1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Lina Hernandez, Deputy City Manager/Public Works Director MEETING DATE: January 21, 2025
SUBJECT: Installation of a Parking Time Limit at 25600-25616 Pennsylvania Avenue

RECOMMENDATION
Approve the installation of a two-hour parking time limit from 9:00 a.m. to 7:00 p.m. daily, directly in front of Hathway Park located along the east side of 25600-25616 Pennsylvania Avenue.

BACKGROUND
The City routinely examines alternatives to optimize parking solutions in the interest of safety and practical use. From time to time, City staff receives parking complaints which may result in recommendations to the City Council for parking solutions to curb nuisances or enhance traffic and pedestrian safety.

DISCUSSION
Vehicle traffic from multiple businesses and schools on Pacific Coast Highway utilize the street parking pocket at 25600-25616 Pennsylvania Avenue on a daily basis for extended periods of time. The parking pocket is intended for use by Hathway Park patrons and residents. Staff has observed this activity and has received multiple complaints from residents in the vicinity. The long-term parking usage is also preventing Public Works staff from being able to unload and use the necessary equipment to maintain Hathaway Park.

Attempts to communicate with the businesses/schools were unsuccessful. Additionally, written requests to the businesses/schools to cease the practice have been ignored.

Installing a two-hour parking time limit will afford park patrons adequate time to use the park and prevent the parking spaces from being occupied for a full day. For the small percentage of park patrons that use the park for longer intervals, there is available parking

Item No. {{section.number}}n
2 to the north of the park on Pennsylvania Avenue and on 256th Street. Instituting a twohour parking time limit from 9:00 a.m. to 7:00 p.m. daily would be consistent with the parking restrictions in other areas of the City such as on Narbonne Avenue and in the Downtown area.

This item was discussed at the Public Safety and Traffic Commission on meeting on December 18, 2024, and the Commission has recommended the proposed action to the City Council.

FISCAL IMPACT
It is anticipated that the cost to install three signs, including materials and labor, will be a total of approximately $900. This amount is included in the Adopted Budget.

OPTIONS
