funds from the City. These revisions are relatively minor as listed below:
• FEMA Guidelines were mentioned on page B-3 of the bid documents but were not attached to the original contract. This document has now been attached to the amendment as Appendix VII.
• NDPES Permit Requirements were mentioned on page E-15 of the project documents but were not attached. This document has now been attached to the amendment as Appendix VIII.
FISCAL IMPACT
There are no financial implications resulting from this recommendation.
OPTIONS
1. Approve staff’s recommendation.
2. Provide alternative direction.
