SUBJECT: First Amendment to the Agreement with Willdan Engineering Services for CIP and Water Related Project Management
RECOMMENDATION
Approve the First Amendment to Agreement No. 2024-27 with Willdan Engineering Services for Capital Improvement Program and Water Related Project Management Services for a three-year term ending December 31, 2027, in an amount not to exceed $130,000 in the first year, $181,000 in the second year, and $190,000 in the third year; appropriate an additional $130,000 from the Water Fund and General Fund available balance in the current FY 24-25 Adopted Budget; and authorize the City Manager to execute.
BACKGROUND
At its meeting on June 4, 2024, the City Council approved an agreement with Willdan Engineering for Capital Improvement Projects (CIP). and water-related project management services in response to the high priority in advancing and completing CIPs.
Moreover, the installation of a Granular Activated Carbon (GAC) system at the Cypress Water Production Facility is among the City’s highest priorities, along with other critical street, water, and facility improvements. Willdan Engineering was commissioned to augment staff to ensure CIPs stay on track and meet the City’s goals.
DISCUSSION
Progress has been made on the various CIP and water-related projects within the last year, however with the personnel shortages coupled with the growing backlog of CIP projects at various stages of completion, it is recommended that the City extend the professional services agreement with Willdan Engineering.
CITY OF LOMITA
CITY COUNCIL REPORT
Item No.
{{section.number}}{{item.number}}
2 Willdan is a highly qualified engineering firm that can continue to supplement staff efforts and provide additional manpower and expertise during peak project phases to see Lomita’s Capital Improvement Program and water-related projects to completion.
The scope of work will include the management of projects from design to construction and provide recommendations to the Public Works Director to ensure resource efficiency and timely completion. The primary goal will be to keep our CIP projects on track, particularly the CWPF – GAC Project and allow the new Public Works Director to focus on higher level administrative functions of the Public Works Department.
The current agreement is set to end on December 31, 2024. The attached amendment, if approved by the City Council, would extend the term with Willdan Engineering to December 31, 2027, with the option to renew for two additional one-year terms.
FISCAL IMPACT
The original six-month agreement with Willdan Engineering Services for CIP/Water Related Project Management was for an amount not to exceed $65,688 funded from General Fund and Water Fund within the Public Works Department budget. Staff is recommending authorizing an appropriation in the amount of $130,000 to cover the additional first year of service, $181,000 for the second, and $190,000 for third year. The City would have the option to extend the agreement two additional one-year terms upon the consultant’s successful demonstration of exemplary performance and the City‘s operational need.
